before you a report of a tour of inspection
made in Eastern Alabama, in obedience
to special Order Cro 13, dated fan 22nd 1866.
Upon arriving at Apelika En route
for Givank Russill leg my attention was
arrested by the following order, issued

officer Gerard. I was greatly surprised
to see that an officer, in an order of in-
struction, dated as late as fast an 17/4 should
speak of "freedmen using seditions or in- -
surrectionary language" and order his"men
to proceed forstwith with the collection
of arms and ammunition found in
the hands of freedness" when it is generally
admitted by all law abiding citizens that
