Committee on Appropriations
United States Senate
Washington, DC 20510
Dear Barbars:
As the Subcommittee prepares to mark up its FY 1990
appropriations bill, we would like to express our support for
a recent Administration request to increase funding for the
White House Office of Science and Technology Policy (OSTP).
On July 6, the Administration sent to Congress a revised
FY 1990 budget request for OSTP that included an additional
$970,000 for OSTP, for a total request of $2,997,000.
This money is essential if OSTP is to fulfill its
critically important role in the development and coordination
of Federal science and technology policy.
In recent years, funding levels for OSTP have dropped
sharply so that the office now has less than half the staff
and funding it had ten years ago. At present funding levels,
OSTP cannot adequately carry out the important functions that
Congress has assigned to it, such as setting Federal research
priorities and coordinating multi-agency research programs
like the national global change research program. Priorities
and coordination are particularly important today, when
research budgets are tight.
We hope that you can support this request. A small
investment in OSTP today could save millions in duplicative
