Executive Order 12501, Sec. 1, January 28, 1985 (establishes) METHOD: Appointed by the President and ex officio MEMBERS: SIX, as follows: Director of the National Science Foundation serving as a nonvoting, ex officio member, and Five appointed by the President as follows: Three members appointed from among individuals from academic or other research institutions with expertise in areas of research relating to the Arctic, including the physical, biolog- ical, health, environmental, social, and behavioral sciences; One member appointed from among indigenous residents of the Arctic who are representa- tive of the needs and interests of Arctic residents and who live in areas directly affected by Arctic resources development; and One member appointed from among individuals familiar with the Arctic and representative of the needs and interests of private industry undertaking resource development in the Arctic. Except for the purposes of chapter 81 of title 5 (relating to compensation for work injuries) and chapter 171 of title 28 (relating to tort claims), a member of the Commission shall not be considered an employee of the United States for any purpose. CHAIRPERSON: The President shall designate one of the appointed members of the Commission to be chairperson of the Commission. (CONTINUED - PAGE TWO) PAGE TWO VOL. X; p. 74 ARCTIC RESEARCH COMMISSION (Cont'd) Independent TERM: FOUR YEARS, except of the members originally appointed: One shall be appointed for a term of two years; Two shall be appointed for a term of three years; and Two shall be appointed for a term of four years. Any vacancy occurring in the membership of the Commission shall be filled, after notice of the vacancy is published in the Federal Register, for the remainder of the unexpired term. (The Commission shall file any vacancy notice in the Federal Register. ) A member may serve after the expiration of the member's term of office until the President appoints a successor. (HOLDOVER) SALARY: Members of the Commission who are otherwise employed for compensation shall serve without compensation for their work on the Commission, but may be allowed travel expenses, including per diem in lieu of subsistence, as authorized by law for persons serving intermittently in the government service. Members of the Commission who are not otherwise employed for compensa- tion shall be compensated for each day the member is engaged in actual performance of duties as a member, not to exceed 90 days of service each calendar year, at a rate equal to the daily equiv- alent of the rate for GS-16 of the General Schedule. PURPOSE: The Commission shall: (1) develop and recommend an integrated national Arctic research policy; (2) assist, in cooperation with the Interagency Arctic Research Policy Committee established by Section 7 of this Order, in establishing a national Arctic research program plan to implement the Arctic research policy; (3) facil- itate cooperation between the Federal government and State and local governments with respect to Arctic research; (4) review Federal research programs in the Arctic and suggest improve- ments in coordination among programs; (5) recommend methods to improve logistical planning and support for Arctic research as may be appropriate; (6) suggest methods for improving efficient sharing and dissemination of data and information on the Arctic among interested public and private institutions; (7) offer other recommendations and advice to the Interagency Arctic Research Policy Committee as it may find appropriate; and (8) cooperate with the Governor of the State of Alaska, and with agencies and organizations of that State which the Governor may designate, with respect to the formulation of Arctic research policy. X; p. 74 ARCTIC RESEARCH COMMISSION (Cont'd) Independent REPORT: Not later than January 31 of each year, the Commission shall: (1) submit to the President and Congress a report describing the activities and accomplishments of the Commission during the immediately preceding fiscal year; and (2) publish a statement of goals and objectives with respect to Arctic research to guide the Interagency Arctic Research Policy Committee in the performance of its duties. ADMINISTRA- TIVE SUPPORT: The heads of Executive agencies shall, upon reimbursement to be agreed upon by the Commission and the agency head, permit the Commission to utilize their facilities and services to the extent that the facilities and services are needed for the establishment and development of an Arctic research policy. The Commission shall take every feasible step to avoid duplication of effort. NOTE: Section 7 of Executive Order 12501 creates the Interagency Arctic Research Policy Committee (VOL. XII; p. 260), which is responsible for implementing Arctic research policy. MEMBERS: Not less than FIFTEEN, nor more than TWENTY-ONE: TWO appointed by the President each year, by and with the advice and consent of the Senate, as representatives of the public interest, for terms commencing in that year, and a certain numbe selected by the Board pursuant to the by-laws of the Institute. The Board shall be representative of the various segments of the building community, of the various regions of the country, and of the consumers who are or would be affected by actions taken in the exercise of the functions and responsibilities of the Institute, and shall include: (A)-representatives of the construction industry, including repre- sentatives of construction labor organizations, product manu- facturers, and builders, housing management experts, and experts in building standards, codes, and fire safety, and (B)-members representative of the public interest in such numbers as may be necessary to assure that a majority of the members of the Board represent the public interest and that there is adequate consideration by the Institute of consumer interests in the exercise of its functions and responsibilities. Those representing the public interest on the Board shall include architects, professional engineers, officials of Federal, State, and local agencies, and representatives of consumer organizations. Such members of the Board shall hold no financial interest or membership in, nor be employed by, or receive other compen- sation from, any company, association, or other group associated with the manufacture, distribution, installation, or (CONTINUED - PAGE TWO) PAGE TWO VOL. The members of the Board shall not, by reason of such membership, be deemed to be employees of the United States Government. CHAIRMAN: The Board shall annually elect one of their number as Chairman. The members shall also elect one or more of their members as Vice Chairman. Terms of the Chairman and Vice Chairman shall be for one year and no individual shall serve as Chairman or Vice Chairman for more than two consecutive terms. TERM: THREE YEARS. No member shall be eligible to serve in excess of three consecutive terms of three years each. Any member appointed to fill a vacancy occurring prior to the expiration of the term for which his predecessor was appointed shall be appointed for the remainder of such term. A member whose term has expired may serve until his successor has qualified. (HOLDOVER) SALARY: $100 per day including traveltime, and while away from their homes or regular places of business may be allowed travel expenses, including per diem in lieu of subsistence. PURPOSE: To develop and encourage the adoption of performance criteria for building components. NOTE: The President's authority to appoint Board members pursuant to the provisions of Sec. 809(c), P.L. 93-383, expired 9/8/81. On this date the by-laws of the Institute provide for the electing of the Board members except for the two members appointed by the President each year in accordance with the provisions of P.L. 97-35 as outlined above. These two appointments by the President can be made after September 8, 1981. In addition, the three members whose terms extend beyond September 8, 1981, will continue to serve until their terms have expired. These three members are: Blanca G. The National Academy of Sciences shall, not later than March 21, 1988, nominate not less than 22 persons for appointment to the Board from among persons, each of whom shall be eminent in a field of science or engineering, including environmental sciences; and selected solely on the basis of established records of distinguished service. On July 6, the Administration sent to Congress a revised FY 1990 budget request for OSTP that included an additional $970,000 for OSTP, for a total request of $2,997,000. This money is essential if OSTP is to fulfill its critically important role in the development and coordination of Federal science and technology policy. In recent years, funding levels for OSTP have dropped sharply so that the office now has less than half the staff and funding it had ten years ago. At present funding levels, OSTP cannot adequately carry out the important functions that Congress has assigned to it, such as setting Federal research priorities and coordinating multi-agency research programs like the national global change research program. Priorities and coordination are particularly important today, when research budgets are tight. We hope that you can support this request.
