My dear Miss Noyes:
The minutes of the meeting of the National Committee
on Red Cross Nursing Service have been received, and I
beg to invite your attention to certain errors in the
report on the Public Health Service.
The information regarding the report to Congress in
January, in which nurses are placed in a lower salary
grade, was given by Mrs. Hickey and not by me. There has
been no intimation to the Nursing Service of the Public
Health Service that such action will take place, though I
understand from Mrs. Hickey that a number of Veterans' Bu-
reau nurses have already been demoted. That is the first
correction I would like to have made in the minutes.
In next to the last sentence in which narcotic farms
are discussed, it is stated that nurses will for the first
time serve in federal and civilian prisons for men. The
United States Public Health Service has nothing to do with
civilian prisons for men or women. The narcotic farms under
the provisions of the bill are federal projects. I would
like to have the word "civilian" struck-out!
I also desire to call your attention to the order in
which the Services are placed in this report. The Navy
Nurse Corps is placed first, that, of course, because of
the additional work which the Red Cross Headquarters has
been doing for the Navy Nurse Corps, but it seems to me the
report on these Services should come in the order of their
establishment, as has been our practice; that is, Army, Navy,
Public Health Service, Veterans' Bureau, and Indian Service.
It was noted in the report of the last meeting that the same
thing occurred. I would be glad to have the Public Health
Service placed in its chronological order.
