what is understood by the raymastic of the army at the Trea:
sury, it might be an operation of inconvenience at that
department to furnish the funds here, when it would be
more convenient to furnish them at the points from whence
the Bills are drawn - It becomes the more necepary that
formation shottery be plazed in the hands of the Pay master
of the army in due deason, that he should have adequate
time to distribute the necepary supplies in the various quarters
to meet with punetuallity the payments as they become due
to the army.
Under a firm conviction of the necepity of
such an arrangement the Pay master of the army has the
honor of suggesting the propriety of its adoption to the
Seef of War
