Dear Governor:
I would have responded sooner, but I've had a lot of
trouble thinking of something critical to say. To be
honest, I think you've had a spectacular month.
The environmental initiative is, literally, the most
important political move the Republican Party has made
domestically in years. Our tenuous appeal among
younger voters has just been strengthened and, by
establishing some apparent distance between the party
and big business, our appeal across all age groups
stands to improve.
I'm equally thrilled with the Congressional/campaign
reform emphasis, which is as sound in a policy as a
political sense. What's best about it, of course, is
the tactics of keeping Congress defensive,
self-absorbed, and therefore less mischievous.
One suggestion: The HUD problem must be presented in
its accurate context, which extends way beyond eight
years. Kemp's report should catalog a quarter century
of favoritism and abuse; the truth, and the politically
essential point, is that the problem is inherent in
massive federal spending programs, not in the character
of Sam Pierce or any particular set of functionaries.
I've heard that Kemp's inquiry may limit itself to
Pierce's tenure, and I think that would be both
insufficient on the merits and politically dumb.

Dear John:
First, congratulations on your appointment. I was delighted that
the President had the wisdom to put you precisely where you'll do
him -- and the country -- the most good.
Second, to update you on PCC, we're now located in North Carolina
(I'd had enough of Dukakis about six months before America reached
the same conclusion). Since we last talked, the program has caught
on
Dow, Ford, GM, Hallmark and Monsanto are among those now
involved. In addition, I also serve on the board of trustees of
the American Economic Foundation, which specializes in educating
the public about economics. It's a natural adjunct to my work
with employees.
Third, as you can imagine, the directors of both PCC and the
American Economic Foundation are deeply concerned about the
problem of American competitiveness. On the one side, we fear that
ignoring America's crisis could lead to reduced living standards
and less opportunity; to say nothing of what it would mean to our
ability to preserve freedom. To the other, we are absolutely
appalled at the "solutions" emerging from Cambridge, the Council
on National Priorities, and the Democratic caucus, most of which
are guaranteed to make a bad problem even worse.
We know that you and President Bush share our concern, and we want
to do what we can to help you get out the real competitiveness
message to the American people. What I'm proposing, on behalf of
both organizations, is a joint luncheon meeting in Washington
between our trustees and you, to take place at a date of your
choosing in the late fall. While we're open to suggestions on the
specific location, the Cosmo Club might be a good idea, as it's
private and close to your office. One of our trustees can make
arrangements.

What I'd envision is an informal exchange regarding the
Administration's analysis of the competitiveness crisis, what we
can do to inform the public about the problem, and who we might
look to for help in this effort. Since it is my understanding that
this portfolio is in the Vice President's hand, we'd be very
interested in hearing about his plans.
I've included a list of our trustees. Several I believe you'll
recognize as friends of the President. We'd also like to invite
Ross Perot to participate. Though not serving on either board,
Ross is a friend of Dick Taylor's (and the Administration), and
has a keen interest in these issues.

As we hope you know from the press reports
of last week, we are delighted that the
President is calling for a 10-million-ton
reduction in sulfur dioxide emissions by the end
of the century and that he proposes to
incorporate a marketable permit approach in his
acid rain program. While the National Clean Air
Coalition will continue to push Congress for a
12 million ton reduction -- equal to the 50%
reduction that the National Academy of Sciences
first called for in 1981, the President's
proposal has already made an enormous difference
in bringing us closer to an acid rain solution.

with the specific provisions of the President's
bill. More generally, the specific provisions
included in the bill will be viewed as a signal
test both of the President's promise to end acid
rain and the credibility of the market incentive
approach of emissions trading.
The specific points that must be addressed
are detailed below.
1. Total Tonnage and Emissions Increases.
The general approbation that greeted the
President's acid rain proposal was aimed at the
10-million-ton level of sulfur dioxide
reductions his proposal promised. Obviously, it
is vital that the legislative elements the
Administration sends to the Hill deliver on the
promise. Otherwise, the bill itself could be
characterized as reneging on the 10-million-ton
promise the President made on June 12.
The High Case of the new EPA Base Case
projections for the next 20 years shows
increases in sulfur dioxide emissions between
now and the year 2000 as well as between 2000
and 2010. To achieve the 10-million-ton
reduction below 1980 levels the President
promised and to ensure that such a reduction
succeeds in protecting the environment, the
Administration bill must present a program which
compensates for potential emissions growth. Any
emissions growth during either the 10-year
reduction program or beyond must be met with
additional reductions if the President's goal is
to be achieved. In particular, without a fixed
limit on emissions increases after the year
2000, SO2 loadings would begin to climb and the
incentives for the use of energy conservation as
a technique for reducing emissions would
disappear. Given the looming global warming
crisis, this would be a major lost opportunity
for cost-effective greenhouse gas reductions.
2. Permits.
The President's outline does not make it
clear whether the permit issued to each source
would require the source to achieve a specified
emissions rate or to reduce its emissions to a

specified tonnage level. It is essential that
permits require specified tonnage reductions.
Tonnage permits are indispensable to
incorporating energy conservation into the mix
of methods for reducing emissions. Permits that
required only reductions in emissions rates
would preclude energy conservation from playing
any role in emissions reduction.
Similarly, emissions trading is, for all
practical purposes, simply not viable in a
program that requires sources only to reduce
their rates. Only a system of tonnage-reduction
permits allows for the easy determination of a
source's baseline emissions, ready
identification and calculation of emissions
reduction credits and clear-cut application of
such credits to another source's compliance
requirements. Otherwise, the need to convert
emissions rates into actual emissions on a
transaction-by-transaction basis would
complicate transactions for individual sources
as well as for the Agency's attempts to monitor
compliance. It is imperative that the
environmental integrity of the trading program
be given the highest priority.
Finally, setting sources' emissions
reduction requirements in terms of tonnage is
instrumental to preventing future emissions
increases from undermining the aggregate
emissions reduction target.
3. Energy Conservation Credits
Promoting energy conservation as a
preferred method for reducing emissions is
vital. That is why permits must require tonnage
rather than rate reductions. In addition,
capping total emissions automatically credits
sources with emissions reduction resulting from
conservation. Providing an affirmative
incentive for energy conservation, as the June
12 briefings suggested the President's proposal
would do, could also prove to be vital.
However, it is essential that any
emissions reductions crediting conferred upon
specific conservation measures be limited to
those measures which produce verifiable
reductions in energy production from fossil

fuel fired plants.
4. Compliance and Enforcement.
As with any new program, the public, the
press and Capitol Hill will be scrutinizing the
President's bill to determine whether it is
practical and enforceable. This is
particularlly true of the emissions trading
elements of the program. Skepticism of the
reliability of emissions trading persists.
Since June 12, both Congressional leaders and
environmental activists have expressed this
skepticism by suggesting that sources will use
trading to subvert the reduction requirements of
the program and by questioning the practical
ability of the EPA to establish and effectuate a
program for enforcing compliance. Though EDF
has been a strong proponent of emissions
trading, we, too, focused much of the proposal
we originally submitted to the Administration on
precisely these issues. To maintain the
credibility both of the emissions trading
program and of his overall acid rain program,
the President's bill must, at a minimum, provide
for:
*continuous emissions monitoring on all sources,
to be installed and maintained by sources and
independently certified. CEM data should be
reported to EPA and the public on a quarterly
basis, and sources should be presumed to be
emitting at maximum, uncontrolled levels during
unmeasured or unreported periods.
*automatic penalties or fees for non-compliance
that cannot be passed through to rate-payers or
deducted from income taxes. The penalties
should be set high enough to match the marginal
cost of reduction. In addition, non-complying
sources must also be required to repay their
"environmental debt" by securing, presumably
through purchasing credits, the required
reductions they failed to make or otherwise
provide for.
*absolute liability for each source to comply
with its permit requirements. Failure of a
seller to generate promised credits must not
defeat a buying source's obligation to comply

with its permit. The ability of credit-buyers to
interpose such a defense for non-compliance
would stagger enforcement efforts. Of course,
"hold harmless" clauses in agreements between
sellers and buyers should be permitted legally.
5. The West.
At present, researchers have begun to
detect acid deposition damage to high country
lakes in the Rocky Mountain West. In addition,
visibility deterioration due to SO2 and NOx
emissions has begun to plague national treasures
like the Grand Canyon. Most damage studies
indicate that the economic costs of visibility
reductions could be the single greatest impact
of these emissions. Sulfur dioxide and NOx
emissions are projected to double over 1980
levels by 2010 and if these emissions increases
are not prevented, they threaten to create dual
acid deposition and visibility crises for the
West. The President's acid rain program will be
viewed as incomplete if it does not cap utility
emissions in the West at current levels to avoid
future increases. Given that the proposal
already incorporates interstate emissions
trading, a Western cap can be imposed without
threatening economic growth. The joint EPA/EDF
analysis of interstate trading demonstrates that
western emissions increases can be easily
compensated though trading.
6. Legal Certainty and Statutory
"Hammers".
Since it is vital that the President's acid
rain program become operational and start
producing emissions reductions as soon after
enactment as possible, the legislation itself
must be as specific as possible in order to
minimize any legal uncertainties that would
retard the Agency's efforts to promulgate and
implement a program. Accordingly, the
legislation itelf should specify the baselines
to be used in issuing permits, the obligation to
install and maintain continuous emissions
monitoring and the penalty levels and related
provisions. In addition, the statute itself
should include a "hammer" legally requiring, by
date certain, and regardless of the status of

EPA regulations as of that date should final
ruless not be in effect, that individual plants:
1) reduce their pollution by a specified amount,
2) install, maintain and report continuous
emissions monitoring and 3) be subject to
specific penalties and "environmental payback"
requirements.
7. Industrial Emissions.
The President's proposal appears to count
the 1 million ton reduction in industrial
emissions that have occurred since 1980 as part
of the proposal's overall reduction total.
While that accurately reflects current
emissions, the EPA must be given an express

begin to occur. In addition, industrial
sources should be permitted to provide emissions
reduction credits to utility sources.
The specific provisions of the acid rain
legislation the President sends to Capitol Hill
will immediately be judged against his promise
that "acid rain will stop by the end of this
century. " Similarly, the credibility of his
commitment to using a market approach to solve
acid rain will also be either reinforced or
undermined by the degree to which his
legislation embodies an effective and reliable
acid rain reduction program.

Dear Governor Sununu:
The petroleum industry has announced a new nationwide program to
help prevent another major oil spill, contain and clean it up
should one occur and conduct extensive research on spill-related
subjects. The program will be put into place by the industry
working with federal, state and local governments.
Enclosed is a copy of the full report of the American Petroleum
Institute Oil Spill Task Force, with an accompanying news
release, describing the new program and the Petroleum Industry
Response Organization which it creates.
The program, which will cost the industry more than a quarter of
a billion dollars over the first five years, is the result of an
intensive review of industry oil spill prevention and response
programs that was conducted by the industry at the request of
API's Board of Directors. It is aimed at providing better
environmental protection wherever tankers operate in U.S. waters.
The major petroleum companies that receive most of the oil
entering U.S. ports each day have approved and are committed to
participating in the program.
Spill prevention will be the program's first line of defense.
New and improved approaches to tanker operation, spill
containment and cleanup will be established. At the core of the
program will be five regional response centers ready to handle
any future major spill in U.S. waters. The centers are
provisionally planned for the New York tristate area, Norfolk,
New Orleans, Long Beach and Seattle, with a headquarters in
Washington, D.C.
API is ready to provide whatever additional information we can to
the Congress on this new industry program. I hope that you will
not hesitate to contact us if we can help in any way.

Dear Governor Sununu:
I understand Lincoln, Nebraska has been selected as a cite
for the President to visit on June 9. As my letter to you of May
24 indicates, a number of alternative fuel activities are under
way in Lincoln, the most promising being the commercialization
efforts of the new motor fuel compound, Ethyl Tertiary Butyl
Ether (ETBE).
An opportunity exists for the President, while in Lincoln,
to issue the long awaited announcement of the technical
clarification that the alcohol fuels tax credit applies to the
ethanol used in the manufacture of ETBE. Without this simple,
but critical Administrative ruling, ETBE will not be commercial
in the near term. Significant support exists for such a ruling.
Seventy-five senators wrote the Administration requesting this
ruling be issued in 1988. Since that time three of the
President's Cabinet officers, Mr. Riley, Mr. Watkins and Mr.
Yeutter have also written the Treasury Department asking for an
expedited ruling. In the private sector, ETBE has the wide
support of agriculture, environment and the automobile
communities and the oil industry acknowledges that ETBE is
completely compatible with their refineries and pipeline
distribution system.
The problem continues to be the delay in Treasury issuing
this ruling. If the President were willing to expedite this
matter to coincide with his visit, Nebraska, with its long
history of support for alternative fuels, would be an ideal
setting for him to make such an announcement. It serves as a
national center of the agricultural community and I know that
Governor Orr's office would be able to assist in making it a
momentous occasion for American agriculture. Boyden Gray, Cooper
Evans and EPA Assistant Administrator Bill Rosenberg are all
fully briefed on ETBE and can be excellent resources for
anything relating to this issue. In addition, both Ray Durante
and myself would be pleased to provide you with any additional
information you might require on ETBE or alternative fuels.

After sixteen years of congressional service, twelve of
those with me, my chief of staff, Brian 'Leary Bennett, has
decided to return home to Los Angeles and enter the private
sector. He is leaving Washington on June 30th. I am going to
miss him and would like to do something special for him.
In all these years Brian has never visited the Oval Office
to meet the President. But in his case it's not just any
president. As you may know, Brian was an original member of the
Bush for President California Organizing Committee, California
Delegate Selection Committee, surrogate program, etc., etc. He
was also a delegate to the National Convention. He worked on
behalf of the campaign long and hard, on both coasts and also
managed to keep my office running smoothly as I traversed the
country for the President.
I know it would be an honor for Brian to say good bye to
Washington in the company of the President. A quick hello and
picture in and out in just minutes. I would join him. Again,
he leaves on June 30th.

On behalf of the Board of Directors of SOAR! (Support Our Aging
Religious, Inc.), I would like to invite you to serve on our Honorary
Committee for the 1989 Annual SOAR! Award Dinner. The event is
scheduled to be held on Wednesday, October 18, at the Washington Court
Hotel, 525 New Jersey Avenue, N.W.
SOAR! is a non-profit organization of lay men and women who are
committed to assuring financially stable and personally secure futures
for elderly and frail members of religious congregations in the United
States, augmenting the efforts of the institutional church. To achieve
this end, SOAR! awards financial grants to meet emergency needs of
congregations experiencing difficulty in adequately resolving the
multiple needs of their retired members.
SOAR! was organized in 1986 as a response to the growing numbers
of aging religious in America. The need is greatest among those nuns,
brothers, and priests who have dedicated their lives to literacy and
education through service in America's parochial schools. We hope to
dramatically enhance the Church's ability to cope with this problem.
I have enclosed two pieces of information to better acquaint you
with the organization. To facilitate your response I have enclosed a

be used for his education at Hesser College. His father has

Dear John:
Congratulations on a successful European trip. The
entire administration looked very good on this one and my
congratulations on having pulled it together so well.
Enclosed is a copy of a letter recently sent to the
President on behalf of the Children's Hospital of
Philadelphia. It invites him to attend the dedication of the
new wing of the hospital on the 17th of September. All of us
in the Mid-Atlantic Region very much hope he will attend for
this is the premiere children's hospital in the east.
I say that with an admitted bias because my father-
in-law, Richard Wood, has been the Chairman of the Board for
more than two decades. He is in his 80's now and the new
wing that is being dedicated is being named in his honor.
Both Elise and I would be delighted if the President would be
good enough to accept this invitation. But I suppose those
who will be honored most are the tens of thousands of babies
and children who are better today because of the treatment
they received there.
We very much hope that the President will join us,
and if you and Nancy can find time to come along, we'll
provide some home cooking at our house at the other end of
the day.

was a guest of Governor O'Neill at the Indian Treaty
Room Reception during the Inaugural ceremonies.
It may seem unusual to some that a Republican
Chief Of Staff to the President of the United States
would take the time to send a picture to the Chairman
of the Democratic Party in Connecticut. It does not
strike me as unusual or out of character for a man of
your reputation and stature. In fact, it is typical of

Dear President:
Consider this a letter coming from one of your thousand points of light.
On February 18, 1985, I became the first amputee to run across America.
By the run's completion, I had journeyed through 18 states and the
District of Columbia, raised $1 million for the American Cancer Society,
and instilled a new awareness to millions of Americans that cancer could
be beaten.
What I learned most from my journey was that it was an incredible
feeling to give something back. After the run, I helped a friend create
an event that would give us that same feeling; it is called "Swim Across
The Sound."
The "Swim Across The Sound" is a fundraising, athletic event which
involves swimming 17 miles across Long Island Sound. Our purpose is to
raise both money for and awareness about the treatment of cancer. I am
one of eight participants who will be swimming in this event and our
goal is to raise $100,000.
Former President Reagan met with me while I ran through Kansas City,
called me at the finish line in Los Angeles, and presented me with the
Courage Award -- the highest honor bestowed by the American Cancer
Society. His ongoing support served as a beacon of light, guiding me
through the many lonely miles and difficult days.
I would like to extend an invitation to you to join us by swimming the
last 100 yards. Your involvement would serve as a beacon of light,
guiding us to success.
I have enclosed a 14-minute film inspired by my run and hope you will
get a feel for my commitment to helping others.
I look forward to hearing from you.

Dear Governor Sununu:
Enclosed, for your information, is a progress report by
the American Petroleum Institute on the oil spill cleanup efforts
in Alaska's Prince William Sound.
As the report notes, more than 8,000 people, more than 670
sea vessels and 56 aircraft are involved in the overall cleanup
effort, with close to 3,000 people working directly on the
shoreline cleanup in the sound. While progress is being made,
much remains to be done.
The report provides available information, as of May 26,
on the cleanup effort, the success achieved so far, and the
prospects for the future. It is based on public reports received
from the Coast Guard, various Alaska state agencies and Exxon.
We will provide additional progress reports as the cleanup effort
moves ahead.
It continues to be the petroleum industry's highest
priority to work with the Administration and the Congress, as
well as with state officials, to reduce the risk of such tragic
accidents in the future and to ensure a response with the
greatest possible speed and effectiveness in the event of another
spill. API stands ready to provide whatever information or
assistance we can to you and others in the Administration.

From years in juvenile court observing causes of abuse, delinquency and crime,
and also from being involved in developing, ordering and seeing results of
programs intended to control increasing crime that have ranged from Head Start
and free school lunches to sentences for murder and rape, it is clear beyond
question that more spent on treating symptoms will never stem the tide of

America's growing social chaos. Unless causes are treated, matters will only

correct the causes of the growing crisis in education, drugs, housing and
