ODJECT or ascertaining whether he approved or condemned a policy which had such an effect at Albany. "Well," he replied, "I have no hesitation in saying that I have condemned the action of Mr. Kelly's four Aldermen ever since it became evident that any democratic member of the Board outside their own number could with their votes be elected. But you know, as everybody knows, how obstinately Kelly adheres to a determination, and I don't believe that he desires. the Board to organize at all. Indeed, I feel confident that if there were a chance of Alder- man Sauer's election to-day Kelly would do his best to prevent it if he could." "On what grounds do you base this belief? It has been supposed that Kelly's sole object in forcing Mr. Sauer for the presidency of the Board was to secure a position in the Board of Apportionment for a person he could entirely control." NO INTENTION TO ORGANIZE. "Doubtless Kelly did desire and does still desire to get reliable partisan on the Board of Apportion- ment, but that object has become merged in one of still greater importance. Senator Strahan is correct in his idea of the effect the disorganized condition of the Common Council is likely to have at Albany. Kelly is in accord and in active co-operation with the Senator McCarthy, and he desires to keep up present discordance and rowdyism in the Common Council Kelly's organs give the in order to play into the Senator's hand. highest kind of coloring to the scenes in the You may have observed that Board at every meeting. In fact Kelly is in the same position with regard to Mayor Grace and theother city office-holders as he occupied toward Governor Robinson. His object is to kill and destroy, and anything he can do to embarrass or work ruin upon the present city administration will assuredly be done.' "Do you then think that he is indifferent about getting one of his reliable adherents on the Board of Apportionment? "By no means. A grave reason for his desire to elect Alderman Sauer was in order that he might have some one in that Board who would carry out his instructions, and the success with which his four Aldermen have obstructed the choice of a president in the Aldermanic body proves how completely one of them might block the Board of Apportionment, in which a concurrent vote of the four members is some- times necessary. But other objects have developed themselves since the Board of Aldermen first met, and Kelly now supposes he sees a more important advantage in keeping the Board disorganized than lie would gain even by Mr. Sauer's election as Presi- dent." KELLY'S POLICY CONDEMNED BY TAMMANY "As a Tammany man do you approve of Mr. Kelly's course?" "Idonot. I think it is a mistake. Two or three days ago the four A:dermen had a long interview with Mr. Kelly, and he flew into a passion with one of them who hinted at a compromise. He grew very much excited, and told the Aldermen that if one of them flinched he would never be forgiven. One of the four, whose name it would not be fair to give, subsequently in my pres- ence expressed much dissatisfaction, and hinted that he was fast becoming disgusted with a policy that isolated him iron his fellow democrats in the Board and set him in antagonism to a Mayor whom Tammany helped to elect. "WHY SHOULD WE QUARREL WITH GRACE?" "How do the Tammany people at large, and espe- cially the members of the new General Committee, look at the matter?" He said that when Grace sent for Kelly and asked him to resign the Comptrollership before Mayor Cooper's deal with the last Board of Aidermen he had done SO for the good of the party.
