Dear Governor Sununu:
Here is a brief progress report on the hazardous waste project begun with your
encouragement and guidance. We are nearly finished with our technical and planning
research and will deliver a report at the end of January. Our formulation of a plan is well
underway and will be complete by the summer.
We expect that the outcome of our work, combined with cooperative efforts by several
New Hamphire agencies, will result in the most comprehensive examination of this
understated, but significant source of chemical exposure. The plan that is evolving should
likewise provide the State with a well-integrated set of management policies and programs,
and serve as an example for others.
George Mollineaux has continued to guide our efforts. I saw him last week and noted his
imminent departure from New Hampshire. I know he is most interested in coming to
Washington to work with your administration. He has been extremely supportive and
helpful to us.

Dear John:
As you probably know, Northeast Utilities (NU) has reached an agreement with
all of the major creditor and shareholder groups represented in the bankruptcy
of Public Service of New Hampshire (PSNH). We are very excited about this
development, because it represents the first time that any party has been able
to reach such an agreement with a rate plan that is acceptable to the state of
New Hampshire.
The agreement was reached in the midst of the bankruptcy disclosure hearings,
which are held before reorganization plans are sent out to investors for their
approval. During these hearings, and following the announcement of our
agreement, two issues have come to the forefront of the bankruptcy. The first
involves local control of PSNH's operations; the second addresses the access
other New Hampshire utilities and power producers would have to PSNH's
transmission system.
From traveling around the state and talking with New Hampshire residents, I
recognize the importance of these issues. I'd like to take this opportunity
to reiterate NU's intentions concerning both of them.
LOCAL CONTROL
NU believes strongly that the reorganized PSNH must be locally operated and
especially responsive to local concerns. We believe that the reorganized PSNH
must truly be New Hampshire's utility--one that understands the state, its
consumers, and its special qualities, and strives every day to assure that
they are served by a utility that works hard to satisfy.
NU is committed to bringing a strong New Hampshire voice to our corporate
operations. Once the company actually becomes part of the Northeast Utilities
corporate family, our New Hampshire subsidiary Board of-Directors would
include at least four New Hampshire citizens among its members. We also plan
that New Hampshire people would serve on the NU Board of Trustees, taking part
in decisions affecting the entire NU system.
Since NU first expressed interest in acquiring PSNH nearly 20 months ago,
we've stressed that if our proposal succeeds, New Hampshire would have an
electric utility regulated by the state in which it operates. Unlike the
- 2
first reorganization proposal filed with the court by PSNH, our plans have
never called for the bulk of all rate-setting to be placed under a federal
agency. NU is committed to regulation by the New Hampshire Public Utilities
Commission.
Customers would notice little change in operations as a result of an NU
affiliation. As you are well aware, on a day-to-day basis, PSNH's line crews,
customer service representatives, and engineers do an outstanding job. While
NU would seek to consolidate some administrative areas, we will not change the
excellent customer service and electric line operations New Hampshire
residents now enjoy.
This reorganization can provide the best of both worlds for New Hampshire.
While we would maintain local control of day-to-day operations in New
Hampshire, we would add the strength, flexibility, and access to savings that
will be available to New Hampshire by joining New England's largest multistate
utility system.
There are several advantages a multistate utility could bring to New
Hampshire. We can make better use of existing resources, since New Hampshire
electric usage peaks during the winter and NU's has been peaking in the
summer. We would limit New Hampshire's risk in finding new energy supplies,
since we already have enough generation built to serve New Hampshire into the
21st century. We bring more nuclear operating expertise to New Hampshire. We
operate four of New England's eight nuclear plants, and we run them very well.
One has been operating for 22 years, another for 19 years.
ACCESS TO HIGH-VOLTAGE TRANSMISSION SYSTEM
We understand that PSNH's transmission system has been useful to other New
Hampshire utilities seeking to buy power inside and outside New Hampshire. We
also understand that New Hampshire independent power producers are seeking to
use utility transmission systems to sell their power. We will provide both
groups with access to and from their markets across PSNH's high-voltage
transmission system.
NU has already demonstrated by its actions its willingness to provide trans-
mission service to other utilities, large and small, and to nonutility
generators in Connecticut and western Massachusetts. We were named Utility of
the Year in 1987 by the Cogeneration Institute of the Association of Energy
Engineers. We expect to develop the same positive working relationship in New
Hampshire, and we strongly believe we will meet the requirements of the
Federal Energy Regulatory Commission (FERC) with respect to maintaining
competition in the bulk power market.
As the bankruptcy proceedings move forward, I'll continue to inform you of our

Dear Governor:
As a hospital trustee and physician, permit me to add my
sentiments to the growing number of Americans who feel that
the current situation with regard to Medicare funding of
'health care for our senior citizens cannot continue as is.
The lack of adequate funding, coupled with the legis; ated regul-
ation against billing the individual patient for the uninsured
portion of his health care costs, has resulted in a hidden tax
of at least ten percent on the health care costs of all others.
I know well how short Federal funds are, but hope that with the
great improvement in international relations that President
Bush and you have been able to achieve, that more money can be
directed to programs in education, health and research.
In allocating health care dollars, I strongly believe that
government spending should be directed toward the greatest good
of the greatest number. Research must be supported, and in-
creased technology introduced clinically. However, we cannot
provide 1990's care with 1980's reimbursement.
Deregulation of other industries in the 1970's and 1980's greatly
improved the economy. It is time to deregulate health care, and
allow us to bill those consumers who can afford to pay the costs
of their care. Their insurance will fund most of the expenses.
I can assure you that in a free market we will be sure that no
one lacks for needed care. We physicians have done that from
the very beginning of the profession.

Dear Mr. Sununu,
The Council of Lebanese American Organizations (CLAO) is an
umbrella whose membership is made up of various organizations
across the United States. Our goal is to provide a means for the
Lebanese American people to address the issues relating to Lebanon
with a unified voice. Although our member groups may have broader
agendas or policies than the Council, there are two bedrock issues
on which we are in complete agreement.
1. Syria must withdraw (not redeploy) from Lebanon as well as
all other foreign occupiers. They have no legitimate
right to be there.
2. There is (and has been) a legitimate, constitutional
government in place in Lebanon which is currently headed
by Prime Minister Michel Aoun.
On November 30, 1989, CLAO is sponsoring a peaceful demonstration
and march from the Capital to Lafayette Park. Our purpose is to
show our solidarity with those in Lebanon who are struggling to
maintain their sovereignty and free voice.
We request a meeting with President Bush in order to outline a
position that is clearly different from his and his policy
advisers. The Department of State's support for the Taif Agreement
and the election of Rene Mouawad is building the very Wall that the
people in East and West Germany are now tearing down. The
Administrations support of a known drug trafficking, terrorist
regime is very concerning to us and other citizens in the US. In
fairness to President Bush and the people we represent I believe
this meeting is needed in order to present a perspective President
Bush does not receive in his daily briefings.
I realize President Bush's time is very valuable. I look forward
to hearing from you about the best time for the President to meet
with us on Thursday, November 30, 1989. A delegation of 8-10 CLAO
leaders representing a cross section of the country and the people
meeting. will be present. We appreciate your effort in scheduling this

a follow up to our discussion. As we discussed, a fundraising
visit by President Bush to Michigan is critical to the State
Party's efforts on behalf of all Republican candidates in 1990.
The Michigan Republican Party plays an important role in more
than just the statewide races. The State Party's involvement is
particularly vital to the success of our legislative campaigns.
The State GOP's assistance was instrumental in retaining control
of the State Senate Majority in 1986 and their assistance will
again be necessary to maintain that control in 1990.
With five weeks advance notice of a visit, I am confident we
can raise at least $1 million from a Presidential event. With key
statewide and legislative races in Michigan in 1990, the support
of President Bush is crucial to our ability to maintain Republican
control of the Senate and make gains at the statewide level.

reappointment as a Member of the National Transportation
Safety Board. Dr. Lauber has done a superlative job
for the past four years. He has led investigations,
been a vocal advocate for safety in all modes of
transportation and has been indefatigable in his efforts.
I speak from close association with Dr. Lauber, while
I was a Member of the NTSB appointed by President
Reagan, then as Administrator of the FAA again appointed
by President Reagan, and now as President, AOPA Air
Safety Foundation, where I devote much of my time in
support of the NTSB aviation safety goals.
With the nomination of James Kolstad as Chairman
and the renomination of Dr. Lauber as a Member, the

Youth Alternatives programs for troubled youth and how this relates to the

You will remember from your visit in January, 1987 to E-Toh-Anee, the
SUNCOM: 552-7813
wilderness camp in New Hampshire, that for twenty years I have been
crusading to change the lives of young people in crisis. During this time we
have developed 18 model programs in seven states that exemplify what
partnership between the public and private sector can accomplish.
I have invested over $32 million into the effort and although I intend to continue
my commitment in order to expand in response to the crisis, I need additional
assistance from the private sector.
Toward this end I have developed what I am calling the Partnership for Youth
Program. EFYA will match on a 50-50 basis the funds which we can generate
from the private sector. I am planning to launch this campaign in Florida early
this fall for $4 million: $2 million from the private sector.
Endorsement of the EFYA programs by the President, William Bennett and
yourself would give my effort tremendous impact. I believe it would set an
outstanding example of partnership and response to the President's initiative.
You will find enclosed a copy of the letter I have written the President
requesting that he visit a facility and endorse the programs. I will appreciate
whatever you can do to reinforce this. I am also writing to Bill Bennett in this
regard. I am proud to be able to join arms with the President in this compelling
cause.
It has been quite some time since we rode snow mobiles in northern New
Hampshire together. However, I recall very dearly your sensitivity to the plight
of troubled youth and your acknowledgement that EFYA was a capable and
quality alternative program for New Hampshire youth.

Dear Governor Sununu:
Thank you for your hospitality on September fifth. It was totally
unexpected and very thoughtful of you to arrange for me to see the President.
I told Jack Harbeston about our conversation regarding Colombia,
and he tells me he has sent you background material about Sea Search-Armada
and Colombia's expropriation of their rights.
Since then I have been on too many airplanes, but I have had this
idea:
To put the United States relations with Colombia on a somewhat
more constructive basis, how about a joint government-and-government
undertaking to salvage the treasure galleon? All of the hemisphere
will be celebrating the 500th anniversary of Columbus' landing in 1992.
This joint effort to regain an artifact of Hispanic heritage might be
looked upon very favorably by Hispanics everywhere.
Our Navy doubtless possesses the technical ability to salvage the
San Jose. Its efforts just off Cartagena would justify our naval presence
near Panama as well as the Andean nations.
Colombia could gain vast wealth if the salvage is successful, sums
far greater than it realizes from coffee or drugs.
Under Colombian law (as interpreted in six or seven legal opinions
I have seen) Sea Search-Armada owns half the San Jose and its contents.
But there are many advantages to SS-A if our government undertook the
project, and Harbeston indicates to me that his group would reduce their
claim very substantially were the Navy to become involved.
I remain skeptical about Colombian motives in the drug effort,
yet I hope I am wrong.

Dear Mr. Sununu:
We represent Playboy Enterprises, Inc. ("PEI"),
publisher of PLAYBOY magazine. According to the September
30, 1989, edition of the Washington Post, Senator Armstrong
has renewed his call -- rejected by President Reagan only a
year ago -- for an executive order banning the sale of
PLAYBOY in military exchange facilities. Such an
executive order would senselessly deprive members of the
Armed Forces of a publication that is consistently among the
most popular of all magazines sold in the exchanges. We
write to emphasize to you, and through you to the President,

of the Counsel to the President, and the Office of Legal
Counsel in the Department of Justice. We therefore are left
to spéculate about its provisions based upon newspaper
accounts. Obviously, we could more effectively comment on
the proposal if we had the opportunity to review it, and
therefore request that you provide it to us. If we do have
the opportunity to review the proposal itself, and have
anything to add based upon that review, we will file a
supplemental memorandum.

that such an order would also violate the First Amendment
rights of PEI and the soldiers and sailors dependent on the
military exchange system for access to information.
Background
PLAYBOY magazine is a lawful and constitutionally
protected periodical. In over 35 years of publishing, it
has never been adjudicated obscene in any jurisdiction. It
is an award-winning publication, having received, for
example, The National Magazine Award for "excellence in
fiction. It has published the fiction, among many others,
of Joyce Carol Oates, Saul Bellow, and John Steinbeck, and
interviews with William F. Buckley, Jr., Walter Cronkite,
Milton Friedman, and Jimmy Carter, among many others. It
has been available through the exchange system for many
years and as of last notice was second in exchange magazine
sales nationally.
Through the exchange system, the military has
historically sought to guarantee military personnel the same
access to reading materials as that enjoyed by civilians,
except to the extent printed matter would constitute a
"clear danger to military loyalty, discipline, and morale."
With that single potential exception, publications to be
sold in military exchange facilities have not been selected
based upon their contents, but based upon demand. Only such
a demand-driven and non-censorial policy could comport with
the Armed Forces' commitment to respect the service member's
First Amendment rights to the maximum extent possible,
consistent with good order and discipline and the national
security. The policy recognizes that in many cases military
personnel are dependent on the military exchange system to
provide access to American publications, and that, as a
general matter, each soldier -- not the Congress, the
President, or the top brass of the Armed Services -- should
decide what he or she will read.
Senator Armstrong, ignoring the rights and the
wishes of military personnel and the traditions of the
exchange system, seeks again to censor a magazine he finds
distasteful. According to the Washington Post article,
Senator Armstrong has attempted to evade the acknowledged
constitutional flaws in his prior calls for a ban on PLAYBOY
by predicating it on the asserted need to protect minors
from material that appeals to their "prurient interest."
Senator Armstrong, in other words, apparently wishes to deny

American service men and women access to PLAYBOY in order to
shield minors from the publication.
Constitutional Problems
Sen. Armstrong's new proposal is as unconstitu-
tional as his earlier ones. U.S. military personnel are not
children. At least three times in the 80s, including this
year, the Supreme Court has held that government may never
categorically ban distribution of speech adults have a right
to hear in order to shield minors. See Sable Communications
of California, Inc. V. FCC, 109 S.ct. 2829 (1989) ; Virginia
V. American Booksellers Ass'n, 108 S.ct. 636 (1988) ; Bolger
V. Youngs Drug Products Corp., 463 U.S. 60 (1983) More-
over, the proposed outright ban is entirely unnecessary to
prevent minors from purchasing PLAYBOY or viewing it in the
exchange. For several years, the military has imposed
stringent display and sale rules that prohibit display of
anything other than the title on PLAYBOY's cover, and
prohibit the sale of the magazine to minors. We are unaware
of any instances in which this policy has failed and minors
have perused or purchased the publication. Cf. Sable,
supra. It would be a particularly egregious violation of
the First Amendment "to reduce the adult population" of the
Nation's Armed Services "to reading only what is fit for
children. " Butler V. Michigan, 352 U.S. 380, 383 (1957)
Nor can the proposed ban be supported on any other
purported basis. Senator Armstrong's true motive in seeking
to ban PLAYBOY from military exchanges is his evident
disapproval of its content. By dedication, however, the
newsstand of the military exchange is a public forum. See
Cornelius V. NAACP Legal Defense and Educational Fund, Inc.,
473 U.S. 788 (1985) (public forum is a government controlled
medium of communication opened to members of the public).
In many parts of the world, military personnel are largely
dependent on this forum to provide them access to books and
periodicals. Consistent with this mission, the exchange
system has long permitted a broad cross-section of privately
published magazines to be sold, and has eschewed content-
based discrimination or moralizing as a basis for procure-
ment. Accordingly, ad hoc morality-based exclusions from
this forum are prohibited by the First Amendment; indeed, no
content discrimination is more disfavored under the First
Amendment than exclusion based upon moral disapproval of the
censored speech. See Cornelius, supra, (even in non-public

forum, viewpoint discrimination is prohibited) ; Kingsley
Int'l Pictures Corp. V. Regents, 360 U.S. 684, 688 (1959)
(censorship based on moral disapproval strikes "at the very
heart of constitutionally protected liberty") ; American
Council of the Blind V. Boorstin, 644 F. Supp. 811 (D.C.
1986) (braille edition of PLAYBOY may not be banned from
Library of Congress' Books-for-the-Blind program).
This proposed morality-based exclusion from a
government forum is unconstitutional even though the forum
is located on military bases. No judicial opinion of which
we are aware has ever suggested that government officials
may constrain a soldier's access to reading materials simply
because those government officials have moral objections to
what the soldier wishes to read -- especially when the
soldier's access to these materials is through a program,
like the exchange newsstand, historically based on value-
neutral, demand-driven principles. Although the military
may have the authority to prohibit the dissemination of
speech on a military base that presents a "clear danger to
loyalty, discipline, or morale, the military has never
considered PLAYBOY a threat to these interests. Nor could
it.
Neither Sen. Armstrong nor President Bush is in a
position to take a contrary view.
Moreover, as we understand Senator Armstrong's
proposal, it is arbitrary and irrational because it does not
purport to censor the videotapes available on base exchanges
or the motion pictures exhibited to military personnel by
the Armed Forces. DOD regularly exhibits motion pictures
and authorizes rental of videotapes that contain nudity and
frank treatment of sexuality. Because most mainstream
motion pictures contain such material, it would be incon-
ceivable that the President would attempt to prevent
soldiers and sailors from watching such films. PLAYBOY is
less sexually explicit than many popular films and videos.
A decision to ban PLAYBOY, but not motion pictures or videos
containing sexual themes, would be so arbitrary that it

would fail even the most lenient standard of judicial
review.
The men and women who serve our country, risking
their lives around the globe to ensure, among other values,
the continuing validity of the First Amendment at home, are
entitled to choose for themselves which lawful materials
they wish to read. Absent an extraordinarily strong justi-
fication -- such as a genuine threat to military discipline
-- American service men and women deserve to make their own
choice what to read; they certainly are entitled to make
that choice free from Sen. Armstrong's moralistic brand of
censorship. They depend on the exchange system to bring
them the variety of lawful reading materials they would have
had access to had they not joined the military. They
therefore depend upon the President to resist calls to
convert the exchange system into a vehicle for advancing the
moral code of a particular segment of the political spectrum
at the expense of all others.
Conclusion
PEI hopes that President Bush, like President
Reagan before him, will decline to take the action Senator
Armstrong has requested. But PEI has successfully
challenged similar government restrictions in the past and
would view very seriously a restriction on its First Amend-
ment rights and those of our service men and women to read
PLAYBOY. In 1985, we filed suit on behalf of PEI, the
American Library Association, and representatives of blind
Americans, including the Blinded Veterans Association, to
challenge congressional censorship of the braille edition of
PLAYBOY in the Library of Congress' Books-for-the-Blind
program. We obtained a permanent injunction restoring the
magazine to that program. See Boorstin, supra. The govern-
ment did not appeal. In 1986, we filed suit on behalf of
PEI, the American Booksellers Association, and others,
against the Meese Pornography Commission. We obtained
preliminary relief reversing the aggressive censorship
tactics of that Commission, Playboy Enterprises, Inc. V.

morality-based regulation. But an order banning only
printed media would be even more obviously flawed.

Meese, 639 F. Supp. 581 (D.C. 1986); the case is still
pending in the district court. PEI hopes that the Presi-
dent, sensitive to First Amendment concerns and the legiti-
mate interests of military personnel to choose their reading
material for themselves, will make such litigation unneces-
sary.
We understand that Sen. Armstrong's proposal is
being reviewed by the Office of Legal Counsel, and perhaps
by others. If, at the conclusion of those reviews, Presi-
dent Bush is still considering this proposal, we would
respectfully request an opportunity to meet with the rele-
vant White House officials to discuss it further.

during the Reagan and Bush years. Among the topics I'm looking

takes responsibility for the conduct of his aides (ethics).
Also, I'm interested in civil rights policy and the drug issue.
There's no rush for me in terms of an interview time.

We know each other well. You called me at home one day many
moons ago, to ask me to be the chairman for the metropolis
of Cornish, NH for the campiagn to elect George Bush. I agreed
of course. Many of us feel that that call was the turning
point of the campaign.
Anyhow
on a more serious note, I am acting as a chaparone
and itinerary establisher for a trip to Washington for the
students of the 8th grade class at the Cornish School. That
class has 12 students and there will be 10 adults accompanying
them as chaparones.
What little perks are available to good former loyal subjects
of yours? We would love to see you for two minutes, or get a
30 second look at the Oval Office, or an audience with the
President, or all of the above.
We are scheduling a regular White House tour through Senator
Rudman's office for November 10. We will be in Washington
from noon on November 9 until noon on November 14. Any added
attractions you may provide would be welcomed.

I am writing to recommend to you David Laux for the position of
United States Ambassador to Luxembourg.
David's academic and professional experience uniquely qualifies him
for a post such as this. He has served in both the U.S. Marine
Corps and the Army, and has earned degrees from both Amherst
College and American University. For the past three years, David
has been Chairman and Managing Director of the American Institute
in Taiwan, a private corporation which handles most of the United
States' unofficial relations with Taiwan. Prior to that, he was
Director of Asian Affairs on the National Security Council in the
White House. As his file indicates, he has had over 35 years
governmental and foreign affairs experience, and is widely traveled
and well-versed in several foreign languages.
Interesting enough, David's family is originally from Luxembourg.
Hence, he is very familiar with the history and culture of the
country. Given his heritage and strong interest in his roots, I
believe that David Laux would represent the United States well in
a country he loves.
David Laux comes highly recommended by key Republicans from several
states. This support is a result of his long history of Republican
involvement. He first became involved with the party while in
college, and has remained active since. He is a dedicated and
loyal public servant, and would represent both George Bush and the
United States well.

The President's forthcoming summit on education offers an historic challenge
for the President and the governors to create a vision for revitalizing our
nation's education system. As you prepare for the summit, our firm would like

I am writing you regarding the pending appointment of the Director of the Federal
Emergency Management Agency.
Over the past several months, the International Association of Fire Chiefs has been
working through your office and with Mr. Chase Untermeyer, of the Office of White
House Personnel, to ensure that the individual President Bush selects for the
position of Director of FEMA has the support for the nations fire and emergency
medical services. We have provided assistance by conveying to Mr. Untermeyer
our recommended candidate, Mr. Lacy Suiter, current Director of Emergency
Management for the State of Tennessee. Mr. Suiter is a highly qualified
professional, and commands the respect and recognition of his colleagues in the
field of emergency management, including the leaders of the fire service.
Unlike any previous administration, the Bush Administration recognized the
important role of the fire and emergency service is this country during the
campaign. The IAFC carried that message the nation's fire service leaders. Many
of the priorities that President Bush has established, such as the war on drugs, can be
strongly augmented by the resources of this nation's 32,000 fire departments. Our
principle federal focus is through the Federal Emergency Management Agency, and
like other agencies awaiting appointments, it appears to be in a holding pattern.
We urge you to move swiftly in nominating a FEMA Director who has state and
local level experience in emergency management policy formulation, and solid
exposure at the national and international level. The IAFC feels that Mr. Suiter
exceeds those qualifications and would be an excellent addition to your team.

Dear Governor Sununu:
I am writing today to acquaint you with a major issue of concern
to the Contract Services Association of America (CSA) and to
invite you to meet with a gathering of the Chief Executive
Officers and Presidents of the Association's membership when they
convene in Washington on October 4, 1989. I hope that once you
have an opportunity to discuss with you and/or your staff a
possible next step in arranging such a meeting (either on the 4th
or another date selected by your office).
The Contract Services Association represents a diverse array of
companies that provide direct services to the government, at all
levels. our membership includes companies that do everything
from maintaining the ICBM Early-Warning Radar in Alaska to
manning the control center of the U.S. Customs Service's
"Operation Blue Lightning" (a major drug interdiction program) to
trash removal, general maintenance and more. As such, CSA is one
of the leading associations on issues relating to contracting-out
and the privatization of government services.
It is a position we hold with pride. While the press chooses to
focus its energies on those, in other fields, who abuse the
government's programs and trust, the service industry has
accumulated an enviable record of achievement. Indeed, virtually
every analysis ever conducted on the subject, from the General
Accounting Office, the Congressional Budget Office, OMB and
elsewhere, has concluded that the privatization of appropriate
government services can save billions of dollars each year.
According to cBo, the average savings per contract has been 35%,
and according to OMB, in virtually every case in which savings
were not achieved the fault lay with Agency-mandated changes in
the parameters of the contract rather than with the contractor's
failure to perform.
On November 19, 1987, President Reagan signed Executive Order
12615 (see enclosed), which sought to enhance the procedures used
to identify and study commercial government activities that would
be candidates for contracting-out. Among the requirements of EO
12615 were:

that each Agency show growth in the number of positions
studied each year and report their progress to the
President on a quarterly basis;
that each Agency identify and appoint a senior official to
coordinate all OMB Circular A-76 and privatization
activities;
that each Agency include in their annual budget proposal
to OMB estimates of expected yearly savings to be accrued
as a result of a reasonable contracting-out effort;
and that each Agency annually study not less than 3% of
the Department's or Agency's civilian positions for
possible contracting-out jobs.
To date, no clear policy statement on the broad issue of
privatization or the specific requirements of EO 12615 or other
related matters has been forthcoming from the Administration.
Meanwhile, a number of Members of Congress, many of whom have
vested and parochial interests that run contrary to the spirit of
the public/private partnership, have been chipping away at the
whole concept of privatization. Frankly, without a clear
statement of policy from the Administration, particularly one
reaffirming the Administration's support for the commercial
activities program, confusion and a lack of political leadership
on the issue may well reign. Such a condition would undoubtedly
serve the purposes of those who oppose this important effort to
eliminate waste, streamline the government and reduce costs.
During the Transition, I, along with several other Association
leaders, had the opportunity to meet with the President-elect.
At that meeting he expressed his personal support for
privatization. The Department of Defense's continuing support
for the process was made even clearer by Deputy Secretary Atwood
when we met with him in July. Today, however, it is important
that a new statement of support, including a reaffirmation of EO
12615 be forthcoming, since the scope of the commercial
activities program extends far beyond DoD and includes virtually
every department of the government.
As such, I would like to invite you to offer the Administration's
views--and hopefully that reaffirmation--in one of two
circumstances: on October 4th, at a time of your choosing, at an
off-the-record, private meeting with the CEO's and President's of
CSA's member-companies or, in a meeting in your office with a
delegation of CSA leaders, perhaps on October 3rd or 5th, so that
such a meeting might coincide with the CEO gathering and include
the highest level leadership possible. Needless to say, we are
open to other suggestions you might offer but do hope one of
these suggestions proves workable.
The increased privatization of government services, where
objective study indicates such privatization is appropriate, can
save a great deal of money and become a very real part of a
budget-reduction package, especially since the privatization of
services does not decrease either the level or quality of a
needed service. I urge you to join with us and other concerned
parties in re-energizing that effort within the federal
government. And that re-energizing process must begin, first and
foremost, with a clear statement of policy and support from the
Administration.
CSA stands ready to work with you in any way you deem appropriate
as we focus on this critical issue.
