April 17, 1919. Miss Lucy Minnegerode, Superintendent, Nurse Corps, United States Public Health Service, 15th and Ohio Ave., Washington, D. C. My dear Miss Minnegerode: The attached is a copy of a letter received from Mrs. Margaret Phillips. I am referring this to you inasmuch as I am not in a position to give her the information that she desires. I have referred the matter of Miss Carter to Miss Noyes, and she has requested that I white to her, which I am do- ing today. Very sincerely, Acting Director, Bureau of Field Nursing Service.
