Subject: Campaign Strategy-a new Budget Process
President Bush's economic message is not coming across to the
American people. They want a workable and efficient system
for the spending of their money. They feel that there is
sufficient money being spent now to do what needs to done if
it were spent wisely and fairly.
The following concept is something that the people can
understand and identify with. Most people budget everyday and
have to make hard decisions on how their money is spent. The
people expect the Government to pay its bills and budget as
they do. If money is owed, set it up as a mortgage and pay it
off.
A NEW BUDGET PROCESS
The GAO provides to Congress a budget estimate based on
expected total federal revenue for the coming year. The
budget will be based on this figure.
The House deducts from this base figure the funds necessary
to make the yearly payment on a 30 year national debt
mortgage and any short falls from the previous year. Then and
only then an initial allocation of funds are made of the
remaining funds to the:
Legislative Branch
Executive Branch
Judicial Branch
Independent Agencies
The above branches of government prepare their budgets base
on the initial allocation of funds and submits them to
Congress. Congress must use these budgets as base documents.
Any recommended modification must be done from the base
document.
Congress then staffs the recommended budgets with their
committees. Funds for any different spending must come from
re-allocation or by a recommended tax bill. Once approved by
the Congress, the budget is held for 60 days for review by
the American people. During this period the people will let
their elected officials know what they think.
After the 60 day review period, a final vote 18 taken and the
budget is forwarded to the President.
Congress can be expected to object to this proposal, but with
150 new members in the House and a good number of the
incumbents disgusted with the present system, it deserves a
shot. In any case, the President could use this approach
for his budget submission.
If the President campaigns on this proposal, he would be seen
as a man with a long term plan to fix the system. Now, he is
not coming across with any long term plan.

Dear Jim,
URGENT! URGENT! Please tell the President before the debate
on Sunday to STOP saying that he doesn't think Clinton's anti-war
activism in Europe was unpatriotic, but only bad judgment. This is
an issue the veterans will react to; 80 the President simply should
not diminish the gravity of this seditious act against the United
States Government in time of war. IT WAS UNPATRIOTIC and harmful,
and he should have been severely punished for the crime. Now, this
character wants to now be Commander-in-Chief. Unbelievable!
Another subject -- requiring some judgment as to its value. The
professional conservationists are going to vote for Clinton-Gore
anyway, so the President should not try to placate them; but there
are perhaps 60 million sportsmen who are hunters or fishermen, and
more who are nature photographers; so he should carefully phrase
his love of the outdoors, of nature, of camping, fishing, hunting
and utilization of carefully-managed renewable wildlife resources.
Don't let double-talking Clinton and Gore, the protectionists, try
to persuade the sportsmen (including labor) that they are on the
side of the outdoorsmen. It's touchy; must be well-phrased; but
there are a lot of votes at stake.
And tell the President to smile and look relaxed on TV, and not
to lose his cool.

give him my regards.

I BELIEVE IN AMERICA
An EDITORIAL By Ed Foreman

My mother always told me there were two things never to discuss if
I wanted to maintain a wide support of friends and they were
RELIGION and POLITICS.
Well, our SUCCESSFUL LIFE Course has probably helped thousands of
people develop a closer relationship with GOD than they had known
before and most folks seem very grateful for the experience
I'm gonna' push my luck one step further and write to you about why so
I sincerely believe BO strongly in my long-time friend George Bush
and why I support his re-election as our President.
George Bush came to Odessa, Texas, in 1948, a 24-year-old Navy
veteran, as a trainee for Ideco, working in the oilfields for $375
a month. He didn't come to get a job for $375 a month he came
to learn about the oil business

I moved to Odessa in 1955, working as a roustabout, roughneck, and
trainee engineer for Phillips Petroleum Company for $495 a month
and the opportunity to learn, grow and prosper. George and I
didn't become personally acquainted until 1964, almost 30 years
ago, when I was seeking re-election to the U. S. Congress and he
was running for the U. S. Senate. 1964 was not a terrific year for
Republicans, especially in Texas; and we both lost, but we gained
a great deal of good experience, made a lot of friends
and became
friends ourselves. In 1968, we went to the U. S. Congress
together, George as a Representative from Houston and I as a
Representative from New Mexico.
George worked diligently, honestly, patiently, and with a long-
term goal in mind. I remember one time when he hosted a private
reception for a group of upcoming young foreign dignitaries
visiting Washington, D. C., and he and I were the only two Members
of Congress to show up. He said, "Ed, we're doing the basic
homework that will be meaningful and helpful in the future."
He was right. He did his homework. He set his goals and goals
for our Country goals for a world of free nations working
together without the nuclear threat of communist aggression. It
was a long, trying, sometimes disappointing, road to travel. He
left the Congress to serve as U. N. Ambassador; he was our first
envoy to China; for eight years, he served as Vice President, and
then for the past four years as our President.
George Bush has not accomplished everything he set out to do, but
he has accomplished BQ very much! The Berlin Wall has come down,
Communism is no longer, the nuclear tension has subsided, and even

though he believes in maintaining a strong military deterrent
force, George Bush is presiding over the realignment of our massive
defense program. Domestic priorities are changing
"from weapons
to plow shares" and to roads, bridges, hospitals, schools and a re-
alignment and strengthening of our free-enterprise economy. It is
not fast and it is not easy; but we are making progress.
Bush's handling of the economy will probably be remembered by
history as one of the best by a president in this century. The
United States and the world are almost certainly headed for a great
turn-of-the-century economic boom. The three great engines of the
boom will be the final defeat of the Great Inflation of the 1970's,
the relatively orderly collapse of communism and the expansion of
free trade. Much of the credit for all three goes to Bush.
George Bush no President can do it alone. It will take
determination, hard work and the leadership of all of us across
America. We must not expect our government to solve all our
challenges nor answer all our demands. Any government big enough
to give us everything we want is big enough to take everything
we've got! America became great not because of big government, but
because of innovative, dynamic people working in the free-
enterprise rewards system sometimes facing seemingly
insurmountable difficulties but always believing in individual
rights and responsibilities.
When it comes to the role of government, the President is more
likely to succeed with his domestic initiatives if he has a
Congress that is cooperative, not antagonistic. If we truly want
to make a CHANGE, let us make a change from a liberal, free-
spending, hot-check-writing, tax-raising Congress to one that is
more responsible with our tax dollars and more responsive to our
challenges. Let's re-elect the proven, experienced leadership of
George Bush and Dan Quayle and give them a cooperative, free-
enterprise-oriented House of Representatives and Senate and make
our great nation even greater.
Finally, the most sad and devastating spectacle of all is to
witness a totally biased national news media put America down and
attempt, through their continuous bombardment of ridicule, doubt
and negativism, to put us all down. They portray our great Country
and our proud, independent free people as a whining, worry-ridden,
hand-wringing, apologetic third-rate power.
What an excruciating experience to see the snow job they are doing
in their all-out efforts to defeat our President by electing a
womanizing, draft-dodging, glib, fast-talking, liberal lawyer
nicknamed "SLICK WILLIE"! I implore people of intelligence who
love their country, who want us to remain strong and free, to rise
up in righteous indignation to this negative onslaught of America,
and, not only to work and vote for the re-election of our
President, but to preserve America as the world's last best hope
for mankind.

Your last and only hope for re-election--regaining
the trust of the American people by genuine contrition
and seizing the initiative with clear action
Dear George:
At this moment you are bound to feel that my advice of my
letter in early June to announce your retirement was some of
the best you have ever received, but since you did not take
heed at that moment, I believe what I am suggesting now is
your one and only hope to be re-elected to a second term.
Your personal note and response at the time was very much
appreciated.
As it stands now, you are entering the last quarter behind
by at least two touchdowns and unless you do something very
dramatic, your bid for re-election is going to be rejected
overwhelmingly. After the election, the media is going to
work you over as such an inept President, that even Jimmy
Carter is going to look like a great President in
comparison. Many feel you have screwed up so badly as
President that you deserve to lose, but the people of
America do not deserve Bill Clinton and Al Gore. You are
the only other alternative we, the American people, have at
this moment.
By now it should be painfully obvious, George, that most
have a greatly diminished trust in you. As a matter of
fact, you have crisscrossed on so many issues and have been
back and forth, that I wonder how you can even trust
yourself. In my judgement, the only way you will ever gain
the trust of the American people is by a genuine act of
contrition starting with an apology to the people of America
for not listening as well to their real concerns as you
should have and for not being the decisive leader whom they
had a right to expect. In order to stand a chance of being
believed, this conversion has got to be real, and you have
got to do it completely by yourself--on your knees.

After you have done this, you must demonstrate forcefully
your sincerity by decisive action. For openers, I would
suggest you need to name Jack Kemp as Secretary of the
Treasury and Vin Webber as Director of the Budget. You
should also issue an Executive Order indexing capital gains
for inflation, suspend the Davis-Baker Act and introduce
legislation to repeal the tax increase you mistakenly
signed. You should also announce you are going to trim the
bloated Federal payroll by at least 250,000 (more than twice
Clinton's figure).
There are probably several other major and much-needed moves
such as this which should be announced as well. The
Heritage Foundation could probably give you some immediate
suggestions at this point.
If you find it within yourself to do what I am suggesting
and praying you will do, you need to announce that you will
give a Presidential address to the people of America,
reserving at least 15 minutes of air time, and make
the speech of your lifetime and, hopefully, one which will
be etched in the memory of the people of America beyond any
they have heard in many a day. As you well know, to
accomplish what I am suggesting, it must be done in the next
few hours or few days and cannot be done on the eve of the
election.
Attached are some of my thoughts on what you could say if
you mean it, and those of an insightful good friend.
Obviously, your speech needs to approach the Gettysburg
Address in its content and its impact. If you feel that my
thoughts and ideas have merit, I would be willing to visit
directly with you and your speech writers, and I realize
there are many who can do better, but you need somebody that
understands and truly comprehends the problem, and it needs
to be done immediately.
George, it is my hope and prayer that you will take this to
heart, as your present disastrous course will ensure a
Clinton Presidency, which America cannot afford to endure.

SUGGESTED THOUGHTS FOR SPEECH
TO THE AMERICAN PEOPLE
My Fellow Americans, I come to you tonight with the full
realization that I have disappointed many of you who have
put your trust and faith in me. I now realize this more
than ever, and I want you to know that I have come to the
full realization to a point that I have been disappointed in
myself. One thing that has been clear in this campaign is
that the people of America are seeking a genuine and
meaningful change.
What I want to demonstrate to you tonight through words and
action is that the George Bush who is speaking to you is not
the George Bush you have known, but a new George Bush. The
old George Bush was not as good a listener as he should have
been, nor was he the decisive leader he should have been.
The new George Bush will be decisive and trustworthy to such
a degree that he intends to be one of the very best
Presidents America has ever known. I am willing to swallow
my pride and take a large dose of humility, which I truly
deserve. As you well know, it is very rare for any of us in
political office to admit and fully acknowledge error.
I know that there will be great skepticism and some who
feel that what I am saying is simply to get re-elected. Of
course, I am hoping to be re-elected, but I intend to earn
your trust and your respect such as seldom seen in the
political arena. I know that because I have not been the
President I should have been, that many of you have been so
committed to change that out of frustration thought about
voting for Bill Clinton or Ross Perot, but what I want to
assure you tonight is that the new George Bush is far more
committed to change and forceful leadership.
As simply a beginning, I am tonight announcing that I have
asked Jack Kemp to take over as Secretary of the Treasury
and Vin Webber to take over as Director of the Budget.
There will be other very significant personnel changes
announced so that you will have absolutely no doubt that you
are voting for a reshuffled and totally new team of
leadership.
I have also issued today an Executive Order indexing capital
gains for inflation as a significant step to improve our
economy and bring about the dynamic growth in newly created
jobs. Furthermore, I am asking the Congress to repeal the
tax increase I mistakenly signed. I am also seeking to
eliminate a minimum of 250,000 Federal jobs. For us as a
Nation to reach our potential, we must have greater
productivity and the Government has to do this as well.
My friends, I hope you will appreciate my sincerity, and I
promise you that the new George Bush will be a truly
decisive leader and one who is a keen listener to the
concerns and frustrations of the people of America. We as a
Nation have a great future, but we can only achieve it by
working together and with the leadership totally committed
to the ideals and principals that have made America great,
preserving the freedom of the individual and the
entrepreneur spirit that has made our country the greatest
in the world.

Dear Jim:
I hope that I am not taking up too much of your precious time, which I know is critical at
this point. I am still on an extended trip to Europe in connection with my Aerobus of
Texas, Inc., competition in the federal "Suspended Light Rail System Technology Pilot
Project," in which I have been selected as a semi-finalist in the first round of competition.
I have dictated this letter to my secretary and hope that it can do you some good.
As CNN is the only network here which carries English-speaking news, I have been listening
intently for news of the election campaign, and I have heard some things which I believe
have not been carried on U.S. networks. The news sounds bad for George and it looks like
only a bombshell would win it at this point, and this may be it.
On a recent broadcast by CNN here in Baden-Baden, Germany, it was reported that around
the time Clinton was a student at Oxford and engaging in all his draft-dodging maneuvers,
he visited the Soviet Union. The report only mentioned this once, and stated that the FBI
is investigating this trip by Clinton. It also stated that his passport records for this period
are "missing," and that he may have visited the KGB while in Russia.
Jim, it is highly conceivable that this man may have changed or considered changing - his
citizenship to avoid the draft, or that he may have offered to become -- or may have become
-- a KGB agent. In this connection, it seems extremely suspicious that of all the governors
in the United States, Clinton is the one that was visited by the Iraqi minister on his visit
here some time ago. (Clinton, of course, stated this was a "routine" meeting.)
Several years ago I attended a national meeting of lawyers at the Shamrock Hotel. It came
up that Mr. Sam Horowitz, who had started the organization, might be a communist. I did
some quick research, got hold of the mike, and read the Communist Oath, which states in
part:

"...I swear allegiance to the Soviet Republics of Russia and to the World
Revolution for which it stands If
I said, "Sam, these are your people; get up and tell them that you never took an oath (and
here I quoted the Communist Oath) to support a world revolution." A number of his friends
urged him not to answer, which he did not. The upshot was that every member of the Texas
delegation withdrew, and I for one, never rejoined.
I am just wondering if George might be able to challenge Clinton in this manner during one
of the debates if you have any evidence at all to support this allegation?
Finally, I believe there are two main issues in this campaign: the economy, and the "Slick
Willie" consideration. I am not qualified to offer any opinion on the economy, but if you
are going to call a spade a spade and a liar a liar, now is the time to do so.
Slick Willie got his name in his home state, where people know him, as a result of his
handling things as he has the draft situation: saying whatever was necessary to satisfy the
audience at hand. So I believe he has earned the name of "Slick Willie" and in all the ads
and comments by the proper people, this should be referred to.
He is a liar and he has told many lies concerning his draft status. While at Oxford, he
advocated disobeying the draft laws, which is against the law, and no matter how young he
was at that time, he was smart enough to be at Oxford and he knew what it meant to defend
his country.
There needs to be, in my opinion, an ad campaign that would use a title encompassing all
these things: that Slick Willie is a liar, a slacker, a draft dodger, and and advocate of
disobeying the law. Ask the voters that when they enter the booth to take a moment to
think about these things and to ask God, if they believe in God, or their Maker that if, deep
down they want that kind of a man for president and -- DON'T PULL THE LEVER FOR
HIM! -- don't pull the lever for a liar.
I don't know whether this would work or not, but a number of years ago when I retired from
the service, I handled Olin Culberson's campaign for Railroad Commissioner. It was hotly
contested, and Mr. Culberson asked me to come up with some kind of a different format
for him, which I did.
It was carried on the Texas Quality Radio Network, which I am sure you are familiar with,

the first few minutes used to introduce me, the speaker. I spoke first on one key subject for
3 to 4 minutes and then an interviewer from the station came on and read a prepared
information release relative to the point under discussion, and could also go into relevant
side issues. Then I would take the mike again and go forward to another point of
discussion.

We rotated like this around the clock for 60 minutes, with my speaking for 3 to 4 minutes
of every quarter hour. The remainder was the station personnel, reading from prepared
text. The idea is to pick pertinent points and "hit 'em hard!"
In closing, I think I know the reason that Perot has come back in. He is trying to keep from
having to defend himself in the biggest lawsuit of his life, because he was liable (and still
may be) for breach of contract to all his volunteers.
As you know better than I, an oral contract in the State of Texas, if you can prove it and
if the action can be accomplished in one year, is enforceable. A class action suit could be
filed in Texas against Perot on behalf of all the people that signed petitions especially
those who quit their jobs to work for his campaign. I still think it could be filed on the
grounds that he is not sincere; he isn't trying to win the Presidency -- he is only trying to
influence the election. I believe he is going to throw his supporters to Clinton at the last
minute.
The first time you come to Houston after the election, let's have lunch. I'll buy us a good

omists and sociologists to determine who won and who

economic myths-and realities-of the past two dec-
ades. Most of the statistics measure the progress of
households, which include families-that is, homes
with children and at least one parent-as well as sin-
gles and unrelated people living together. We focused
on households because families are becoming a
slightly rarer breed, constituting only seven of 10
households in 1991, down from eight in 10 two decades
ago. Traditional families headed by married couples
are even less common: They account for just 55% of all
households today, down one-fifth from 69% in 1972.

GLOBAL MARKETS ARE BOTTOMING NOW
The gloom and doom is so thick now that investors are beginning to believe all of
the predictions of Dow 2000 and a financial collapse. Don't you believe it. The
broader market is much stronger than the Dow and the media would have you
believe. New highs-new lows are bullish. The Advance-Decline Line is bullish
along with daily odd lot short sales.
Sentiment is bearish and that is bullish because the
market seldom accommodates the majority. Falling
interest rates in Europe and Japan may have produced
a bottom in those markets.
However, a retest of the bottom could occur in October. We expect the market to
move strongly to the upside between October and year-end. A Bush win could
produce Dow 3800+ by year-end. Some analysts expect Dow 4000-4400 by year-
end, but we think that is unlikely. President Bush has positioned himself
skillfully for an October campaign blitz:

and increased federal spending by voting for Governor
Clinton.
Or you can vote a tax decrease for yourself, a lower federal deficit and less
government spending by voting for President Bush. When the voter goes into the
voting booth on Election Day and closes the curtain, how many of them will vote
for a tax increase and a larger deficit? A state by state poll shows that neither
candidate has the electoral votes needed to win the White House.
The Democratic Congress has a "punish the wealthy" tax
mentality to impress the middle class. What do they
accomplish? They destroy middle class jobs!
Governor Clinton continues to criticize President Bush for not taxing the wealthy.
He does not understand that it is the wealthy who create jobs by investing their
money in real estate, a new business, or simply expanding current ones. In 1990,
the top 10% of taxpayers paid over 54% of all personal income taxes collected; the
top 5% paid an astounding 43%.
Moreover, the proportion of taxes paid by the rich has
risen during the past decade. Second, there's not a whole
lot more blood in that turnip.
Paul Merski of the Tax Foundation calculates that doubling the taxes on those
making over $200,000 would, at best, run the federal government only 28 days.
You can not justify deficit spending by saying the wealthy don't pay their share. If
deficit spending produced prosperity, the U.S. would not be where it is today with

Suggestions for the coming Presidential Debates
1/Challenge Gov. Clinton to finally admit that he used political connections to avoid
induction and that he manipulated the head of the University of Arkansas ROTC program to
obtain a deferment while never intending to join it. There is documentary evidence that you
asked the office of then U.S. Senator from Arkansas J. William Fullbright and other
politicians to help you avoid induction. Col. Eugene J. Holmes, a survivor of the Bataan
Death March in World War II and 3 years in Japanese prison camps and head of the Reserve
Officers Training Program at the University of Arkansas, recently prepared a sworn
statement in which he said that in your approximately two hour conversation with him asking
for admission to his program as an alternative to the draft that you never told him about your
"involvement, participation and actually organizing protest against the United States
involvement in Southeast Asia." And Col. Holmes went on to write that you were "shrewd
enough to realize" that had he been aware of your activities you "would not have been
accepted into the ROTC program as a potential officer in the United States Army." Col.
Holmes also states that the draft board told him "it was of interest to Senator Fullbright's
office" that you be admitted into the ROTC program. Based upon your conduct and your
December 3, 1969 letter to him, Col. Holmes concludes that "Mr. Clinton had no intention
of following through with his agreement to join the Army ROTC program at the University
of Arkansas You wrote Col. Holmes thanking him for "saving" you from the draft by
having admitted you to the ROTC program and said that you had done this-instead of
becoming a conscientious objector as the law permits--so that you "could maintain your
political viability." Unless you are willing to admit these facts now, the American people
will be left wondering whether you are manipulating them as you did Col. Holmes. Today is
the time for you to admit to these facts.
2/Challenge Governor Clinton to admit today that he made the wrong judgement about the
Vietnam War in 1969-72 (do not question his patriotism, motives, or right to have made the
judgement then). Led by two democratic presidents, the U.S. committed its military forces
to help the people of Southeast Asia resist communist takeover for two reasons, because of
the human consequences to them and to hold the line against communist aggression. After
the communist takeover in 1975, the communist regimes killed 2 to 3 million men, women,
and children in Vietnam, Cambodia, and Laos while hundreds of thousands of others fled the
new tyrannies. And emboldened by this victory, six additional communist dictatorships were
established with Soviet assistance--Afghanistan, South Yemen, Ethiopia, Angola,
Mozambique, Grenada, Nicaragua--millions died in those new dictatorships. The U.S.
military had by 1970 helped South Vietnam win the war on the ground, it was the anti-war
movement that misguidedly argued even after President Nixon had withdrawn U.S. combat
forces--against U.S. military supplies and funds so South Vietnam could defend itself. I
believe history has shown that you were wrong then and that your mistake in judgement
contributed to the communist takeovers of the 1970s and all the human suffering they caused.
Tonight I call on you today to admit your judgement was wrong then.
3/Gov. Clinton has already made two serious misjudgments on national security issues. The
world has become much safer with the unraveling of communism in Eastern Europe and the
reformist intentions of President Yeltsin in Russia. Nevertheless, the situation in Russia and
all the post-Soviet republics in fragile with opposition to reform coming from elements of the
former communist parties, the military, the military-industrial complex

military capabilities continue to exist--7 thousand nuclear weapons on strategic launchers,
armed forces of 3 million. Therefore it is absolutely essential to maintain NATO and a
prudent level of defense--we should not repeat past mistakes of premature overdisarmament.

proposed cuts from 300 thousand to 150 thousand which leaves a reasonable level of combat
force in place to back up our commitments to NATO. Governor Clinton apparently does not
realize that it takes more than 30 thousand U.S. military personnel just to run the bases and
support system--therefore his proposed cut in effect leaves no U.S. combat capability in
Europe and would have highly negative effects in the next years of transition until democracy
has been institutionalized in Russia and other major former communist states.
B. Governor Clinton boasts that he would cut defense over the next several years $100
billion below my proposal. My proposed cuts of about 21% through 1995 are reasonable
while he is making a serious mistake and risking our future.

but, we need to recognize that all the industrial democracies--Europe and Japan--are facing
difficulties and that U.S. economic performance has been better in terms of growth and

Democratic "hit-man". He can be used as further

their elected duty as they pursue parochial agenda.
I (and probably you) know that governmental affairs
in New York State under this man represent the "failure
standard* against which all other bad governors will be
judged by history. And yet he has been 80 key in the
perverted gameplan.
5. Convince Ross Perot of the urgency to stop Clinton. I
think he can be had.
It 18 strategically unvise for me to allow this letter to get
any longer. Suffice it to Bay I believe there 18 a way to
win, The concept is philosophically simple (the voters are
attracted to simplicity). It is the nuances that become
more complex.
I would hope further discussion would ensue, as I find it
close to impossible to "package" the ideas in this format.

As did the majority of the Nation, I watched the "debate" last night with great
anticipation. I realized that the time remaining for our man to make his move in the polls
is becoming less and less. If there is not a significant boost within the next two weeks,
winning in November will be almost impossible I say "almost" because I cannot believe
that the people are telling the pollsters the truth when they say they are going to vote for
Clinton Once they are in the booth, and close the curtain, they will find it difficult to vote
for anyone but the President
Please get the President excited about his record and the great things he wants to do for
this country. Please tell him that the people are desperate for a reason to vote for him
and that he must state his case as clearly as he can. Please tell him to say that the plan to
which he signed on to raise taxes and lower the deficit was the type of plan the Country
can expect on a regular basis from a Clinton administration working with 8 Democratic
Congress
The President must lay the blame for these difficult times at the feet of the Democrats. It
is the plan of the Democrats that was implemented, not our plan. And this plan has
proved to be the total failure we all new it would be when it was first proposed. We were
right all along, and they were wrong. Now they propose to do the same thing again.

Having endured years of control under Bill Clinton, I am disturbed that
more hasn't come out about his "management" of Arkansas. His manipulation
of the people of Arkansas has become common knowledge, but that doesn't
mean that it shouldn't be recognized by other Americans he want to govern.
I simply want to list a FEW of the more prominent facts.
*How can Clinton talk about insurance reform, when Arkansas does not
have any type of control on insurance companies? When an insurance
company wants to raise rates, they simply file the increase with the
State. There is no hearing, no questions are asked, and, therefore,
no way to protect the people.
In fact, Clinton was SO busy running around the country as head of
the National Governors' Council, that there was money left in our
State budget for Federal matching funds for Medicare, Since it was
not allocated, we also lost our matching funds, and had to cut the
budget for the next year. (Former Governor Frank White has specifics
on this disaster.)
*Clinton and his wife became VERY cozy with a man named Melvin Bell,
who owned ENSCO, which burns hazardous waste. Clinton handed out the
permits to burn, and Hillary represented him legally. They are burning
3 times the national burning of PCBs in El Dorado, and have been for
many years. (THE TOXIC CLOUD by Michael H. Brown)
*Will someone PLEASE tell the American people that the reason Clinton
has balanced 11 budgets is that it is a STATE LAWI!!!
*I do not know how they twisted the numbers to get the idea that Arkansas
is #1 in job growth in the nation. Bill Clinton cost Arkansas a
tremendous amount of jobs when Reynolds Aluminum left the state when
the Grand Gulf fiasco occurred. Clinton sent representatives into a
meeting of the Public Service Commission and cut a deal with the power
company, which raised the rates by 30% of electricity for consumers and
commercial clients. Reynolds closed 3 plants, costing over 3000 jobs,
many of which were people nearing retirement. 2 counties were sent into
a depression from which they have never recovered.
*One thing he never mentions is that Arkansas is last in everything except
electricity rates. At last article I saw, Arkansas was in the top 10 in
highest rates---because of his mismanagement of the Grand Gulf affair.
There are many people paying more each month for their electric bills
than their mortgages.
*The Federal Government can set. guidelines for states to utilize Federal
Programs, but Clinton has not utilized them properly. This should be
pointed out as his missanagement.
*Arkansas is one of the few states having a sales tax on FOOD.

*Clinton was interviewed in a USA TODAY article in 1986 when he was
elected to the first 4-year term as Governor. He was asked how it
felt to be the first Governor to hold the position for four years,
and he stated that it was great because he had never had a job for
four years. He, in fact, has never had but one job, and he wants us
to think he can run the government. This obviously is the reason
he doesn't understand what the taxes would do to cripple the small
business person. His answer to this has been that he has "served"
his state, but, believe me, we have paid in spades for his service.
Somehow, the American people have to understand that this man is not
what he is presenting himself to be. I would enjoy helping, but
Clinton has already destroyed my business once in my lifetime, and
T. don't want him to do it again.

with the excellent essay entitled, "Abortion: How Law Denies
Science", that appeared in the July 14, 1992 edition of the Chicago
Tribune.
The abortion issue is by far the most important to face our nation
since its founding 216 years ago. Since 1973, we have legalized
the killing of over twenty-five million innocent human beings (see
above mentioned essay). This is more than 20 times the combined
number of Americans who died in the Civil War, both World Wars and
the Viet Nam War.
The only key to success in this presidential campaign is to find
out which way God is moving and move with Him!!! How much longer
do you think He is going to watch the nation that he has blessed
more than any other in the world, continue to legalize the killing
of more than 1,500,000 unborn children a year? These unborn
children were "made in His image and likeness, Genesis 1:26.
I believe that all national leaders throughout history were raised
up by God and in His timing, they are taken down from power. The
Word of God to us from Daniel, the great prophet, is more up to
date right now than all of today's newspaper articles.
"Then Daniel praised the God of heaven, saying, 'Blessed
be the name of God forever and ever, for He alone has all
wisdom and all power. World events are under His
control. He removes kings and sets others on their
thrones. He gives wise men their wisdom, and scholars
their intelligence. He reveals profound mysteries beyond
man's understanding. He knows all hidden things, for He

You are the only leader in this nation who can make the abortion
issue one of the central issues of your campaign. Once the people
have an opportunity to really address this and are informed with
the truth, that each abortion kills a human being, the majority
will vote for you, because that stand is right!!!
So far, Mr. President, you appear to be skirting the issue. You
gave it only one sentence in your acceptance speech and have seldom
mentioned it since. That is not God's plan. It is His plan that
you forthrightly speak out on this, the biggest historical issue of
the last 200 years. When you do you will speak with greater power,
conviction, strength and wisdom than you ever have before. Our God
is the God of all things, including all history.
If you do not put the issue front and center (where it has to be if
you are to succeed) you will have passed up the best opportunity
any president in the history of our nation ever had for greatness.
This greatness is the type that made Abraham Lincoln our most
revered and beloved president. He had the courage to face the
slavery issue and take a strong stand against its intrinsic evil.
The evil of abortion is much greater than that of slavery.
I suggest, as a start, a well-prepared and well- publicized
television address. I am convinced that you will then see your
campaign blessed and the opposition befuddled. Most important, you
will give our whole nation a chance to wake up, stand back and look
at what we have been doing for the last nineteen years. You will
also lead this most important cause and give everyone in this
nation the opportunity to vote for or against a Pro-Life
Constitutional Amendment. Even pro-abortionists cannot honestly
object to the fairness of letting the people vote on this vitally
important question.
You and this most important campaign will be in my prayers
everyday. I intent to save a copy of this letter for my children
and grandchildren and hope that history will record that you took
the strong stand that I firmly believe that Almighty God wants you

enthusiastically embraced the Democratic Party's pro-abortion
stand. As of July 28th, he was calling for the illegal French
abortion pill to be made legal in the United States.
I am enclosing a copy of an article from the July 14, 1992 edition

Science." This article is by James J. Carberry, professor of
chemical engineering at the University of Notre Dame and Douglas W.
Kmiec, professor of law at Notre Dame. This excellent article
shows that it is the consensus of scientists everywhere that
science now clearly demonstrates the existence of a specific human
being from the moment of conception.
Most people in this country do not realize that legalized abortion,

After reading the L.A. Times this morning in which former
President Nixon advises President Bush to cool "Family Values"
as California is lost, I hasten to speak out.
We Christian believers believe that God is in control of the
government as long as Christians pray to God.
There is prayer going up from all over the country for Bush and
Quayle.
Yesterday, I witnessed former President Reagan introducing our
President Bush to Orange County republicans in a gala
performance.
Today, I revisted the Ronald Reagan Presidential Library in
Ventura County. I spent many hours in carefull study and
reflection. Everywhere was the Hand of God in Ron's life.
I can only conclude that God is masterminding this election as
long as we uphold our national republican leaders as did
President Reagan and his advisers in prayer.
My Christian household contains but a few voters but along
with all of the other Christian voters in this country, we still
constitute a majority!
I hope you will disregard the former president when those
tapes of his wer made public, we didn't enjoy his use of

Bill Clinton's attacks on the President regarding the economy are
relentless, so, maybe, in one of the upcoming debates the
following could be used to help turn this situation around.
I suggest Mr. Bush asks Bill Clinton about the economies of other
major western industrialized nations one by one. By
this, the domestic economy (that Mr. Bush is being blamed doing for)
will be seen as being part of a failed world economy.
As each country is identified, Bill Clinton will have to agree
its economy is in trouble too and (for example) if he's not sure
about the number of jobs lost in the U.K. over the past four
years Mr. Bush can look Presidential and help him out.
So, however Bill Clinton responds he will help identify a global
problem, or, look stupid in the process. Either way, if Mr. Bush
capitalizes on this situation it could be a "big point." I
believe this situation needs to be hammered home to the average
American worker so that he/she doesn't lose sight of the global
problem and that America is just part of it, as opposed to Mr.

Dear Mr. Baker:
No one political party has a monopoly on intellectual dishonesty; however, over the past twelve years, it
seems to me that U.S. Republicans are hell-bent on achieving this dubious distinction. As someone who is
considered by friends and colleagues to be a moderate on most social and economic issues, allow me to
provide four examples of syllogistic logic extracted directly from the G.O.P. 1992 Convention platform:
Republicans favor the Free Trade Amendment with Mexico, despite that country's lack of
environmental protection and its abuse of child labor. Thus while they lecture the rest of us
regarding the protection of our natural resources and "family values", via their actions the
Republicans sabotage both.
Republicans are constantly trying to blur the line between church and state even while they profess
to be fulfilling the vision of the Framers. President Bush, for example, is on record as being in favor
of providing public aid to private schools, even though it would syphon badly needed funds from
those inner city neighborhoods abandoned by the well-to-do. Again, this makes a mockery of the
term "family values".
Despite the fact that APA has removed homosexuality from the list of mental disorders, Republicans
constantly describe gays' and lesbians' lifestyle as sick and unnatural. Under pressure from the
religious right, the G.O.P. opposes legislation that would allow homosexuals to marry and function as
family units; then Republicans excoriate them for being promiscuous and living for the moment!
This is yet a third instance of the rhetoric about family values as a cover for the party's growing
bigotry and intolerance.
Finally, over and over I hear Republicans assert that there is too much regulation of commerce and
industry in the United States and that the recovery is being stifled. It is interesting to note that
among the largest contributors to the G.O.P. are individuals and organizations who have made
millions of dollars by polluting our air and water and desecrating our landscape. Where were family
values when Republican banking profiteers were pilfering our savings and pension funds?
Mr. Baker, I could provide innumerable additional examples of Republicans' intellectual dishonesty and the
resulting sabotage of real family values. It is precisely the party's positions in all these arenas that is forcing
moderates such as myself into the Democratic camp. Without doubt, the G.O.P. is going to lose this
election, and Republicans have only themselves to blame. And please, don't think I might vote for Dan
Quayle in 1996. We've already gone from the frying pan into the fire since 1980; where would you have us
go next?

There are a few additional items that I feel may aid in President Bush's
re-election that I did not cover in my previous letter. Here they are:
1. Debates - good move! This changed the whole scenario and now has
Clinton on the defensive.
2. Presidential Progress Reports on the State of the Nation. The
American people want to know what's going on. If the President
will commit to a quarterly or even monthly update to the people
on the status of our progress in overcoming the difficulties we
face, this will be very well received. Had he consistently and
boldly taken Congress to task before the American people in the
course of his first 31/2 years in office, his returning to office
for a second term would be a shoo-in. Whenever he has a gridlock
with Congress or any other major problem, just go on national
television in prime time and take his case to the people. Every
thinking person in this country clearly sees that Congress is our
real problem. Keep the people informed. This is simply good
business and if properly done will keep us in office for many terms
to come!
3. Reinstate the Income Tax Deduction for Personal Debt Interest Ex-
pense. Though the elimination of this deduction was phased in
gradually, it had a major impact on mainstream America. Reinstate-
ment of the deduction may have some effect on inflation, but it
would be a motivator in boosting consumer spending. If consumer
spending continues in the doldrums, this economy is eventually
going to come to a grinding halt. Businesses can still deduct their
interest expenses, why are individuals being punished?

4. It was a mistake for the President to again say, "No new taxes." "
Think of what a 1% federal sales tax could do in reducing our defi-
cit. Establish the tax for a five year period at the end of which
the tax dies. Obviously reduction in federal spending is the num-
ber one requirement by far, but the American people realize that
revenues are also needed to reduce debt. Take our money within
reason but spend it wisely! If any new taxes are needed, set an
absolute "death date" for the tax in the legislation.
Mr. Baker, as I mentioned in my first letter you probably are receiving more
advice than any one person can handle and you most likely don't need mine.
But I sincerely believe that I think like most Americans. If my comments
can spur any thoughts that may help our nation, I have an obligation to pass
them on to the people who can make a difference.
Our continuing best wishes for a successful campaign. And we are still look-
ing forward to your candidacy in four years. If I may ever be of service
to you or our country, please call on me.

fearful of a Democratic victory in November.
I have a suggestion you should consider to insure a Bush win in the
election. Mend your fences with Ross Perot. Offer Mr. Perot a
position he can't refuse. Create a sort of coalition government
between Bush and Perot. Have President Bush run the White House
and foreign policy; and, have Mr Perot run our domestic
economic affairs. Your diplomatic skills between these two
powerful men could provide the country with just the solution we
need. Each man could perform a function he is most qualified in
without compromising either critical area.
In talking with other physicians and with people in general, there
is great interest in seeing Perot in the White House.
This plan gives the opportunity to capitalize on his charisma as
well to reelect President Bush. I can't believe this ticket would
not sell to even a majority of the Democrats.

I vote conservative all the way since my hero President Dwight
Eisenhower, and plan to support the Republican ticket all the
way. I am. a native Texan, Haskell County, a graduate of the Univ-
ersity of Texas '49-'68, and am worried.
I keep seeing these button down collar representives of the
Republican Party, debating these liberals on TV talk shows,
and letting the liberals make fools out of them, especially James
Carville, from Baton Rouge. You must understand that he learned
his politics from the pols in Louisiana, particularly the Populists,
such as Earl Long, and Edwin Edwards. They do not talk politics in
specifics, but depend on abuse, talking all the time to keep their
opponent from answering, and keeping the whole thrust of their
argument heaping ridicule, and sarcasm on their opposites. They do
not discuss any plans, but keep a running attack on the others.
That's the Louisiana way, and as long as James Carville is running
strategy for Clinton, thats the way its going to be, and you fellows
better take off your Harvard, Yale, and Princeton ties, and get down
in the dirt with those guys. Give them all you've got. Thats the way

Dear Mr. Baker,
I am writing to offer a few suggestions that I hope may
prove to be helpful in President Bush's campaign for reelection.
First, however, I am a the President of the Palm Beach County
(FL) Right to Life League and support the National Right to Life
Committee's endorsement of President Bush. I am also persuaded
that not only would the election of Gov. Clinton be an unmitigat-
ed disaster for the unborn but likewise for the family and the
economy.
It appears to me that the economy is in the doldrums and
isn't likely to change before the election. Although President
Bush isn't solely responsible for the economy, there seems to be
little likelihood of convincing the American public otherwise.
Therefore, the economy seems to be an unlikely issue on which to
obtain votes.
The veracity of Gov. Clinton regarding his dealings with the
draft board is a point which the public needs to understand,
particularly as it relates to his character and I applaud Presi-
dent Bush's and your efforts on this issue.
President Bush's and the Republican Party's pro-life stance
is well known, unfortunately only approximately 20% of the public
will vote on that issue alone which leads to the reason for this
letter.
In my dealings with the public, the majority don't know that
abortion is, at present, legal throughout the full nine months of
pregnancy and the media certainly isn't going to inform the
public. This is a point which I believe the public needs to know
and is one that Vice President and Mrs. Quayle could profitably
use political air time to inform the public. However, by itself
this information probably won't improve President Bush's stand-
ings in the polls.
The Congress had planned to push through The Freedom of
Choice Act (s. 25 & H.R. 25) before the election to try to embar-
rass President Bush, however, this act was so extreme that even
some members of the Democratic Party in Congress couldn't stomach
voting for it before an election. On the other hand, both Gov.
Clinton and Sen. Gore have endorsed this extreme legislation
which would prohibit any regulation of the abortion industry. And
make no mistake, it is an industry which provides considerable
political funding.
In direct contrast according to a January, 1992 Writhlin
poll the American public supports;

all of which the FOCA would prohibit.
I believe it is within this group of people that President
Bush can obtain the votes necessary to return to the White House.
To achieve this he must first inform the public of the extremity
of this bill. Then, probably in a debate format, he MUST hold
Gov. Clinton's feet to the fire and force him to admit that he
supports this act. And the American public won't get it on a one
time comment in the middle of a debate. The debate should be
taped and presented over and over to the public until they under-
stand. The public must understand the extreme measures to which
Gov. Clinton will go in order to get elected. Likewise, the
public should be informed that "Slick Willie" signed a parental
notification bill in Arkansas which he now conveniently opposes.
The second point is in regard to the environmental issue. On
April 30, 1992 Linda G. Stuntz, Acting Deputy Secretary of Energy
delivered a speech to MIT on the myths regarding the environmen-
tal record of the Bush Administration. President Bush has been
portrayed basically as dragging his feet on the environmental
issue, however, Ms. Stuntz' presentation doesn't bear out this
characterization. Again the public should be made aware of his
record and, like most other issues that are favorable to Presi-
dent Bush, the media will not inform the public.
Finally, I should think Mrs. Quayle could improve the image
of the Administration regarding the family if she presented the
extreme position of Ms. Rodman, uh Clinton.

| am deeply concerned that President Bush will be a former
President on January 20. 1993 unless we can create a miracle
between now and November 3. And it appears that the bag of
miracles is almost empty.
However, there is one last chance that you and the President could
capture the imagination of the entire country and cause the
electorate to swing enthusiastically back to President Bush.
I strongly urge you to recommend that the President announce at the
first debate. when the entire country will be tuned in. that he has
issued an executive order to index capital gains and another
executive order that will allow him a line item veto. Many thoughtful
observers such as Malcome S. (Steve) Forbes, George Will. Jack
Kemp, Bob Dole, Vin Webber and scores of others recommended
this action and they all thought it to be perfectly proper and legal. A
month or SO ago the Wall Street Journal had a lead editorial
authored by a legal scholar and former high official in President
Reagans Department of Justice and he concluded it was legal and
proper for President Bush to issue those executive orders.
As you may know, Brian Kelly wrote a book, excerpts of which
appeared in the April 13 issue of Newsweek, regarding pork barrel
politics. The article was titled: "CONGRESS; HOGS ON THE
HILL". He documented that Pork now amounts to $97 billion per
year.
It seems to me that if the President would sign the executive orders
and then tell the American people he would now be able to save a
good part of that $97 billion by using the line item veto, he would
have a dramatic leg up on the election. Then if he indexed capital
gains, he would see an immediate change in the mood of the
country and business would begin immediately to turn around and
soar upward!
We MUST find a way to Keep the President in the White House and
I think the above recommendations would do exactly that!

I am writing for three reasons:
1 - The President is in election trouble;
2 - Ross Perot could make it worse, whether he gets in or
stays out; and,
3 - the budget deficit is a killer, a real party pooper on
the economy.
While Samuel Skinner did not respond to the enclosed article
at an earlier time, I am sending it direct to you because it
addresses campaign issues and problems in ways that would positively
catch the voters' attention and interest. It has these features:
1 - It addresses a serious part of the budget deficit;
2 - It addresses the health care cost and delivery issue
more creatively than any proposal on the table today;
3 - The military base closing commission format allows
the Président to criticize Congress AND show a non-
partisan way to get the job done; (if Congress balks,
challenge it to beat the commission in devising a
comprehensive package - financed and all without adding
to inflation); and,
4 - most of all it shows a plan for results that can give
hope to people where there is dispair now.
Finally, this article shows a format for addressing other
"intractable" issues.

A Proposal: Cure Health Cost and Delivery Problems

Providing health care for people whether or not they have insurance in
an environment of ever inflating costs is like the ancient Gordian knot problem:
to untie a knot with one end of the rope buried inside the knot.
For over 25 years the government has tried to rein in the inflating cost
genie it let out of the bottle when it passed Medicare. Each year it passes
a budget knowing up front actual costs will exceed budget by very large amounts.
Private sector costs are also out of control. No wonder, we have just one
health economy. It has grown from 7 percent of GNP in 1970 to over 12 percent
today; and most of that increase is due to pure inflation. The amount of care
has not increased proportionately.
The private sector built the best private third party financing machine
for health care in the world: where companies had health insurance, the working-
well paid for the care of their sick and injured brethern. Decades later
Congress nationalized the idea in Medicare and Medicaid but built no brakes on
the machine. Free-lunch politicians called for "the best care for everyone"
(the most) while they knew this was a fraud. You can maximize only one
superlative (best or most) at a time. The system was not able to use all the
dollars being spent in it; so, as Economics 1 teaches, wages and prices rose
to absorb all those extra dollars. Witness the 15-30 percent annual insurance
cost increases (a pass-the-price-along system) compared to average inflation
of six percent or less in the whole economy.
Our problem now is how do we build brakes on a car going 65 mph? With
great difficulty as everything relates to everything else. Congress, instead
of curing problems, cures symptoms by disguising central control as planning,
hence RMP, CHP, HSA, DRG, and now PDQ.

One state had an inch thick plan with many formulas to control hospital
expansion. It was approved by the Department of Health and Human Services
(DHHS) and was used to authorize tax deductions and reimburse expenses.
Some years later the equations were simplified giving this result: low
occupancy hospitals could expand, high occupancy ones could not. This no-
brainer control mentality still infects some in Congress and DHHS. A national
health policy, that they call for, are code words for more central control.
Now, some in Congress call for national health insurance, or under budget
constraints for mandated benefits. Not smart! Without curing the economic
problems first, spending more money means even more inflation which hurts
everyone. Inflation is an insidious tax; it would wipe out the net value of
the new benefits.
Problems of cost and delivery are well documented. Two examples to
illustrate a point: One, lawyers have long pushed doctors into expensive
defensive medicine. If the results are not right, sue everyone in sight.
Forty percent contingency fees that power this thinking with the client paying
other legal expenses (more than 10 percent) out of his "half" is obscene.
And two, Congress is still infected with spending others' money preferring
that to really curing problems it has created.
The sign on the personnel office wall read, "If you're not part of the
solution, you're part of the problem." One thing in this area Congress and
lawyers are not: they are not part of the solution.
Yet Congress is the only body with the power to cure these problems.
But it has neither stomach, spine nor leadership for this task. All the
special interest groups have it in grid-lock. If campaign financing were
not problem enough, the (sub) committee structures (with their overlapping
fiefdoms) and the Congress-bureaucracy axis make the problem worse, preventing
any comprehensive solution from forming. Witness the military base closings.

A commission was needed to do Congress' job. Looking at the same cost, social
impact data, etc. that Congress saw but could not decide, a Commission took
about a year to select the bases to close and submit the enabling legislation
to Congress. By prior agreement, Congress put the legislative package to a
full vote.
The base closing problem was peanuts compared to the problems of health
cost and delivery. For example, there are many pressure points: coordination
of licensing of independent nurse practitioners and doctors, costly and over-
delayed liability litigation, some-brakes on pricing in a guaranteed payment
system, rights and new responsibilities of patients, providers and others, etc.
Rather than affecting relatively few people with the base closings, these
health issues affect everyone: patients, providers, lawyers, suppliers,
insurers, the well, etc.
The base closing commission was a successful vehicle for getting the job
done. So let's have a Health Cost and Delivery Commission. Create it now and
in 1993 Congress and the President appoint members known for having strong
common sense. They work four plus years and bring a legislative package back
to Congress by January, 1997. With prior agreement, Congress takes a full vote
on it. The administration begins implementing parts (ie, writing new regula-
tions) and the states are given until 1999 to conform their laws on health
liability, licensing, etc. Before the year 2000 we have fully implemented a
comprehensive solution to our need for cost-effective delivery systems for us
all with plural ways of paying and having accountability.
For example, if a nurse practitioner or mid-wife can deliver a baby in
remote mountain or rural areas where doctors won't go, she should be able to
do so in cities and suburbs somewhat independent of doctors and have it paid.
Where is it carved in stone we must have a one-size-fits-all system that starts
and ends just with doctors? What is more important, to have a one-size-fits-all

system or one that gets the whole job done? Obviously the many issues involved
can be handled only by a commission.
With over 12 percent of our GNP in the health care economy, there is
ample money to pay for what we need with providers and suppliers being well
compensated and researchers well supported. But waste and abuse must be
squeezed out. For example, one of every four medicare dollars stays in
Washington to feed DHHS. Even your Pentagon which bought $1,000 toilet seats
would not do business with a company with this kind of fat in its administrative
cost structure.
What about all the complex laws and regulations? Not to worry. Sunset
them. (A one sentence law eliminates an entire law by title.) Simplify and
rewrite only the good portions and shrink the administrative portion of the
budget. Fifteen percent administrative fat just in Medicare is serious money
that could be spent better for primary services.
When people get sick they are not of a mind to negotiate price, and they
are at a severe disadvantage in the health system whenever they try. What's
to prevent negotiation of price later? Some will cry, "Unfair!" It is unfair
already. The guaranteed, increasing supply of money put into the system from
third parties greatly exceeds the system's ability to use all that money well;
thus price inflation. A multi-level system with new responsibilities would use
that extra money to provide more services. All negotiating price suggests is
shifting the economic lever from one hand to the other. Or, a balance can be
reached. Also needed is comparable data so we have the freedom to make informed
choices. Balancing out these inter-related issues can be done only by a
commission free from political pressure.
Some will say a commission can't solve all the problems. It doesn't have
to and shouldn't. Address the 20 or so key pressure point problems and our
thinking persons' economy - capitalism (capita = head = thinking) - will take
care of the rest. Like democracy, capitalism has plenty of faults; and like

democracy, it is the best system going. Because it is powered by people
thinking.
Alexander the Great solved the Gordian knot problem by using his sword.
We too can cut through our health cost and delivery problems. Use a
commission to bring a comprehensive, multi-level, legislative package to
Congress. By the year 2000 we should have fully implemented a cost-effec-
tive health delivery system using existing dollars.

I'm worried about this election. I'm worried about something that never seems
to come out in campaigns, and I don't understand why it doesn't. I'm worried
about this country becoming a union dictatorship.
I'm sure you know as well as I that if the Democrats get control of the
government, they will destroy the right of states to have right-to-work laws
and do their best to see that every worker in America must pay some union for
the privilege of earning a living. It doesn't make sense to me that when
something cannot be sold on its merits, the government should force people to
buy. It doesn't make sense that you should have to pay to hold a job.
At every session of congress, the Democrats introduce bills that would make it
more difficult for businesses to refuse the demands of labor unions. During
strikes, the unions send in out-of-state thugs and roughnecks and
troublemakers until they sometimes outnumber all the law-enforcement officers
the state can muster. And thanks primarily to Ted Kennedy, there is no federal
law against their doing anything violent they want to.
We pressure foreign nations and fight for the freedom of other peoples, while
we don't fight nearly as hard to keep the freedom of our own people. I'm sure
you know how Hitler came to power--just a little at a time. Unions have been
trying for years to do the same thing; and if they ever do, it will be too
late! My working days are over, but I don't want my children and grandchildren
to live in a country controlled by power-hungry union leaders.
Unions discourage productivity, promote mediocrity, and do everything they can
to increase production costs for manufacturers. And they are dictatorships.
They raise as much money as their leaders want by increasing dues or assessing
their members; and they spend all too much of it buying congressmen. Many of
their expenditures are illegal, but President Bush's appointees don't do
anything to stop them, in spite of court rulings that they should. Are the
unions already so strong that the administration is afraid of them?
It seems to me that if the unions (read Democrats) have their way, costs of
manufacture will soon begin to rise and we will shortly be back to double-
digit inflation; businesses will fail by the thousands; people will become
unemployed by the tens or hundreds of thousands; and more and more
manufacturers will move to Mexico or somewhere else where there is more
freedom.
But the majority of the people don't know all that; and I can't understand why
the Republicans don't tell them.

Phil Baten is a native Washingtonian and a proud product of
D.C. public schools. He graduated McKinley High School in 1961
and went on to Howard University where he obtained his BA and MA
degrees in Political Science.
He did a four year stint in the Air Force, including one year
of duty in Vietnam. He received the bronze star for his service
in Vietnam. Unlike some candidates of late, Phil Baten did his
military service for his country. He attended ROTC while in col-
lege and received his commission as an officer in the Air Force
whereupon he entered active duty in 1967.
He later entered law school and graduated George Mason School
of Law in 1980 in the upper 10% of his class. He accomplished
this effort by going to school at night and working a full eight
hour day at his position with Howard University as a personnel
administrator and supervisor.
He became a member of the District of Columbia Bar in 1981
and has practiced since.
He is married with two children.
Most important, Phil Baten has been a Republican since 1975.
He was motivated to join the party because of his fondness for
President Ford and the good work which Ford did not have a chance
to complete.
Although he campaigns for his own election as councilmember,
he also hopes to enlighten the community on the virtue of a strong
two party system in the District. The dominance of the Democrat
