letter concerning H.R. 2712.
Following the tragic events in Tiananmen Square in June,
President Bush took action to ensure that no nationals
from the People's Republic of China would be deported
against their will. On November 30, the President took
additional action to extend and broaden that protection.
Since President Bush's directive accomplished the
objectives of H.R. 2712 administratively, it was not
necessary for this bill to become law.
President Bush and Governor Sununu appreciate your
views on this issue. In light of your interest, I am
enclosing material I hope you will find informative.

Dear Mr. Sherman:
Thank you for your letter regarding President Bush's position on
global warming. Global climate change is an important public policy
issue that deserves much attention, reasoned discussion, and appro-
priate action. On this, and a host of other environmental issues,
the President is providing much leadership and action.
The President has proposed a dramatic increase in expenditures for
research and monitoring to resolve critical scientific questions.
We plan to spend about a half billion dollars for this purpose in the
coming year. The President invited other countries to participate
with us in this research at the Paris Economic Summit last summer.
The President's comprehensive Clean Air proposal calls for sharp
reductions in the burning of fossil fuels from stationary sources,
automobiles, factories, and a host of other commercial establishments.
It also provides strong incentives for conservation, a major element
in any global climate response.
The President also has approved increasing corporate average fuel
economy standards for U.S. automobiles. He has announced U.S. support
for a worldwide phaseout of chlorofluorocarbons by the year 2000. And
he has directed the development of a comprehensive national energy
strategy.
This February, the United States will host the next meeting of the
Intergovernmental Panel on Climate Change to help in developing a
solid foundation for international action and for discussing the
elements of a framework convention on global climate change.
We believe this is an issue that merits the attention and commitment
we are devoting to it. We appreciate your concerns and having the
benefit of your views.

Chief of Staff John Sununu asked me to respond to your recent letter
regarding his background and current responsibilities at the White
House.
The primary responsibility of the Chief of Staff is to manage the
President's agenda and the day-to-day operation of the White House.
He oversees the development of domestic and foreign policy, communi-
cations, staff, budget, and relations with the press, the Congress,
and State and local governments. He accompanies the President to
most meetings and events worldwide and is often called upon to speak
on the President's behalf.
John Henry Sununu was born in 1939 and spent most of his childhood
in New York City attending parochial elementary school and, later,
the La Salle Military Academy in Oakdale, Long Island. He went on
to study engineering at the Massachusetts Institute of Technology
and earned his Ph. D. in 1966. While he proceeded to distinguish
himself as an educator, engineer, small businessman, and community
leader, he is most often remembered for his work as Governor of the
State of New Hampshire. He was elected in 1983 and served for three
terms until 1989, when he was asked by President Bush to serve as
his Chief of Staff at the White House.
He and his wife, Nancy, have eight children. In his spare time he
enjoys skiing, golfing, reading, and collecting baseball cards.
Governor Sununu is proud to be serving as Chief of Staff and feels
that his diverse experience as an engineer and as a leader in both
State government and private industry could be of special benefit
to President Bush's Administration and to our nation as well.
I hope this information is helpful, and it comes to you with
Governor Sununu's best wishes.

the firearms issue.
As you are aware, President Bush and the American people
are gravely concerned about the availability of foreign-made
weapons used by criminals to commit devastatingly violent acts
throughout our communities. This is an intolerable situation
and will not be allowed to continue.
On May 15, the President announced a comprehensive and
commonsense program to effectively combat crime, with strong
proposals to limit the access to illicit weapons. At the
same time, the program will not infringe upon the rights of
law-abiding citizens to own and use firearms. In light of
your interest, I am enclosing for you a fact sheet which
outlines the President's initiative in this area.

letter concerning appropriations legislation for the
District of Columbia, which permits the use of funds
to pay for abortions.
The House of Representatives has passed and sent to
the Senate the District of Columbia appropriations
bill for Fiscal Year 1990, which permits Federal funding
for abortions under circumstances where the life of the
mother is not endangered. President Bush has announced
his intention to veto the appropriation bill if it is
presented to him in its current form.
The President does not believe that appropriated funds
should be used to pay for abortions other than in those
cases where the life of the mother would be endangered
if the fetus were carried to term.

Reading an article in the Houston Chronicle concerning Judge
Paul Pressler stimulates this letter to you, sir.
I was upset with the negative criticism of Judge Pressler in
that article. It smells of 'sour grapes.
Paul Pressler is one of the finest men I know and I have known
him for some years. He has been, and is a man of integrity, who
not only "has" convictions, but "speaks" them and "lives" them -
daily. The criticism comes from those who have been opponents of
the conservative movement among us Southern Baptist, and have
'lost' some degree of posture among some of us. When a man like
Paul Pressler takes a courageous stand when no one else is stand-
ing, and rallies thousands who have been looking for such a leader
to lead them, then yes, he also will find those who criticize, be-
cause they are the losers.
I do hope and encourage you to give Judge Paul Pressler the 'best
look' possible and allow 'the light of unbias' fall upon him for
the office of Director of the United States Office of Government
Ethics. A better man cannot be found.
