I just learned that you will be visiting our campus here at Oklahoma
State University on April 19, 1990. I am delighted that you will be visiting
us as a part of our Centennial Celebration. I wanted you to be aware that
I am back at Oklahoma State University and let you know that if I can assist
you in any way while you are here, please feel free to contact me.
Just as a reminder, we met at the New Hampshire Special Olympic State
Games in the spring of 1988. At that time I was on loan to Special Olympics
International from Oklahoma State University to help them develop a new
sports program entitled "Unified Sports". I was the National office representative
to the State Games at that time. We had just a brief opportunity to visit
during the Opening Ceremonies of the Games, as I remember I almost froze
on the platform. Last March I finished my tour with Special Olympics and
returned to Oklahoma State University where I am the Director of the School
of Health, Physical Education and Leisure.
Again, if there is anything I can assist you with on your trip please
feel free to contact me. 1 will look forward to seeing you on your visit.

Dear Governor,
My wife Lauri and I were honored to attend the Inaugural Festivities in Washington, D.C.,
just a year ago, and carried back to Montana our memories of that wonderful week. Our
scrapbook contains many photographs of that exciting time. Among our special
mementoes is a ribbon created by our mutual friend, Emile Roy. This was presented to
us by Michael McCafferty of Regina, Saskatchewan, who is a great admirer of yours. As
we celebrate that wonderful week by watching our video of the Inaugural ceremony and
parade, we feel somewhat overwhelmed by our good fortune in attending this historic
event!
My uncle, Christopher Phillips, was recently appointed Ambassador to Brunei, which was
a great thrill for our family. I have also been recommended for an appointment with the
Department of Interior and am anxiously awaiting word from Mr. Untermeyer's office on
the status of that appointment.
We feel very proud that President Bush has brought to the highest office a sense of
responsibility and dignity. He and Mrs. Bush have given the people of the United States
the feeling of strength and stability so necessary to fight the problems of drugs and
illiteracy. Lauri and I have every confidence that this Administration will accomplish its
objectives, particularly in view of the very able staff the President has compiled. We were
elated to read of your appointment, and wish you continued success in your important
position with this Administration.
It is a pleasure for me to be able to write and thank you for all you have done in service
to your country.

Dear Governor Sununu:
To promote a better understanding between the private sector
and government, we are co-hosting our 9th annual "Washington
Conference" on Monday, May 7th. Our conference will consist of more
than 200 businessmen and women from Florida and Ohio, all of whom are
supportive of the Republican ideals and the philosophy of free
enterprise. In previous years speakers have included: President
George Bush (then Vice President) ; former President Ronald Reagan;
Justice Sandra Day O' Connor; Justice Antonin Scalia; Honorable
Casper Weinberger; Honorable Jeane Kirkpatrick; Honorable James Baker;
and Honorable Dick Cheney to name just a few. As you may
remember, you addressed our group last year when Senator Trent
Lott co-hosted the event.
It would be an honor if you would be our kick-off speaker

I am pleased to present to you and your staff a recent two-volume release of our
Foundation entitled Kitab-i Bahriye (Book of Navigation) written by Piri Reis
(pronounced as peer-ee rays,) a Turkish mariner, more than 640 years ago.
Thanks to the maps he drew and compiled, the great Turkish mariner,
geographer and cartographer Piri Reis occupies an important place among the
world's immortal pioneers of naval and maritime history and among the
founders of economic, social and cultural geography. Even today Piri Reis's
maps and his work, Kitab-i Bahriye, are accepted original sources that have been
the subject of much debate and, in particular, are regarded with amazement and
envy by naval, maritime and geographic scholars because of their infallible and
edifying information; and it is noteworthy that they have managed to retain
their currency for nearly five hundred years.
One of Piri Reis's earlier works is a map he drew in 1513 of the details of the
coasts of the Americas. A reproduction of this map appears in the inside front
and back covers of our two-volume set for your review. I am sure you will agree
with me that it is an amazing accomplishment of accuracy achieved only twenty
one years after Christopher Columbus had reached some of the islands in the
seas bordered by these shores without realizing that they were a part of a new
continent.
Please enjoy Kitab-i Bahriye and share it with your family, friends and
colleagues, for, as the title page to it which is reproduced on page 34 eloquently
proclaims, «whosoever reads this work, gazes upon it, expounds upon it, or
reproduces and disseminates it will increase his merit in the eyes of God.»

On Tuesday, August 7th, our organization will sponsor the "7th Annual
National Night Out" crime and drug prevention campaign. Nationally, close
to 21 million from all 50 states will light-up their neighborhoods and spend
several the evening outside with neighbors and police as part of this unique,
coast-to-coast, crime and drug prevention event.
We have enclosed some background material for your reference. This
program, which is supported in part of the Bureau of Justice Assistance, U.S.
Department of Justice, has generated extraordinary support and enthusiasm
across the country. Our objective this year is to expand awareness and
participation.
As you might recall, then-Vice President Bush kicked-off 1988's National
Night Out at a ceremony we organized in downtown Philadelphia. (see enclosed
brochure.) Last year, the national kickoff ceremony was hosted by William
Sessions at the FBI Building.
Several months ago, we submitted an invitation to the President to
participate in a national kickoff ceremony at the White House on (or around)
August 7th. We are writing to seek any assistance you might be able to
provide in helping us to make this ceremony possible. Mr. Hagan from the
Office of Presidential Scheduling did respond to our invitation and we have
enclosed a copy of his response for your reference.
The President's participation can have a major impact in bringing even more
neighborhoods and law enforcement agencies together for this important
anticrime event. Any support you can lend to our invitation to the President
will be greatly appreciated.

Dear Governor Sununu:
Enclosed you will find a copy of the letter that I have sent to the President of the United
States. Of course, we are aware of the fact that he seldom sees these letters. I pray
somehow that this one may get before him. Governor Sununu, it is obvious to me that the
President feels that his election to a second term is a certainty. In some ways the political
landscape would seem to dictate that. I know that he is counting on the fact that
evangelicals would not go to the polls and vote for a Democratic administration. That just
might not be the case to begin with but, even if it is, he is forgetting that literally hundreds
of thousands of evangelicals may very well just not go to the polls. Where there is no
confidence that anything can be done, most evangelicals will pour another cup of coffee and
turn on the television to an interesting ball game. The President, by such actions as inviting
the National Gay and Lesbian Task Force to the White House, has taken his greatest step
yet in the disillusionment of the evangelicals of this nation. Evangelicals disagree among
themselves about many things. This is not one of them. We have no desire to persecute
or in any way injure those of gay or lesbian orientation, but we do earnestly believe that
public recognition of these groups is devastating to the cause of the family. Please see to
it that the President receives better advice. Otherwise, the tenure of the Bush
administration would have to proceed, I believe, almost void of evangelical support. I move
among the grassroots people on a regular basis as you perhaps know. The growing
disillusionment is so thorough as to make it difficult to turn back in the future.

Bob White and I are following the deliberations
closely.
Recalling our discussion about the annual carbon cycle,
you are correct in that the natural cycle involves
quantities of C going in and out of the atmosphere that
dwarfs the annual anthropogenic contributions.
However, the equilibrium between the atmosphere and the
reservoirs is so well balanced that the anthropogenic
contribution is not noise on top of large quantities
but a clear signal that can be monitored riding through
the residual seasonal oscillation. The famous graphs
which show this and which you are undoubtedly familiar
with are enclosed.

Gorbachev's visit to Minnesota.
Since it is now a done deal and everyone is excited about it, except
Mike Hatch--who had hoped to win the DFL endorsement in June over
Rudy Perpich--and the four remaining Independent-Republican
gubernatorial candidates, I thought that you and your associates
might be interested in some of the news articles, the editorial and
especially the cartoon.
One thought for the future now the President must visit
Minnesota because you can be certain the DFL are going to remind the
voters that even the President of the USSR came to Minnesota, but
not the President of the US.

Dear John:
As you begin budget summit negotiations next Tuesday, I urge you to
be fair in determining funding for rural health care, agriculture,
and water development. Rural America cannot afford unfair budget
reductions. There is a grassroots concern about the deficit, and
the people in my state are willing to undergo belt tightening--but
they expect cutbacks to be made equitably.
Congressional Budget Office figures show that federal agricultural
spending outlays fell from $25.8 billion in 1986 to $10.4 billion in
1989. This is a sixty percent reduction in the federal budget for
agriculture during a three-year period. Defense spending is pro-
jected to decline only twenty-two percent over the ten-year period
from 1985 thorough 1995.
Any decrease in funding for agricultural programs will result in a
loss of net farm income. This could result in additional migration
of people from rural America to already crowded urban areas. Losing
additional farm families through foreclosures and bankruptcy would
have a greater detrimental impact on the budget than money spent now
to stabilize our rural economy.
We must balance the budget, but it must be done fairly. Rural
America, Social Security, small businesses, health care and educa-
tion already have suffered unfairly from past budget cuts. I urge
you to keep this in mind as you begin your negotiations on the
federal budget.

Dear Governor Sununu:
It has been a long time since we have seen you. I would like to
bring you up to date on a couple of important things that have
occurred in my life.
Jean's parents are celebrating their 50th wedding anniversary
this year and our son, Chris, achieved what we consider the
ultimate in high school education (a perfect 800) in the math
portion of the SAT's. He attends Winnacunnett High School in
Hampton. His verbal score was 570 and while this could be
improved, we are very proud of him in achieving these
accomplishments. Needless to say, he was very excited when he
received the results.
In honor of Jean's parent's 50th anniversary, we are taking them
on a vacation to Williamsburg and Washington D.C. in late June.
We will be arriving in Washington on Wednesday, June 27th and
Bonnie Newman has arranged a white house tour for the 28th.
In conjunction with this tour, I wonder it it might be possible
for Jean's parents and Chris to meet you. I know you have an
extremely busy schedule. If you could arrange a meeting at your
convenience: while we are in Washington, it would be a great
honor and thrill for all of us. We are scheduled to leave on
Sunday, July 1st.
I have on many occasions relayed to them the positive direction
you brought to New Hampshire State Government and how we in New
Hampshire create our own destiny, which I believe has been very
positive, over the years.
Congratulations on your contribution to the President's
administration. You are doing an excellent job and I wish you
the best for the remainder of President Bush's administration.

This letter is written to you as a "Budget Summit" member on
behalf of the National Association of Medical Equipment Suppliers
(NAMES). NAMES is a nonprofit association composed of over 2,000
suppliers of home medical equipment ("HME") in more than 3,500 sites
nationwide. Pursuant to physician prescription, NAMES members fur-
nish a wide variety of equipment, supplies, and services for home
use, including traditional items such as wheelchairs and hospital
beds, and highly technical modalities and services such as home
morphine therapy and parenteral and enteral nutrition therapies. A
substantial proportion of the users of these medically necessary
items and services are Medicare beneficiaries.
The FY 1991 budget proposed by President Bush contains items that
directly pertain to the home medical equipment industry, namely
disproportionate Medicare Part B expenditure cuts focussing on HME
(approximately $250 to $320 million). By this letter, NAMES regis-
ters its strong opposition to these items and urges you to keep
overall Medicare expenditure cuts at a minimal level.
We understand that the Administration has proposed $5.6 billion
overall Medicare savings, with Medicare Part B expenditure cuts
"primarily for reductions in payment to physicians and durable
medical equipment." NAMES strongly opposes further significant cuts
to HME, particularly in light of the Administration's and Congress'
objective of improving the health of the American people.
Suppliers of HME play a vital role in allowing many of our
citizens, who might otherwise require hospital or nursing home care,
to remain at home. These suppliers recognize the need to establish
standards for payment under Medicare Part B. The HME industry also
recognizes that, due to growing budget deficits, reductions in
expenditures in Medicare Part B are unavoidable and is prepared to
take its proportional share.

NAMES urges, however, that any cuts in HME reimbursement be made
in a manner least disruptive of patient care and consistent with the
framework created by the HME reform law as passed in OBRA '87. This
major reform legislation was only fully implemented in June 1989 and
completely overturned the HME reimbursement rules of the prior 25
years.
We as a nation ought to be encouraging home health care options,
not ruling them out. This is true not just for fiscal reasons --
it's less expensive to keep people at home than it is in an in-
patient facility -- but for quality of life reasons as well. Surely,
if people can be properly cared for in the comfort of their familiar
surroundings, we should be encouraging care at home.
If HME suppliers are driven out of business, people who are able
to remain at home because they have HME available to them under
Medicare Part B would be forced into more expensive in-patient health
care facilities in order to receive the care they require.
Most of the Administration's deficit reduction proposals to re-
duce payment for home medical equipment were considered and rejected
by Congress during the FY 1990 budget reconciliation debates. As
examples only, the more inappropriate provisions which would have
substantially eliminated Congress' recent HME work in OBRA '87
included:
an additional 5% off oxygen reimbursement;
a national cap at the median on all HME items;
and
a reduction in rental payments to 120% of allowed
charges.
Nevertheless, the Administration once again urges adoption of
these same provisions for FY 1991. NAMES respectfully submits to you
that sound public policy dictates, once again, Congress should reject
these proposals in their entirety.
The OBRA '87 HME reforms were designed to effect a 5% reduction
in oxygen expenditures. However, in many states, the actual reduc-
tions approach 15%-20%, because the data base used to calculate
reimbursement rates for oxygen supplies and equipment included
patients who would not be eligible for oxygen therapy under today's
more stringent coverage rules (the so-called PRN patient). Thus,
oxygen reimbursement already is dangerously low in many states. NAMES
is concerned that even further reductions at this time would serious-
ly limit patient access and care and therefore, urges you to reject
such a proposal in your FY 1991 budget deliberations.
In addition, setting a single national payment rate for all HME
items would make it extremely difficult, if not impossible, for HME
suppliers in high cost of living areas to continue to provide this
equipment to Medicare Part B recipients. The costs of providing home
medical equipment in many parts of the nation far exceed what a
national payment rate would allow. Home medical equipment is not
immune to the cost pressures which effect most other segments of the
economy in any particular region because it is a service which must
be provided using local resources, paid for at local costs.
Operational costs such as high overhead for leasing of warehouse
space for storing equipment, labor costs, trucking expenses, heating
and the like vary enormously from one geographical area to another.
As such, the variance in local fees that exist in HME are essential
for providing services. Unlike clinical laboratories which also have
been targeted for a national cap, the HME industry supplies not only
equipment for beneficiaries, but also provides on-going services to
clients. HME businesses do not have the ability to shift costs to
less expensive sites or conduct business through the mail as do
clinical labs.
Setting a national payment rate is unfair, inefficient, and would
seriously jeopardize the ability to deliver home medical equipment to
Part B Medicare recipients in the many areas of the country where
costs exceed the national average. While the short-term savings
which might result from taking this action may seem compelling, the
fact is that, before too long, if HME suppliers are driven out of
business, many of those people who are able to avoid in-patient care
would have no choice but to leave their homes, and enter a health
care facility in order to receive the care they require.
Regional payment rates with a national floor and ceiling as in
the OBRA '87 legislation is a far better policy approach, and
Congress recognized this last year by rejecting a national cap for
HME. NAMES urges you to do likewise for FY 1991.
Finally, NAMES is opposed to any further reductions to allowed
charges on capped rental items. The current cap of 15 months at 10%
of purchase price per month (150%) was adopted by Congress in OBRA
'87 only after careful consideration of all the facts and circum-
stances. In particular, Congress realized that after the 15th month,
suppliers are eligible for only a small service and maintenance fee
paid semi-annually. Suppliers receive no further rental payments nor
are they reimbursed for replacements if the original item is beyond
repair. Thus the current 15 months (150%) provision was adopted in
recognition of the substantial exposure to non-reimbursable costs
suppliers face after the cap is reached.
As you begin your FY 1991 budget deliberations with Congress,
NAMES thanks you in advance for your kind attention to these issues.

As you know, the State of Georgia is nearing a political turning
point as the 1990 election approaches. Republicans in Georgia have
the opportunity to elect a Governor for the first time since 1966.
After qualifing a record number of Republican candidates, we stand
on the verge of historic election gains at every level in Georgia.
Throughout the month of June 1990, the Board of Governors of the
Georgia Republican Foundation will be conducting a membership drive
with a series of events across the State. We would like to extend
an invitation to Secretary Robert Mosbacher to be our Guest of
Honor at one of the following scheduled receptions: June 5, June
7, June 21, or June 28, 1990.
The State Party has been informed that the Secretary's schedule is
not conducive to a speaking engagement in Georgia. We are hoping
that the Secretary's Office will re-evaluate that decision in light
of the vital role our Foundation will play in the 1990 Republican
elections in Georgia. Support for our candidates will be vital in
the effort to make significant gains in our congressional,
statewide, and local elections.

political time is extremely limited, and would like to schedule his
trip to Georgia with other travel plans.

taking place in June.
At the same time I would like to take this opportunity to state that I completely
support this administrations policy with regard to normalizing trade relations with the
USSR and that this is the general feeling amongst the business community in the
Northeast.
The Soviet delegates will be staying in New Hampshire from the 14th of June and if
you are in New Hampshire during this period I am sure they would be more than
interested in meeting with you.
I would also be very pleased to deliver any message from you personally or the
Administration, both to the Soviet delegates and those attending the conference.

Dear John:
Thanks for your letter of April 5th. I am told that there was a good turnout
for the Century Club dinner (Sally and I were out of the state), but the
contributions totaled less than half the $500,000 plus that Vice President Quayle
raised last year and I am sure you or the President would have raised this year.
However, everyone is hopeful that the President will be coming sometime before
the election and thus we shall raise the necessary funds to both retire Rudy
Perpich and win a majority in the State House or Senate.
Our four-way race for the Independent-Republican gubernatorial nomination is
expensive. You and some of your associates may be interested that I finally
decided to support Arne Carlson for the reasons expressed in my letter (enclosed)
to all the candidates. Since then, Arne has hired Jim Murphy as a campaign
consultant, who has already been very helpful.
I am also writing to enclose a memo received from Sally's brother, Wheelock
Whitney, Co-Chairman of the Arne Carlson Volunteer Committee. I am sure you
understand that the last thing we want to have happen in Minnesota is to have
President Gorbachov show up in Minnesota as a guest of Rudy Perpich's prior to
the election. Anything you might do to communicate this message to those who
will be responsible for President Gorbachov's schedule, will be greatly
appreciated by all of us.
Last of all, Sally and I are coming to Washington next week for the Republican
Eagles meeting and some other commitments. So hopefully, we shall see you at
the White House reception, Wednesday the 9th. Sally also will be going to a
National Federation of Republican Women tea the following day, having been
persuaded to join the NFRW by a letter from Nancy.
Best wishes to all, especially the President. Thanks for the strong and
thoughtful leadership that he is providing our country and the world.

A word of advice. It is my
understanding that the administration may
have approved the Republican and Democratic
nominees for the soon to exist vacancies on
the International Trade Commission. As I
understand it, it is Richard Feinberg for
the Democratic spot and Carol Crawford for
the Republican spot. The quicker their
names are sent up, the better. It is also
my understanding that Chairman Rostenkowski
has a candidate and Lloyd Bentsen has a
candidate. The longer the administration
delays in sending forth its nominees, the
more entrenched may other interests become
in attempting to push theirs. Then we get
ourselves in one of those situations where
perhaps hearings are not heard and
vacancies exist in the commission for a
long period of time.

Mortgage Banker" (CMB) from the Mortgage Bankers Association of America.
As a strong and dedicated republican I hold these concerns very dearly. The
solution is not to throw more money at the problems but to develop a concerted
effort to create private/public partnerships which will more readily be able to
address these housing problems.
Coming from New Hampshire does not mean that I am naive about these
problems we face but look forward to the challenge ahead. I feel that I can bring
new light coming from the outside and not being prejudice about new ideas. I feel
that I can bring to either of these appointments that same vigor in which I

This letter follows our telephone conversation on Monday (April 9) in which I
described the forthcoming Conference entitled The Grand Market, East-West
Relations and European Security After 1992: New Challenges and Opportunities, to be
held under the co-sponsorship of the Institute for Foreign Policy Analysis and the
Centre d'Etudes de Defense at the Palais d'Egmont in Brussels between June 21-22.
This meeting will have the support of the Belgian Government. The Minister of
Foreign Affairs of Belgium (Mark Eyskens) and the Minister of Defense (Guy Coëme)
have agreed to participate. We have been advised that it is likely that King Baudouin,
as Head of State, will be present during the Opening Session. Furthermore, it is
anticipated that the Conference will include participation at a high level from other
West European countries as well as the European Community, the Western European
Union, and NATO. For your information, I am enclosing a copy of our provisional
agenda containing information about the principal topics to be addressed.
As I suggested on Monday during our telephone conversation, because of its timeliness,
location, and level of participation, the meeting would offer an unusual forum for
President Bush to present a statement of Administration policy in the aftermath of the
Washington Summit and in the rapidly unfolding transatlantic security environment. I
am bringing this meeting to your attention, and to that of Brent Scowcroft as well, in the
hope that it might fit in with your planning for post-Summit activities with respect to
NATO-European allies.
We have also extended an invitation to Vice President Quayle, a copy of which I am
enclosing with this letter for your information. Before issuing the invitation, I have

I write to share the concern of the nation's agricultural commun-
ity over the possibility of changes to the Commodity Futures
Trading Commission's jurisdiction.
Rarely do the diverse elements of agriculture reach a unanimous
view on any one issue. : But, as you will see from the enclosed
letter co-signed by 18 leading agricultural groups, agriculture
favors a strong, independent CFTC. (The letter was sent to key
Members of Congress over the last 10 days.)
We hope you will take agriculture's unified view into consider-
ation as the Administration continues to study this important
issue. Specifically, we urge the Administration to resist the
temptation to reformulate regulation o: the nation's futures
markets. These markets, as they exist today, are a model for the
rest of the world. As other nations mimic these markets, we face
an increasing competitive threat. In this environment, the
United States must be very sensitive to upsetting the nearly 10-
year regulatory framework within which these engines of economic
innovation have developed and function today.
We believe a change in the regulatory structure would not only
weaken our international financial market competitiveness, but
could ultimately jeopardize the efficient, fair pricing of agri-
cultural commodities. Accordingly, we urge the Administration to
oppose legislation to change the current regulatory structure.

During the first week of August. the Weverhaeuser Company's Information Services
Division will be hosting a conference for computer center managers representing
many of the largest manufacturing and distribution companies in the United States.
The representatives attending the conference from these companies will gather in
Seattle to discuss issues critical to the success of their computer support operations
and hence key to the continued viability of their firms.
The discussions will focus on leading-edge technology issues including their
projected requirements for future computing capability, data security and methods
to assure continuous, uninterrupted computer support among others. As you know,
discussions such as these often form a road map for much of America's business to
follow.

Dear Governor Sununu:
I was in Panama last week for meetings of the Committees of
the Board of. Directors of the Panama Canal Commission. We
had two very productive days during which the Committees
addressed a series of important personnel, operational and
fiscal issues. The Board also adopted a statement in which
it defined its mission to be "to insure the safe and
efficient operation of the Canal
and take all appropriate
steps to have a smooth transition to Panamanian control of
the Canal on December 31, 1999
"
Although not yet formally appointed by the President,
the Panamanian Board members participated fully in the
Committee meetings. The spirit of cooperation, dedication
and commitment, and the enthusiasm that was evident among
the American and Panamanian Board members was most
impressive. It augurs well for the Board's ability to meet
the challenges it faces in the decade ahead to provide for
"a smooth transition" to Panamanian ownership in accordance
with the Panama Canal Treaty.
The Acting Panama Canal Administrator, Fernando Manfredo,
and I paid a courtesy call on President Endara. We also
had a meeting with First Vice President Arias Calderon.
Mr. David Beall, the American Chargé d'affaires (in
Ambassador Hinton's absence), accompanied us to both
meetings. President Endara was most gracious and expressed
his full support for the Panama Canal Commission, stressing
the importance he attaches to this unique example of
U.S. Panamanian binational partnership.
Vice President Arias gave us his appreciation of Panama's
economic situation. He made the point that Panama had
made rapid progress on the political front but there had
not been similar movement on the economic side. As a
result tensions were developing. What was needed was a
"transfusion" to get things started and break the
bottleneck in the banking area. This would then set off a
chain reaction in the rest of the economy.

Without being critical in any way, both President Endara
and Vice President Arias made it clear that our aid was
needed urgently to jump start the Panamanian economy. They
expressed their appreciation for President Bush's efforts
to expedite action. Both are aware, of course, that the
delay in implementing the President's economic recovery
program for Panama is dependent on congressional action and
that there is not much more the Administration can do to
speed things up.
There is, however, one area where perhaps you can be
helpful in expediting action and providing reassurance of
United States support for the Endara Government. That is
the nomination by the President of the Panamanian
Administrator and the appointment of the four Panamanian
members of the Board of the Panama Canal Commission. All
five names have been in the White House for some weeks
now. Anything that you can do to expedite the nomination
and appointment process would be most helpful and demon-
strate our continued commitment to Panama and to the
implementation of the Panama Canal Treaty.

Since our joint meeting with the International Policy Forum last
summer in Seville, Spain dramatic changes have occurred throughout
Eastern Europe. With astounding speed, most of Eastern Europe is
reaching for freedom and liberty. These changes will have a tremendous
impact on how the U.S. conducts its business around the world.
This year, after the July 20-21 CNP/IPF meeting, where we will
discuss developments in Eastern Europe, we would be pleased to have
you join our post-Vienna trip to Prague, Czechoslovakia and Budapest,
Hungary. You and I will have, through CNP, the opportunity to see
changes first-hand and share in the excitement.
Our group will leave Vienna on July 22 and return there Saturday,
July 28. IPF President Morton Blackwell and I will lead our families,
members, and quests on a week long trip to Prague and Budapest. We
will meet with some of the revolutionaries and reformers who've made
momentous events happen.
We will hear of the experiences of freedom-loving people as they
struggle to establish political, economic and religious freedom.
Their leaders are anxious to meet us and get our advice.
Imagine standing in Wenceslas Square in Prague where a few months
ago thousands of people "rang" their keys for liberty.
Imagine watching Soviet troops pull out of Budapest where their tanks
crushed the Hungarian people in 1956. Our contacts in the new
governments are extensive and growing. So you are assured of meeting
with those "in the know."
Just as we can give advice and encouragement to the
revolutionaries in Eastern Europe, they can inspire us with their
courage and conviction. And, of course, give us a few hints as to our
own political participation.
Many accuse the West of just standing by as these tremendous
events unfold. We can do something!
Let's learn about Russia's true intentions in Europe from those
most at risk. Let's discuss how we can aid these fine people

During our recent meeting, we discussed the need for federal guidelines that
can be used by states during the reapportionment process.
Although redistricting itself is still a year away, Illinois has been collecting
and evaluating data and information to prepare for the process. While doing
so, we have found that, although past federal legislative and judicial decisions
have a profound impact on reapportionment, there is no central resource
available that pulls together the decades of legislation and court decisions that
affect remapping. No comprehensive set of guidelines exists on such issues as
minority representation, fair and equitable redistricting, acceptable population
variances and standards for determining compact and contiguous.
It is our hope that the Attorney General of the United States could be
persuaded to use the considerable resources of the Department of Justice to
consolidate the available information and provide states with guidelines on
these and other issues critical to reapportionment.
A definitive and comprehensive set of guidelines, which incorporate all
applicable federal legislation and court decisions, would help state legislatures
develop reapportionment plans which would withstand federal judicial review.
Providing states with a clear set of guidelines based on existing law and
federal court decisions could reduce the need for after-the-fact litigation and,
therefore, help create a fair and equitable map with minimal population
deviation in the shortest, least disruptive period of time.

On that evening, Boston Ballet and members of the Kirov and Bolshoi
Ballets will present the World Premiere of a glasnost Swan Lake, marking the
very first American/Soviet collaboration in the history of western dance.

Dear Ambassador Sununu:
The Semiconductor Industry Association (SIA) has requested that the U.S. Trade
Representative identify Japan's continued non-compliance with its market access
commitments under the U.S.-Japan Semiconductor Arrangement as a priority practice
and Japan as a priority country for trade liberalization under § 310 of the Trade Act of
1974, as amended. We urge you to support identification of Japan's non-compliance
with its semiconductor market access commitments as a Super 301 priority practice.
Japan's practices are clearly trade distorting barriers and in breach of Japan's
international obligations. With less than eighteen months remaining in the
Arrangement, Japan has not adhered to its market access commitments. Based on the
"gradual and steady growth" committed to in the Arrangement, the foreign market share
should have been 16.6 percent for the fourth quarter of 1989. In contrast, foreign share
of the Japanese market for the fourth quarter of 1989 has been estimated to be 12.9
percent. Whether any specific share is appropriate at a particular time is not the sole
issue. The fact that U.S., European and Korean competitiveness is not being reflected
in the Japanese market, demonstrates the degree to which the Japanese market is not
functioning.
Japan's failure to comply with its market access commitments under the
Semiconductor Arrangement has had, and will continue to have, a severe adverse impact
on the ability of the U.S. industry to continue to compete as a world leader in
semiconductors. Japan's non-compliance with its market access commitments cost U.S.
and other, foreign producers almost $800 million in lost sales in 1989. By 1991, at the
current rate, this figure will grow to $1.6 billion annually.
The Super 301 provision was drafted to identify trade priorities. The drafters
intended it to be used as a mechanism to set America's trade priorities, to address
unfair trade practices and to remedy violations of trade agreements. The statute
provides for the identification of trade priorities and for negotiation. Sanctions are only
to be applied if found to be warranted. Japan's failure to comply with the
Semiconductor Arrangement is clearly a priority issue, and should be so identified. In
addition, Japan's pervasive system of trade barriers and its failures to implement trade
agreements fully require that Japan be identified as a priority country under § 310.
In the 1989 Super 301 announcement, USTR Hills indicated that the 1990
ercise to identify priorities would "reevaluate the status of certain practices not
identified today [May 25, 1989], in light of the progress made in bilateral and
multilateral negotiations. The Semiconductor Industry Association hereby requests
that this review take place as stipulated in § 310 of the Trade Act of 1974, as amended.
With less than eighteen months remaining in the Arrangement, there is an urgent need
for Japan to take prompt and vigorous action to comply with its commitments.
Identification of semiconductors as a priority practice and Japan as a priority
country will convey to Japan that the U.S. Government expects the Japanese
Government to adhere fully to its market access commitments made in the
Arrangement. Japan must realize that the United States Government and industry will
market. not give up their efforts for full and equitable access to the Japanese semiconductor
The U.S. industry is very competitive and has the export potential, at current
capacity and investment levels (levels which would improve were the Arrangement
enforced), for the industry to produce additional billions of dollars of semiconductors.
President Bush's comments in the 1990 State of the Union Address apply fully to the
U.S. semiconductor industry: "We'll match our ingenuity, our energy, our experience
and technology, our spirit and enterprise, against anyone. But let the competition be
free but let it also be fair. America is ready."2/
If Japan's market were truly open, in the sense that the U.S. market is open, U.S.
share in the Japanese market would far exceed the minimum level projected in the
Arrangement. The comparison between U.S.-Japan semiconductor competition in open
markets and in Japan is striking. In 1989 in the rest. of the world, excluding the
Japanese market, the U.S. industry had a 52 percent share, compared with 26 percent
for the Japanese industry. In the open U.S. market, the U.S. industry supplied 66
percent of the market compared to 24 percent for the Japanese industry. While the
U.S. industry has been held to the historic levels of 10-11 percent of the Japanese
market for the last two decades, Japanese producers have more than doubled their share
of the U.S. market since 1985.
The Arrangement has had real value and should be maintained. Enforcement of
the Arrangement has resulted in the elimination of dumping in third country markets of
key semiconductors, in the resurgence of U.S. capacity in DRAM production, in the
preservation of a viable U.S. EPROM industry, and in the continued expansion of U.S.
investment in other semiconductor product lines.
In addition, the Arrangement has been the basis for an additional sales of almost
$1 billion dollars of foreign semiconductors in the Japanese market each year -- even at

inadequate level of Japanese performance. When the Arrangement
menced, U.S. share of the Japanese market had dropped to 8.5 percent from its
nistorical level of 10 percent. Without the Arrangement, the U.S. industry would not
have the modest progress to the current 12.1 percent (fourth quarter of 1989) share of
the Japanese market. Continued pressure is essential to further progress.
The U.S. Government has two options as to how to proceed regarding Japan's
non-compliance with its semiconductor market access commitments. 1) It can use the
procedures of the statute to designate its priorities, or 2) it can modify and/or increase
sanctions. We respectfully submit that to do neither would represent an abandonment
of U.S. national interest. We are requesting that the United States take the course of
action of continuing to work with the Government of Japan to make the Arrangement
work, within the context of § 310.
Placing Japan and semiconductors on the Super 301 list is not retaliatory or
protectionist and the Semiconductor Industry Association regrets the necessity that
compels us to request Super 301 status. To list America's trade priorities accurately,
however, will demonstrate a firmness of purpose. It will inform the Government of
Japan that the Administration finds the failure of Japan to abide by its commitments as
unacceptable. More is at stake than just America's commercial interests. The
credibility of the U.S. Government's trade policy is also at stake.

I very much appreciated your initiative in speaking to interested
DuPage County Republicans at the Hamilton Hotel on Saturday, March 10th.
Your comments were not only informative, but served as an important
source of motivation at the grass roots level.
I understand that you spoke with one such Republican in attendance,
Thomas W. Fawell. Tom is a life-long hardworking Republican who, at
my request, was good enough to host a reception for President and
Mrs. Bush at his home during the 1988 Presidential campaign. You may
know his uncle, Congressman Harris Fawell, Republican 13th District of
Illinois. Tom also serves as one of four trustees for a worldwide
charity headquartered in Illinois, which serves as the parent organiza-
tion for Boys and Girls Clubs throughout the world. The name of that
organization is The International Federation of Keystone Youth Organiza-
tions ("IFKYO"), which was originally founded by another stalwart
Republican, W. Clement Stone, in 1978. The three other trustees who
serve with Tom are Nicholas Wills, Chief Executive and Managing Director
of BET Plc of the United Kingdom, David Golden, President of British
Nuclear Fuels plc, and Martyn Richardson, Executive Vice President of
Coca-Cola International.

Thank you SO much for having Jackie Kennedy give me a call to explain why there
was no possibility of your coming to Minnesota on March 31st.
It is truly incredible to me that I was being constantly asked to urge you to
come by our party leaders and some of our elected officials, when it should have
been quite obvious to them that there was no such possibility of you not
attending the Gridiron affair.
Be that as it may, I hope that you will keep in mind that we would definitely
like to have you come any time. We will organize appropriate events whenever
you do and make your trip most worth while.
I also mentioned to Jackie that I thought you or some of your associates, like
Andy Card, might be interested in the enclosed book, "Tribune of the People",
that was authored by the former Associate Dean of the Humphrey Institute, based
on a study they did that was partly funded by the Legislature. It concludes that
Minnesota would be better served by a single house legislature of approximately
100 members, something that I have been advocating ever since I served my first
term back in 1971.
o: interest, the author is now the Dean of the School of Social Sciences at the
University of Texas and remarked that the Legislature in Austin was not ready
for such a. change.

Dear Mr. Sununu:-
It is out of context, of course, but the short quotation attributed
to you at the bottom of page 8 gratified me as an old engineer getting
close to the stage mentioned. The thought of someone in one of the
nation's key posts cherishing his engineering outlook, the principles,
and the rational addressing of problems is most encouraging. Steinman's
depiction of the engineer on page 16 is only a small part of it.
The piece by Carroll Maninger on the Greenhouse Effect on page 20
might be of interest to you. He is the man who was brought back from
retirement at Lawrence Livermore National Laboratory to manage the
assessment of problems from the Chernobyl fallout. The statements
in this article can be backed up by quantities of research data and
are to be viewed with forboding.
Hans Bethe on the opposite page and Glenn Seaborg on page 23
of the Sept. issue are both still very much around and are powerful
respected figures in assessing the vital energy requirements that
are facing us in the near future.
It is also to be hoped that you can bring your engineer's outlook
to bear on the re-ordering of foreign commitments - occupation
armies etc to yield better lives for us all along the lines of
concern expressed in Ike's little quote on page 20.
Best wishes for a sustained successful career in "politics"
before going on - or out - as a resolute "old engineer".

Augusta and I watched the '88 election returns on TV with the Repub
licans Abroad in Geneva. President Bush did not need the absentee votes,
but Connie Mack's victory has been attributed to absentee ballots, (as
- was George Dukmejian's). As you may know 80% of the overseas votes are
Republican. Republicans Abroad (under John McCarthy and Barbara
Hayward) hope to increase those GOP votes this Fall.
We are planning an RA fundraiser luncheon on 12 June in Boston at
the Copley Plaza. We will target the New England business community.
You would be the ideal speaker, who would also attract a good crowd
(and thereby, funds for overseas newspaper ads to generate more New
Englander overseas voting).
Can you help us? The Copley is reserved for June 12, but the date
can be changed if it would allow you to come. Of course, we would provide
for transportation and whatever else is involved.
We will be in D.C., 27 March for the Senatorial Trust, at which
time I will call your office to ask about the status of this request.

Dear Mr. Sununu:
As a result of the Super 301 process, U.S. Government officials,
concerned industry executives, and many supercomputer users have
raised questions on the current and prospective competitive
position of Cray Research, Inc. and the challenges we have
encountered in trying to penetrate the Japanese public sector. In
response, we have prepared a report which examines the expanding
role of supercomputers, distribution of marketshare among the major
manufacturers, and the importance to U.S. vendors of gaining access
to the international market (especially the public sector in Japan)
for sustaining a long run competitive position in the world
supercomputer market.
Given the Administration's concern with the competitive position
of U.S. industry in general and the recent focus on the
supercomputer industry, I have attached a copy of this report for
