From the official report of General Gaines subsistence Department This is the most perfect in its organization and in all its details, and fulfild more completely the objects of its creation than any other department Known to me, or ever Known in any branch of the public service, excepting that of the paymaster General which is equally perfect,) and this is the more umarkable when it is recollected that there is me one supply to an army wherein defects or dificuncies are so certain to be dilicue and exposed, as the supplies of this department; every officer and way enlisua man, who cals his nation, constitutes a part of a board of Inspection or of a jury, whose verdict will never fail to be promptly and understandingly undered: for ifa man is a juage of any thing he is surely a very competent juage of his daily bread" ana if u is not good, he will not fail to complain, especially when he knows he is intitica to that which is good. After the most careful inspications for ught years past, I have the satisfaction to uport that I have never heard a complaint or found a ration of damaged provisions, except in we or three cases where the damage had occurred by casualties in transportation: and that with exceptions of this kind, I have found the subsistence of the best quality, amply supplied and ugularly issued: without any case of actaleation on the part of any officer to my Knowledge who lived to attend to the setilement of his own accounts.
