War Department, djutant General's Office, Washington, D.C. July 16. 1875 Major a. K. Arnold, 6th Carry, Disbursing officer, New Orleans da Major: I have the honor to enclose herewith certain communications received at this office, relative to the claim of Henry bells. late of Co K, 74th u & C. 5., funds in which have been this day senh to you for payment. It is erewed by this office as rather singular that the claimant should have permitted do long a time (7 years) to have elapsed since the date of settlement of his claim without effort on his foast to obtain payment, although it appears that during the whole of such period he has been in the employ of Mr Dudley Avery,
