Dear John:
I much appreciate your recent help concerning the Board
for International Broadcasting. Radio Free Europe and Radio
Liberty play an absolutely central role in the present
international situation.
I would also like to suggest a new theme for President
Bush. In his Inaugural address, George Washington expressed
the daring hope that one day the nations of the world would
repair to the American idea. This is now happening around
the world. The President should stress this theme.
The Novus Ordo Seclorum that is the humble boast that
our Framers placed, with great deliberation, on the Seal of
the United States, really has captured the imagination of the
well. world: the picture of the pyramid captures the ideal very
For the first time in history, the new American order
separates the three fundamental powers of human life:
political, economic, and (above both) moral and cultural
institutions, such as the churches, the press, and the
institutions of intellect and the arts.
Today, more and more citizens of the world desire the
three liberations represented by these three powers:
liberation from torture and tyranny, liberation from poverty,
and liberation of conscience. These are the three great
liberties promised by societies such as ours, which have
taken root in some thirty or forty other free nations of the
world, and are now aspired to by most of the others.
I think the President can get out in front of the
ideological turmoil shaking the world by expressing
satisfaction that the institutional ideals to which our novus
ordo is pledged have now captured the imagination of the
world, even in the Soviet Union and in China. Just as
Roosevelt spoke of the "four freedoms, II President Bush can
speak of the "three liberations." Such a statement would
nicely capture perestroika, glasnost, and the tumult in

China. We have every reason to gain new confidence from
these events.
The President can then stress how these three
liberations require basic changes in institutions and habits,
which are the only sound foundations of lasting (seclorum)
social change. An emphasis on institutions and habits is a
conservative theme. An emphasis on the ideals of the three
liberations is a progressive theme. In the real history of
this country, both themes have always been kept joined
tightly together.

May 17, 1989 has been declared a day of mourning in both East and West Beirut.
National funeral is to take place this afternoon in West Beirut. So far, no organization
has claimed responsibility for the murder of the Mufti.
The last statement that the Mufti had made to his visitors just before he was
murdered was "I am afraid for Lebanon for the symbols of moderation in Lebanon, or
else what does the shelling Dar-al-Fatwa and Bkerke at the same time mean? We are
working "hand in hand" with Patriarch Sfeir to save Lebanon from this cursed plot. but
what would be left for Lebanon if they destroyed Dar-al-Fatwa and Bkerke on their
occupants?"
A communique was issued this morning by Bkerke announcing that the Patriarchate
is open this afternoon, May 17, and tomorrow before noon to receive condolences for
"the loss of Mufti Khaled and his companions is a national loss, painful to all Lebanese
Moslems and Christians alike." Moreover, says the communique, it is "to assert the
spiritual ties and the solidarity which have existed berween Dar-al-Fatwa and the
Maronite Patriarchate in their cooperation to pull Lebanon out of its ordeal."
The blockade is tighter and tighter. Starvation is felt by more people every day.
Although the U.S. Embassy declared Lebanon a war stricken region three weeks ago, no
help has been offered to the affecred people so far. Moreover, instructions were given
by the U.S. Embassy to "Save the Children" and "Catholic Relief Services" both
humanitarian organizations to stop assisting people in the Christian regions of East Beirut.
The CRS refused to comply by the Embassy's instructions. The feeling here is that U.S.
administration is still implementing Henry Kissinger's scheme of handing Lebanon over
to Syria and Israel. Great hope is being attached to the visit of His Eminence Cardinal
O'Conner to Lebanon next week. The Lebanese expect the backing of the U.S. Church
to keep their independent Lebanon.

I was in the Washington area April 10-18, 1989 for annual
consultations. Although I had hoped to meet and talk with you,
your full schedule did not enable me the opportunity.
Since September 1986, I have served as the U.S. Ambassador to
Czechoslovakia and am scheduled to return to the U.S. in July
of this year as Ambassador Black has been appointed as my
successor.
It was indeed a pleasure for me to have had an appointment on
April 17 with President Bush, for whom I worked at the RNC
during his term as Chairman of that Committee. During our dis-
cussion the President asked what I planned to do when I leave
Prague post. I replied that I would be very honored to serve
his Administration.
The President is aware that Chase Untermeyer has my file and
is trying to match me with some other possible post.
Your support on my behalf would be very much appreciated.
Although we have never met, I have been very active with the
Party at the RNC as Director of the National Republican Heritage
Groups, and as C/S of the Nationalities Division with the
Reagan-Bush Campaign Committee in 1980.

For several months now since your Presidential nomination and
appointment to the post of Chief of Staff, the news media have
described you as, "abrasive, arrogant, condescending, aloof,
lordy, and lofty the latest article on you is being attached.
I myself would beg to differ with the media since I believe
together with Einstein that "Genius is always a threat to the
mediocre". I think the extraordinary brilliance of your mind
and how you successfully function in all the endeavors placed
before you is too complex for the ordinary to grasp, but then
there is always the dual elements of professional jealousy and
hearsay and not having a personal interview with you SO that these
media hounds would truly see for themselves how wonderfully able
and competently dynamic you truly are.
Chief Sununu, I am a Pacific American. In December of last year
I received an invitation from Mr. Chase Untermeyer to submit to
him my Resume for beginning process of the post which I had written
to President Bush of whom I have been supportive of his Presidency
bid since 1980, of United States Ambassador to the United States
Embassy in Suva, Fiji, for Fiji, Tonga, and Western Samoa. To date
I have not heard from the White House as to the result of your
deliberations, and SO I implore you Chief Sununu since you are an
American of Lebanese descent and SO I feel immediate bonding with
you because of my ethnic background to please look into the matter,
and hopefully to have your support since that would hurdle and pole-
vault me over some invisible barriers.

Dear Mr. Sununu:
Thank you very much for your recent letter on tuition
tax credits. I hope with you that the President keeps
building support for that idea. It will help the working
poor most of all.
Several years ago President Reagan appointed me to the
Board for International Broadcasting, on which I still serve.
I want to indicate to you my willingness to continue to
serve, if President Bush so desires. But let me qualify
that.
For very serious institutional reasons, it is important
for President Bush to keep this small Board (of nine) as
intact as possible. Radio Liberty and Radio Free Europe are
such powerful and frontline instruments of U.S. policy,
especially in an age of glasnost, that it is crucial to
maintain the Board in a certain stability and in a
bi-partisan spirit. (This Board is a new institutional
arrangement, now barely eight years old. It replaces an
unwieldy arrangement of two separate Boards that over the
years had caused much mischief. It took strong bi-partisan
agreement to get it to where it is.) BIB is a crucial
institution in which to have bi-partisan consensus.
In the same spirit, since I hold a "Democratic" seat, I
am also willing to be replaced on the Board, should President
Bush want new blood. My only plea is that the replacements
not be wholesale. Three members come up for renewal
annually, and resignations occur, so changes have a natural
rhythm. It is important that the Board as an institution
maintain substantial continuity.
It is, e.g., extremely useful to have Democrat Lane
Kirkland, head of the AFL/CIO, on the Board, both in dealing
with workers behind the Iron Curtain, and in his rapport with
our own unions at RFE/RL in Munich. Similarly with James
Michener and Ben Wattenberg (co-chairman) -- the other
Democrats, on the present Board.

Malcolm Forbes, Jr., (Steve) has proven to be a superb,
active, and probably irreplaceable, chairman. You can't do
better. I urge you to support him to the utmost.
In brief, if you need an open seat, take mine before any

deeply concerned by the lack of foresight shown by EPA Administrator William
Reilly. Without the Two Forks Dam, the Denver Metro area will be forced to
look to northern Colorado for its water supply, thus draining the water and
with it the agriculturally based economy.
I hope you will consider the complete ramifications of this decision, both
politically and economically. The refusal of Administrator Reilly to meet with
the Colorado congressional delegation concerning a Colorado water project is
quite unusual. The Two Forks project is a locally funded project with no
state or federal funding.
I would appreciate your reviewing this situation and acting as quickly as
possible to bring this back to the attention of the President. If I can be of
further help please do not hesitate to call.

I am extremely concerned about reports that the administration
is being pressured to accept a $5 billion tax increase as part of
this year's budget agreement. Às founder and president of a
resource network of approximately one million entrepreneurs across
the country, I strongly urge you to resist any tax increases.
The American people sent a very clear message to Washington
with the presidential election--No New Taxes! The proposal to raise
$5 billion through changes in the tax code would constitute a tax
increase, which is not acceptable.
Venture Magazine's Entrepreneurs of America is an active
member of the Coalition for Fiscal Restraint (COFIRE) and we are
dedicated to supporting policies that will provide an economic
environment in which the small business owner' can-prosper. Our
position is that additional federal revenue would not be used to
reduce the federal deficit. The only effective remedy to reduce the
deficit is through restraint in the growth of federal spending.
On behalf of entrepreneurs in this country, I request that you
bring fiscal sensibility to the budget process and oppose any

I hope that your transition from the "hot seat" in the capitol of the State of New
Hampshire to the "super hot seat" in the White House has not been too devastating.
Now, on to the business at hand.
In the two weeks since the Alaskan oil spill, courtesy of Exxon, the oil refiners and
marketers 15%. have raised the price of gasoline and other petroleum products by more than

The high price of gasoline will soon-be reflected in the rate of inflation and will,

minstration to bring the budget deficit under control will soon lie at the bottom of the sea
covered with globs of oil garbage.

An appropriate public question by President Bush to the oil refiners and marketers
that their concerns are the Bush concerns.

Dear Governor Sununu:
I am writing to invite you to participate in Congressional
Quarterly's conference, "New Strategies for State Government
Relations," which will be held on Monday, July 10, 1989, at the
Capital Hilton Hotel, 16th and K Streets, N.W., Washington, D.C.
I am inviting you to deliver the luncheon address which is
scheduled for 1:15 - 2:15 p.m. The topic is the role of the
governor in the modern state. Although you have moved on to the
White House as the Chief of Staff for the President, your tenure
as the Governor of New Hampshire placed you at the forefront of
the resurgence of the political importance of the states. You can
speak from experience on the pressures and demands faced by state
executives as they act to provide many of the services and programs
which the federal government can no longer provide. Some suggested
areas for discussion are: What is the current climate of the
relationship between governors and state legislatures? Are the
powers of the governor declining? How does a governor influence
legislation? When and how should a lobbyist try to approach the
governor for assistance? In other words, how can a government
relations representative work with a governor to identify and
pursue mutually beneficial goals? During your time as New
Hampshire's Governor, there must have been many instances when you
had to determine a proper course of action by balancing the
multiple demands that were placed upon you. The participants at
this conference would benefit greatly if you could share some
practical "do's and don'ts" based on your experience.
Based on past seminars, the program attendees have many
questions, so you could speak for about 30 minutes and leave the
remaining time for "Q & A." Lunch and the address are scheduled
for 12:30 - 2:15 p.m. If you are unable to present the luncheon
address, but would be willing to participate at another time during
the day, we do have some flexibility in our schedule and could
accommodate you accordingly. The program will run the full day
and you are welcome to join us for as much of the day as your
schedule permits.
The goal of this conference is to present information and
ideas to state government relations representatives that will
enable them to anticipate and influence legislative, executive and
other political activities concerning their interests. Other
topics that are scheduled to be discussed during this one-day
program include: current concerns and future trends in state
governments; how to chart the the power structures within the
various state legislatures; coalition building and grassroots
organizing; and initiatives and referendums. There will also be
concurrent sessions for corporate and association representatives
on designing and expanding a state government relations effort.
CQ has held this seminar twice in the past, in 1986 and 1987.
Based on past experience, we expect 100-125 people to attend.
Half of these likely will be from the Washington, D.C. area and
half from out of town. In the past, the majority of the attendees
from the D.C. area have represented associations while most of
those from out of town have represented corporations. This is a
professional audience with an average of 5-10 years of experience
in government relations. They want to leave this seminar with
"nuts & bolts" information that they can apply now to do their
jobs better.

Dear Mr. Sununu:
I appreciated the opportunity to meet with you recently
to discuss the President's Clean Air Act proposals.
In our discussion, you asked that we identify our major
concerns with the proposal. We believe that, in order to meet
the President's objectives in a flexible, cost-effective and
efficient manner, the following major issues should be
addressed.
O Sulfur dioxide emissions caps and offsets.
The sulfur dioxide caps and offset provisions are
unnecessary to achieve the emission reduction goal of 10
million tons by the year 2000; an annual SO2 emission
rate of 1.2 1b/mmBTU would be sufficient to meet the
bill's emission reduction objective. The caps and
offsets substantially increase the cost of the bill;
could severely inhibit economic growth; penalize the
cleanest, most efficient units in operation; minimize
potential trading under the bill by providing a powerful
incentive to utilities to hold excess allowances for
future use; and place the reliability and integrity of
electric systems in jeopardy by effectively limiting the
hours of operation by utility boilers.
O Baseline dates for the purpose of computing allowable
emissions.
The baseline dates for purposes of computing allowable
emissions introduce major inequities and regional
disparities among utilities and groups of utilities due
to differences in operating factors in different
systems.

Emissions trading program.
The plan takes a major step in emissions control by
proposing an innovative trading policy. However, little
emissions trading is likely to occur due to cumbersome
administrative procedures, permit program and compliance
plan requirements, the tight compliance schedule, and
the offsets requirement for future new sources. The
complexity of the administrative process could make the
program unworkable and streamlining is necessary.
Clean coal technologies.
C
While the advantages of clean coal technologies clearly
are recognized by the legislation, insufficient time and
incentives are provided to bring the full spectrum of
clean coal technologies into widespread commercial use.
The extension should be lengthened, and this and other
incentives should be available to the full range of
technologies under development.
Enforcement and judicial review.
Title VI would make major changes in the enforcement
provisions of the current Clean Air Act, even though
current law provides broad and effective civil
enforcement and criminal prosecution powers. It would
limit the right to judicial review of EPA actions, and
limit the ability of parties to get a full and fair
hearing in civil and criminal cases.
Oxides of Nitrogen reductions.
It is not clear that the NOX standard to be developed
will take into account significant differences in boiler
designs and the difficulties of measuring NOx emissions.
As you suggested in the meeting, we will send papers
providing a detailed discussion of these issues and will be
pleased to provide additional information in the future. We
assure you that we intend to be attentive to the President's
proposal as it moves through the legislative process and hope
that the Congress and the Administration will consider our
concerns about these and several other provisions.

President, our objective is to implement clean air goals in a
way which protects the nation's energy supply, environment,
and its economy.

Dear John,
The leaders of the two organizations on the masthead of the
enclosed letter know -- from me -- that I have no political clout.
We are all well aware, however, the enclosed letter cannot
come to President Bush's attention except through you.
It asks nothing. It seeks no favors.
It is, instead, a sincere expression of beliefs I have many
times shared with you directly here in New Hampshire -- the uniquely
prosperous state I see as the most nearly "Georgist" of the fifty.
Henry George's prescription for a healthy economy, in his own
words, emblazoned in the newspaper he published, is quite simply this:
"The Standard advocates the abolition of all taxes upon industry and
the products of industry, and the taking, by taxation upon land values
irrespective of improvements, of the annual rental value of all those
various forms of natural opportunities embraced under the general
term, Land."
That comes pretty close to the effective way you successfully
governed New Hampshire.
It goes but little farther than the campaign pledge.
It is consistent with things Secretary Kemp has written.
We are small organizations, but steadily gaining strenth in
state legislatures, city councils, mayor's offices, among economists
in leading universities, and increasingly with the people.
Most important, we want you and the President to know how much
we appreciate the courage you are showing in the struggle against
privilege and greed which must, at times, seem overwhelming.

Dear Governor Sununu:
As a resident of "our" New Hampshire, I feel very comfortable
writing to you with my concerns and opinions. This letter,
however, is also an offer to be involved in the process of making
the Restoration Trust Corp. successful and viable.
It. is my understanding that the Restoration Trust Corp. (the
restoration of the S & L assets) is or will shortly be in it's
formative stages. As my attached resume will show, I bring with
me a unique talent and uncommon, but extensive experience in
resurrecting "poorly planned and executed" real estate adventures.
Hard work, experience and a liberal sprinkling of the creative
intellect are what it takes in the private sector and will be all
the more applicable in the quasi-public sector. If restoration is
truly to be achieved, the answers will not be found drowning within
a bureaucracy, but through a blend of private initiative and public
fortitude in a spirit of compromise.
My assumption is that one of the primary objectives of the
Restoration Trust Corp. will be to define and implement a viable
alternative to the forced liquidation of the assets. This would
demand, as a prequisite, for disposition or restoration a
comprehensive financial analysis, market feasibility, and designation
of short and long range Return on Investment goals. These
decisions must come from management personnel accustomed to
dealing in this genre and committed to expediting the designated
objectives. My experience encompasses all these areas.
At this time in history, with this monumental problem in the
foreground, the development industry has a great deal to offer to
it's government. As an individual, I am prepared to make good that
offer with my skills, my experience and my personal committment.
Your endorsement of me to this task is most appreciated.

Dear Mr. Gaverur, Sununu:
As a part of the Office of Personnel Management's mission, we
oversee the operation of the Senior Executive Service (SES), that
personnel system which employs approximately 7,000 top career and
noncareer managers and policy advisors who serve just below
presidential appointees.
With the enactment of the Civil Service Reform Act of 1978, Executive
Resources Boards (ERB's) were given the responsibility of molding
the SES into a dynamic and effective corps, a powerful force for
increasing federal productivity. ERB Chairpersons are selected by
their Department and Agency Heads and include both career and
noncareer executives. In order to assist Departments and Agencies
in the management and planning of their executive workforces, OPM
is hosting a conference for Executive Resources Board Chairpersons.
I would be extremely pleased if you could be part of this much
needed conference. President Bush, in addressing the SES on
January 26, 1989, recognized these executives as those who will help
him formulate and carry out his programs and policies. As this year
is the 10th anniversary of the creation of the SES and also the first
time that OPM has called the ERB Chairpersons together since 1979,
I would be very honored to have you address the conference.
Because there are 130 ERB Chairpersons, we are planning two
sessions of 65 attendees each during the week of September 18.
There will be two dinners at 7:00 p.m. on September 18 and 21,
1989, in Charlottesville, Virginia. During whichever one of these
you choose, I would appreciate your speaking on the Administration's
support of the SES and the important role the ERB's will play in
the accomplishment of our goals.
Your presence would greatly enhance the success of our objectives
at this conference. I am looking forward to your being a part of
this important initiative.

Your Honorable Dear Sir:
Way back in 1980 when the Republican Party refused to consider
George Bush having Presidential material, I strongly believed
in George Bush, EVEN THEN, and still do, and now when he has
proven to be a dynamic and outstanding President in having
pulled the country up and out of mountains of difficulties
already, I am glad for it, because the 47 millions of Americans
who have voted for the other candidate are now proven wrong,
including the Republican Party for not believing in him in 1980.
And so, I am permanently grateful for President Bush for having
been my role model in refusing to take NO for an answer, in
having guts, courage, self-confidence, and tenacious belief in
oneself. Hence my continuing to write him indirectly through
you in my appeal, since news media indicated that communications
only get to the President through his Chief of Staff, and that
is You.
Chief Sununu, even if the President and his Administration
refused to believe that I am Ambassadorial material, just as the
Republican Party refused to believe that the President had
Presidential material in 1980, and now HE HAS PROVEN THEM ALL WRONG,
then at least please seriously consider me for Consul General/Consul
for either one of the American Embassies in New Zealand/Fiji.
Please accept once again reassurances of my highest esteem and
topmost considerations.

On October 2, 1989, we will be celebrating the 10th Anniversary of the
founding of the Republican Senatorial Inner Circle.
As you know, the Inner Circle was established in 1979 for the purpose of
electing a Republican Majority to the United States Senate.
What started with a few hundred people ten years ago, has now grown into a
nationwide organization of thousands of loyal Republicans. These dedicated

for the New Hampshire legislative sessions you supported the
Coalition's liability reform initiatives, accompanied by a measure of
grief from the opposition.
This session, the NH General Court passed a modificiation of the
doctrine of joint liability. - a realization of the initiative supported
by your administration. In New Hampshire as of January 1, 1990,
defendants in liability lawsuits who are less than 50% at fault will
only be held liable for thier percentage of fault, regardless of other
insolvent defendents (an exception was made for environmental
cases).
The Coalition is knowing that this realization of our efforts would
not have been possible without the previous four years of information
and support to the NH General Court. Three years of that effort would
not have been possible had we not been fortunate to have a Governor
who supported the concept of fairness in liability cases.
Even though the enacted bill does not provide a total abolishment of
the doctrine of joint liability, it provides more than most states and
is certainly a milestone in reinstating fairness in liability laws.
Thank you for your stalwart support as Governor of our State - the
results were evidenced by the House roll call vote on the Bill (SB 110).

Thank you so much for taking the time to meet with the Catholic educational
leaders last week at the White House. President Bush's acknowledgement of
the contribution of Catholic schools to our Nation was greatly appreciated.
Your willingness to meet with us to discuss the concern that "parental
choice" not exclude Catholic and other non-public schools as well as some
of the funding problems we confront was cause for hope.
I am writing at this time to ask that President Bush include someone to
represent the Catholic school perspective when he appoints his Education
Advisory Committee. As I mentioned in our meeting, Catholic schools are
generally overlooked despite their well-documented contribution to our
Nation.

Your Honorable Dear Chief Sununu:
Thank you very much for your letter of June 5th.
Would the President please consider me for Deputy, or the
Cultural Affairs Attache, or the Consular post for the United
States Embassy in Fiji, for Fiji, Tonga, and Western Samoa for
the following reason germane to the Bush Administration's
articulation that the United States is a Pacific power.
Even though another American has been chosen to represent the
President and the United States in that Embassy, I still
respectfully ask to serve the Bush Administration in that Embassy
because I am an American from that area of the Pacific, and has
lived there, KNOWS the area, its geography, its history, its
peoples, their multifaceted cultures, various customs, their
different "languages" both in written feature and oral traditions,
their fundamental beliefs, spoken and unspoken, defined and
undefined mores, and sometimes ambiquous yet acceptable formal
and informal social behaviors crucial for effective American
diplomacy to enhance lasting diplomatic relations needed for
bilateral understanding and meaningful American/Pacific
comprehension during the Bush Administration SO that the United
States in its entire history would finally during the Bush
Administration have the unrefutable stronghold and palpable presence
in the Pacific for the United States to be taken seriously in both
Pacific dynamics and global politics undeniably as truly a Pacific
power.
Chief Sununu, let me please hear from you about my humble appeal
as stated in the foregoing. By all media accounts, your word has
great weight and worth in the Administration and that you have the
ear and confidence of the President. I avail myself of this
opportunity to again extend to you renewed reassurances of my
highest esteem and topmost considerations.
