Dear John,
Today there are 20 internationally agreed upon critical advanced and emerging
technologies. The technological leadership in the development of most of these
technologies rest with the U.S.A., Japan and the Western European Nations. The
U.S.S.R. retains leadership in at least three areas. The technological leadership is
measured in terms of years of development needed to catch up or to produce a new
level of technology advancement. Computer Hardware technology is measured in
terms of 1/2 years, meaning that the U.S.A. has a technological lead of only 6 months
in the development and/or production of a technology advancement in computer
hardware production at this time. As you can see any faltering on the part of the
U.S.A. could result in being left behind. National leadership is needed with an
aggresive plan of action to establish technological leadership and maintain it in all
fields of technology.
As you are aware in 1992 the Western European Community will unify into a single
geo-economic trade unit that will have an accumulative industrial technology base
equal to that of the United States. This could result in the U.S.A. lossing the
leadership that it has, as well as, falling behind in areas where the europeans have
established a current lead.
Over the past two years I have been involved in writing Fleer Series on Advanced and
Emerging Technologies. The research into this series has shown technical
development to be declining in use in the U.S.A. and rapedly increasing in use in
Western Europe. The book series consist of 5 volumes on technologies, Computer
Hardware, Computer Software, Information Systems, Semiconductor, and Sensor
Technology. The subject matter includes the critical technologies, U.S. technology
policy, technology transfer, knowledge engineering, and artificial intelligence.

Based on my previous Executive Office of the President experiences, my suggestion
would be that President Bush consider the following;
Presidential Decloration, elevating the field of technology equal to the field of
science.
Form a Presidential Commission on Technology Development and Utilization,
to review the U.S.A.'s advanced and emerging technological, domestic and
international development and utilization ralative position. The commission
would propose means for advancing technology integration into the day to
day life of the adverage american. The commission would consist of
representatives of U.S. Industry, Federal Government departments,
academic community and technology user groups. Other subjects to be
covered would Including technology transfer from the federal government to
U.S. industry, and technology transfer from industry to general public
application.
Issue an Executive Order, for the purpose of promoting technology
development, utilization, and transfer from Federal Government R & D
centers to industry and all levels of education. (Reagan Administration, issued
one in 1988 but needs to be expanded and updated.)
Form a new Agency of government the National Technology Foundation,
equal to the National Science Foundation. (1/3 to 1/2 of NSF budget today
could be related to technology over that of science).
Establish a technology education program including the 20 international
recognized critical technologies. (Today our U.S. Department of Education
isn't even knowledgeable about the fact they exist).
It is proposed that these efforts could be accomplished with out new budgetary
obligations and brought about by some new clasification of activities and directions.
If there is any further interest in this subject, I would be interested in working for the
President in developing such a program. My envolvement could be arranged through
OMB. Dick Feezle in OMB is very good at making these types of arrangements.

indicated there may be some interest in a A. I.D. placement but was not
able to pursure it. this time.
Just returned from Belze and Guatamala, C.A. on a mission for trade
development for a private alternative trade organization. Trip was a success
and AID projects may be developed to support CBI.

As Governor, you presided over the announcement of the first ten
schools selected for the New Hampshire School Improvement Program.
This New Hampshire program has been selected as a national model.
A New Hampshire team will describe the program at a Congressional
briefing on the morning of November 14th.
If we had been able to author the "Jeffersonean Compact" we
couldn't have come closer. The program has turned out very well,
attracting national attention as a low cost, outcomes-driven,
school-building based model for improving public education.
Bonnie Newman is working to set-up a briefing on the 14th for the
teams from the four sites.
I write to ask if it would be possible for the New Hampshire team
to come by the White House on November 14th and be greeted by you.
It would mean a great deal to all of those involved.

keep him abreast of innovative education successes. As you know, Heritage has been
very involved in promoting the kinds of educational changes that you as Governor
embraced, and that the President now seeks.
Because we share a deep interest in helping the President attain these goals, I am
recommending to you five prominent citizens who will serve you well.
William J. Hume is Chairman of the Board of Basic American Foods in San
Francisco, and a founding member of the Education Task Force of the California
Business Roundtable.
Lovett Peters of Boston, is a former banking and energy corporation executive
who has been a strong advocate of parental choice in education.
David Keyston, a financial executive is affiliated with the Claremont Institute in
California, and received his MBA from Stanford University.
James Capua, President of the Donner Foundation, an education philanthropy
organization, is a strong promoter of educational excellence.
Michael S. Joyce, President of the Lynde and Harry Bradley Foundation of
Milwaukee, is a former educator, and has served on several Presidential
commissions, including the Grace Commission.
These business leaders are committed to education reform, and have worked
diligently within education systems to enact comprehensive changes. They offer unique
involvement and familiarity with state efforts that form the crucial link to the President's
success in education reform. A copy of our recent conference proceedings on the role of

of Seattle, Washington. I have known Meade for many years and

Award symbolizing the nation's top college lecture series. This year

My aunt, Kathie Mast, (Mrs. Charles Mast) saved this
program for sixty years. I know she would want you to have it.
She was a senior at Trinity College in 1929.
Interestingly, many of the "Distinguished Guests"
were or have become household names. Jeremiah Milbank who I
believe is still alive, or it could be an ancestor was probably the
founder of the Milbank Tweed law firm. It is also my understanding
that Milbank Avenue in Greenwich derived its name from his
ancestors. The President might know. Milbank Avenue is one of the
major roadways in Greenwich.
I also enclose an article about Karen's new position.
How come she hasn't been paid?
My aunt is in the Heritage Health Care Nursing Home,
777 9th Street No., Naples, Florida, 33940. If you have a moment,
I know it would brighten her day to receive a letter from you at

Dear John,
I'm sure that you remember me- Tufts University, E'68. I'm the guy who let
you win at handball. I see that you've done pretty well for yourself. I've
done fairly well also, thanks. Nonetheless, I thought that I'd cash in a few
of those IOU's.
Actually, I write in a serious vein. It concerns Federal support for
science. In particular, I am writing to you about the budget allotted to the
National Institutes of Health. I was telephoned yesterday by an official of
the NIH. He informed me that the Program Project Grant of which I am principal
investigator may not be refunded next year because of insufficient funds. This
grant fell in the top 18% of grants that competed for renewal. Ordinarily, to
rank a grant in the 18th percentile in the face of stiff competition is
considered to be an impressive accomplishment. Now it may not get below the
pay line.
This grant has supported important and exciting research carried out by a
dedicated team of scientists. But when only one in six, or one in seven,
worthy research programs can garner support, those of us in the field become
discouraged to the point of considering other career paths. Indeed, the
decision is taken from our hands. Even the scientists who make the pay line
see the handwriting on the wall. They understand that they skate on ice that
becomes ever thinner. Young scientist opt out before even beginning.
Such a scenario is a tragedy for the nation, for health, and for science.
Regrettably, it is being played out before our eyes. In these times of
difficult fiscal constraints, all decisions are difficult. But science and its
modest support is the seed corn of the nation. It disappears before our eyes.
In closing, I'll wager that you would be surprised to know that I actually
use on a near-daily basis some of the things that you taught me in the
classroom. To repay this debt, I could make myself available for some handball
when or if you should need any confidence-building.

unique. It captures his enthusiasm.
I think you should capitalize on your "I am a pussycat", by
having your picture taken in the Giant's locker room with L.T.
Incidentally, "I am a pussy cat" has been attributed to Jorge Hiack
of Venezuelan fame. This was reputed to be Jorge's response after
tutoring by John Sullivan, to an eighth grade American History quiz.
I trust that you can envision Sullivan in good conscience and good
will helping his Latin brother overcome his language barrier.
I'll see October 5th in New York at the Child of Peace
dinner. You can personally wish me Happy 50th!

Dear Mr. Sununu:
I am taking the liberty of communicating with you because my
correspondence to the President of the United States has been
unanswered. All correspondence relates to the above-referenced
matter.
I am greatly concerned because it is obvious that the matter
of the pending veto of this project by the Environmental
Protection Agency and its consequences upon the state of Colorado
and the American political process are devastating. The people
in the metropolitan Denver community are willing to spend some
500 million dollars to provide a facility to make a firm annual
yield of water available and to provide against the consequences
of drought. It seems inconceivable that the federal government
would resist when all local regulatory agencies have approved and
further interfere with the process of independent, responsible
local needs.
Appended hereto is a copy of my letter of September 1, 1989,
directed to the President and which has been unanswered, together
with a copy of my letter of September 21, 1989, petitioning
Mr. Bush to permit this writer and Senator Armstrong to discuss
this at a short meeting. I will be in Washington for the
Republican Senatorial Inner Circle conference and proffer that
this would be a convenient time to plead for the interest of
enterprising and independent citizens of the state of Colorado.
This is indeed an important matter, and we proffer that you
would well serve the President and the citizens of this country
by permitting the same to be brought to the attention of

Your aide for cabinet affairs, Juanita Duggan, reviewed our video
THE WEALTH OF WATER IN NORTHERN COLORADO and responded with a
nice note on September 12th. However, in a phone conversation
on September 16, she politely refused to discuss the matter saying,
"I will have to write a report, if we talk. "
Sir, we feel that not only should a report be written,
but an investigation should begin.
We support this request with the following:
The EPA report, signed by Lee Dehihns, states on page 21:
"There is not clear evidence that an agricultural dry-up
will occur
No documentation was provided which
indicated that the historical trends in irrigated agriculture
would change with, or without, TWO FORKS DAM.
"
Historical facts and events documented in our video clearly show
the serious and devestating impacts on an entire region of drying
up agricultural water - the Fourth Congressional District. The
massive body of facts, testimony and events presented in our
video were not considered.
Because the proper evidence has not been acknowledged, we
formally request establishment of a White House oversight
team to specify to you and the President the impacts on food
production in Colorado, communities, schools, soils, wildlife,
wetlands and tax structures if TWO FORKS is NOT built.
Northern Colorado is the fourth wealthiest ag production center
in the United States with hundreds of communities, 500,000 people
and one of the most unique and most productive ag irrigation
systems in the world -- yet this entire region appears to be
ignored for some reason. Thus, we request a White House investigation
and formal report.

World Conference on Education for All
A letter concerning the World Conference on Education for All was
recently shared with me. The letter, which is attached, was sent
to the President by William Draper and Barber Conable. Both are
reported to be very supportive of the program.
I have no relationship with the sponsors, but as I learned more
about the program, I thought that it had some potential for the
First Lady. I wanted to flag this for you as Conference
participation is being considered.
My thought is that Mrs. Bush could, because of her interest in
literacy and education, call the "U.S. team" (U.S. Steering meeting
including representatives from private sector and domestic
education groups) together at the White House. There will be U.S.
representatives at various regional conferences, there is a
steering committee with U.S. participation and then there will be
a delegation going to the Conference in March, 1990.
Just what Mrs. Bush's role might be beyond convening a meeting at
the White House would need to be evaluated. Several options exist
such as: attending a regional conference in Boston later this
year, participating in a WorldNet broadcast, even heading the
delegation to the World Conference in Thailand during the first
week of March.
I recognize that you will want to have any level of involvement
carefully evaluated. I just mention this as something to consider.
If there is an interest, there are some very good people at AID who
can provide additional information.

Dear Governor Sununu:
I use the title Governor by right of political inheri-
tance. I go back in your State to Governor Sherman Adams when
he was Chief of Staff and to Senator Styles Bridges when I
first began my lessons is the Senate.
The attached memorandum outlines an idea that I suggest
could be used in the President's speech to be given at San
Jose, Costa Rica on October 27-28; his calling for the cre-
ation of an Economic Union of the Americas.
This is not a new idea but despite the obvious advantages
it has not been publicly discussed in almost 20 years. I pro-
posed it to Senator Dirksen while I was his Counsel, Minority
Counsel of the Senate. We incorporated it in a speech he
gave, as I recall, before the Economic Club of New York. It
was a part of a speech on taxes, he was relating the relation-
ship between trade and taxes.
The idea of an Economic Union of the Americas was widely
hailed in the press, by business and by, I believe, every
Embassy in Washington representing Countries of the Western
Hemisphere.
Due to the international economic situation in the
Western Hemisphere, Senator Dirksen did not think it appropri-
ate that our President make such a call as the representative
of the "Colossus of the North" as we were called, and we were.
Rather, he thought that either the President of Mexico or
Brazil should furnish the initiative so that there could be no
mistake that the U.S.A. was simply offering a plan so as to
neighbors. get more growth economically at the expense of our Southern
Unfortunately what was to be his final illness presented
further efforts on his part to advance the idea, one he firmly
accepted and wholeheartedly believed in. He considered it a

response to what he thought the EEC on the East would become,
and in fact will in 1992, and Japan on the West who has
already realized the dominant Asian economic position he
visualized.
He had not, to my knowledge, advised anyone in the
Executive Branch of his proposal beforehand. He felt that the
Department of State, so far as our foreign trade was con-
cerned, had failed us miserably.
I have not thought previously that the time was appropri-
ate to present such a proposal. But the situation has
changed. We have the U.S.-Canadian free trade agreement.
Within the last few days in Mexico City Guillermo Diaz de la
Garza, an official with the National Chamber of Industries in
Transformation, called on Presidents Bush and Salinas to move
to the creation of a North American Common Market in lieu of
an extension of the expiring U.S- Mexican Trade Agreement
signed last year.
Governor Sununu, as one who has been involved personally
in foreign trade in the Western Hemisphere and expects to be
in Ecuador in January through March, 1990, starting a new ven-
ture, based on my own experience I feel confident that such a
proposal by the President would be received warmly at San
Jose.
Finally, assuming such an organization were to get under-
way, each nation would realize that only a free economy could
produce the desired achievements and that such a free economy
could only be achieved under a free or democratic government.
I am not familiar enough with the President's style, so
regard this as a mere draft.
If it is used, however, please don't assign it to the
fate of the Vaunted Alliance for Progress launched with
fanfare by President Kennedy and allowed to die. Nor should
it interfere with the Uruguay round of GATT negotiations now
underway at Geneva. After all, the EEC was being formed
during two GATT rounds.
Consider just one of the innumerable benefits; the
negotiating position of a joint Canada, U.S.A., Brazil and
Argentina agricultural policy.
Permit me, Sir, to make whatever knowledge and experience
I possess yours, to make whatever use of you see fit.

Dear John:
I want to alert you preliminarily to a problem on which
I am working which is likely to have major ramifications for the
Administration and Congress in coming months.
As you know, under present law the U.S. Postal Service
has a monopoly on delivery of addressed mail (first and third
class). Following years of widely acknowledged postal system
mismanagement, and hemorrhaging costs far out of line with the
private sector -- particularly labor costs, which are some 83% of
the cost of postal operations -- the Postal Service has raised
rates repeatedly. Now, efforts are underway to extract even more
drastic rate increases. The predicted new rates are of grave and
urgent concern to firms which depend on sending third class mail.
The Postal Service has known the dimensions of its
problems for a long time, but every effort to solve them has
failed. Notwithstanding installation of hundreds of millions of
dollars in high-tech mail processing machines, and
notwithstanding increased revenues attributable to the higher
postal rates, the Service faces disaster. Negative productivity
growth continues, cost increases far exceeding inflation are
beyond the Service's ability to control, the postal system is
riddled with inefficiency, and no meaningful remedy is
forthcoming. Even Postmaster General Frank acknowledges that the
Service is "in serious trouble financially."
I need hardly tell you that the success and in some
cases the viability of small and large businesses throughout the
country, particularly those which advertise by mail, depend on

postal rates. The competitive position of these employers is
directly related to the cost of using the mails. Further rate
increases of the magnitude the Postal Service now contemplates
would profoundly hurt these businesses and have adverse ripple
effects across the economy. These firms employ and serve
millions of Americans. Forbidden by present law from using
private sector alternatives, and lacking any avenue to reform the
postal system, they are understandably frustrated and poised to
seek redress in Washington. There is a consensus that heightened
public consciousness and leadership by the principal government
decision-makers are essential.
I have been asked to assist a number of these firms
whose lifeblood is mail to analyze the problem and formulate a
sound and responsible plan of action. They strongly believe that
ever since the Postal Service was given semi-independent status
18 years ago, Congress has not taken the necessary role, and that
the Postal Service is not adequately accountable. The firms
believe that re-examination of some of the premises on which
current postal rate regulation is based, including the
prohibition of private sector delivery of addressed third class
mail, is long overdue. They believe that there is not an
informed public understanding of the importance of fair postal
rates to the health of the economy. They also believe that
shortsighted special interest influence on the labor side has too
long had a strangle-hold on public decision-making in the postal
area.
Our economy depends on the mail system, and the
consequences of not fixing it are very grim. Careful analysis
and broad consultation will be required to formulate the most
effective and fair solutions to this national problem. That
process began some time ago. I will share with you the resulting
proposals as they are developed. Given the stakes, however, I
wanted to let you know as soon as possible that this issue is
moving, and that the President's support is essential to progress
in this area.

It was great to once again have the chance to briefly talk
with you at the Congressional Reception held by the President and
Mrs. Bush at the White House last week.
This was a wonderful evening and this event once again
