Set forth below with unnecessary words omitted is text proposed
press release re President Queen opening St. Lawrence Seaway
which External Affairs states Canadian Special Inter-Departmental
Committee for Royal Visit Plans submit to Cabinet committee
November 18 for clearance. If US concurs re substance, Special
Inter-Departmental Committee proposes simultaneous release
Washington and Ottawa early morning November 20. Committee
suggests distribution time of release be evening November 19
with embargo until morning November 20. Committee would appreciate
US suggestions re exact distribution time and embargo time.
"Commissioner for Royal Visit and Whitehouse announced today tha
Her Majesty the Queen and the President of the United States
of America, Dwight D. Eisehnower, will jointly declare St.
Lawrence Seaway open during Her Majesty's visit to Canada
next June. Official opening and dedication ceremonies will
take place in vicinity of international boundary between
Cornwall andMessena (repeat Massean), N. Y. on June 27.
"Official opening of Seaway and preliminary arrangements for
ceremonies were discussed in recent meeting of Canada-United
States Committee formed to plan detailed program for Seaway
dedication ceremonies. Committee includes from United States,
representatives of White-house, St. Lawrence Seaway Development
Corporation and State Department; and from Canada, officials of
St. Lawrence Seaway Authority, Department of External Affairs
and Special Inter-Departmental Committee for Royal Visit."
