MEMORANDUM FOR RECORD:
Mr. Allen Dulles and Richard Bissell saw the President
at about 11 AM this morning, concerning the possibility
of one or more reconnaissance flights. This followed up
on the President's comment a few days ago that a flight
across the area concerned, entering at one point and leaving
at an opposite point, would seem to raise fewer problems
in his mind.
Mr. Dulles and Mr. Bissell indicated question about this

type of flight, suggesting one entering and leaving from the
south. After discussion the President asked that a meeting
be arranged with them and Secretary Herter tomorrow at
8:45.
