The Hon. James D. Hodgson,
United States Ambassador,
Tokyo, Japan.
Dear Jim:
I don't need to bother you with book-
keeping, but here is my check for $209.42
to cover hotdog rolls, potato chips, and
the shipment of them.
The reason for this letter is simply
to rethank you for the help of all your
people there at Embassy Tokyo. There is
a frustration factor in not being able to
call your local supermarket for hotdog
rolls, but your people helped to overcome
all that and make our Fourth of July a big
success. Again I am in your debt.
Warm regards,
George Bush
Enclosure
Mr. Liu:
The following are additional items
to be purchased for the 4th of July
picnic.
1.
20 cases of small beers
2.
2,000 assorted cookies from the Friendship
Store
Many thanks.

May 26th ( Memorial Day- not too widely celebrated here)
Dear Paal,
This is a US holdday, thus I am my own typist, but Bar
leaves this afternoon to see a son graduate and I want her to mail
this tomorrow in the US of A.
Everything arrived in great shape. We are going to have
the greatest red white and blue 4th of July picnic imagineable.
The cokes arrived also plus the coats and pant, the hats,
the bunting, the plastic glasses- the works. I just can't tell
you what a lift this willgive things around here.
I am truly determined to make our National Day
different. As long as we are here we can brigng to some Chinese
and all the foreign diplomats a little insight into our country
through a relaxed 4th of July picnic type thing. Now I start praying
for no rain.
We really loved your visit. I wish, now, that you
had come about three weeks later. It was prettier then. Now it
is lovely, but a little bit hot, though I am still swinging away
with my racket in mid day ( not for long I'm told)
We have had a massive turnover at USLO with Holdridges and
many others about to go; but the replacements all appear to
be A-1 people. I am very lucky in that regard.
Bar is going home to surpise our #4 son who did a
first class job at Woodberry Forest School. He graduates in a few
days. In jUne four Bush kids come out here. I feel like hog on ice
-happier than the dickers thinking about it.
We have had some substantive things lately with the collapse
in Cambodia and the ship incident. There is a great deal of misunderstanding
about the US position, but I enjoy trying to set the record straight.
Life continues in its fascinating way out here. I am
hopeful of getting back in late August for 10 days in Maine
and maybe a week or two in DC for consultations. I sure hope our paths
cross in the not too distant future.
Many many thanks for the happiness you will have given
our little enclave out here. Everything is just perfect.

MEMORANDUM
TO
: Mr. Bush
THROUGH : Mr. Thayer
FROM
: POL - Lynn Pascoe
SUBJECT : July 4th Reception -- Meeting with Protocol
Department, Minisry of Foreign Affairs
Tang Lung-bin of the Ministry of Foreign Affairs Protocol
Department called me in this morning to discuss arrangements
for our Independence Day reception. I gave him a general
rundown of what we had planned including the Chinese reception
on the 3rd and the various events on the 4th. I told him that
for the reception on the 3rd our intentions were basically
to follow the same format that we have in the past two years.
Tang said the general arrangements seemed fine to him
although he was a bit interested in the details of the reception.
We agreed (unless you have heard something else) that you and
the leading Chinese figure would each make a very short toast
early in the reception. We also agreed that there would an
area for you to sit with the Chinese VIP's when they first
arrive but that you would sit down for only about 20-25 minutes
and spend the rest of the time circulating among the guests.
We also agreed that USLO would send a number of movie
invitations to the Protocol Department for English speaking
Chinese on the July 3 reception list.

For the past 4th of July celebrations the
Liaison Office has provided a buffet supper
for all the drivers. As you can see this is
a major production number plus being quite
expensive, I have checked with the British
to find out what they do about this for the
Queen's birthday.
They evidently serve tea and cakes (make by
the additional cooks they have to hire) and
give them lots of cigarettes and matches.
Do you wish to follow their led?

Re: July 4
Mr. Wong, distraught, told me this am that he was unable
to get help for either the 3rd or the 4th.
Everyone is 'busy' and the club has many of thier
people at the Beach Club.
Please advise Mr. Liu of this state of affairs.
I AM NOT at all concerned about the 4th. We can impress
all our kids and easily get that job done.
I am somewhat converned ofer the 3rd though I am
sure ,again, the kids will be glad to help.
Mr. Wong cannot get extra cooks or waiters.
Action: 1. ask Mr. Liu to please try with the
3rd as priority.

Dear George:
Many thanks for your note of June 6. I share your
delight that we were able to get "That's Entertainment"
for your July 4th festivities in Peking. The real credit,
however, should rightfully go to Frank Scotton in my shop
and Bill Mendenhall of IMV who pursued your request with
courage and determination worthy of a Texan.
Nothing would please me more than being able to
join you in the celebration in Peking. In the meanwhile,
every good wish for a smashing, successful July 4th. Hope
you will keep in touch and let us know how we can continue
to be helpful to you.
Warmest personal regards.

1. Please obtain from MGM answers to following questions:
(a) What is total running time of all nine reels of "That's

in order to make total showing last two-and-a-half hours or
alternatively two hours.
2. Our problem is that a three or four hour show is too long.
I saw the film on airplane flight and its running time was
considerably less than four hours.

Dear Mr. Wingo:
John Burns told me of your gracious offer to
send us some prints of the recent pictures he took
depicting our life here in Peking.
On the enclosed contact sheets I have checked
the ones we would like to have.
John also tells me that he thought you might
now have some of the color shots that he took. I
am particularly interested in one showing us
surrounded by a large group of Chinese at the
Tien An Men (Great Square) We do have a marvelous
album here, and if one or two of the color prints
are available, we'd sure love to have them.
We are going to miss John Burns here in Peking.
He is perhaps the most perceptive reporter in Peking,
and his talents will not be easy to replace.
I hope that my request for prints is not an
imposition. John assured me that this matter had
already been discussed with you.
Sincerely,
George Bush

Enclosed are contact sheets of the People pix. Arrangement
is that Time-Life (People) will print up copies of any GB
would like for his scrapbook. Since I will be gone by the
time that an exchange of correspondence takes place, I
suggest that the best thing to do would be for you (GB)
to return the contacts directly to Hal Wingo, People Weekly,
Time and Life Building, Rockefeller Center, New York, NY 10020,
with the required pix marked with a (feIt-tipped?) pen. He is
alert to the arrangement, S0 all you need do is to say that
I have handed the matter over to you in view of my imminent
departure. It goes without saying that People will supply
the prints as a courtesy, n.c. There were also two rolls
of color which none of us have ever seen, but I suspect that
at least some of those taken infront of Tien An Men would be
worth having prints (or slides) of--I know Mrs. B was intrigued
to know whether a series showing the two of them surrounded by
a crowd of Chinese worked out My suggestion: When you return
the monchrome contacts to Wingo, ask him to take a look at the
color and send out prints or slides of any that might be good
enough for the Bs to want for the album. Okay?

PS, Would you mark two or three of the better shots showing
Finocchi with GB, and forward them to F (at an address I'll
leave with you) when they come in? F says one good shot like
that should give him carte blanche at the Quirinale Palace.

my Italian is as bad as my tennis.

I was sorry to get the telegram saying the
Weintraubs and the Denvers couldn't come, but
rest assured I understand perfectly. We will sit
around playing Johnny Denver and Jane Morgan on
cassette tapes on our new stereo system, and that
will have to serve as a substitute - not, however,
as good ha having you all with us. But then in
entertainment starved Peking tapes are better
than nothing.
Pete keeps sending me clippings showing how
great you are doing, and Barbara and I take tre-

Dear Jerry:
Your letters have been great, and so was
Margaret's to Bar, which arrived after Bar left
for the States. I cheated and read it.
I just want to thank you for two things:
first, for working out the beer and cigarette
deal for our Fourth of July celebration. What
a blast of a picnic we are going to have. I
hope Phillip Morris doesn't go broke airfréight-
ing all that stuff out here to us. I got a cable
from Jay Taylor and simply told him to have it
shipped as soon as possible, knowing the delays
that are encountered.
Secondly, I want to thank you for your great
letter about the future. After reading your input,
Devine's input, and Lias' input I am convinced the
thing to do is to stay here and do as good a job
as possible and not be trying to make any concrete
plans for the future. There are rumors out of
Washington about my coming back to have a role
in the campaign, and these concern me very much
not something I would want to do. When Rog Morton
was here I had a good talk with him, and if you see
him he can fill you in on our discussions.
Love to Margaret. Ten days from now I'll be
the happiest guy in all of China, since Bar and
four of our five will be here.
Warm regards,
George Bush

Dear Mr. Cullman:
My friends Messrs. Bemiss and Bryan of Richmond
have told me about your fantastically generous and
thoughtful contribution to what I know will be a
great Fourth of July picnic here in Peking. I had
a call from Japan Airlines yesterday saying that
the beer and cigarettes were on their way in here.
I want very much to have our picnic have a little
flare and splash, and now you have guaranteed that
it will. Chinese beer is excellent, but there is
no substitute for American beer and cigarettes,
neither of which one can get here in Peking. Our
friends in the diplomatic corps and our Chinese
friends I know will be mightily impressed.
I really do appreciate all of this, and please
thank all those who helped make it possible for us
to have American beer and cigarettes.
Many, many thanks.

Concerning the beer -- I talked to our close friend
Harvie Wilkinson here in Richmond, who is a Director of
Philip Morris. That resulted in a call this morning
from Hugh Cullman, President of Philip Morris Interna-
tional. Hugh says he is very pleased to have a part in
this; that Philip Morris, at no cost to the LO or to you,
will be pleased to air freight 30 cases of Philip Morris
beer and 10 cases of Philip Morris cigarettes for your
4th of July bash. He asked: where should it be air
freighted to? To whom should the shipment be consigned?
When do you want it to arrive? He very graciously said
if you choose not to take advantage of this offer Philip
Morris will certainly understand and not be offended --
but clearly he was pleased to have the opportunity.
Concern that a letter would take too long, I have
conveyed all this to Jay Taylor SO he could cable you.
I am writing this letter simply to put the story on
paper.
When I hear from you through Jay or directly, I will
immediately get back in touch with Hugh Cullman.

Dear Pop
After checking with Jay Taylor yesterday, I called
Hugh Cullman at Philip Morris; he is sending to you at
your office in Peking, by air freight, 30 cases of
Miller High Life beer and 5 cases of Philip Morris
cigarettes. I feel sure he will attend to this promptly,
SO clear some space for the merchandise.
I am sure you want to write to Hugh. Here is his

Jay Taylor just called to emphasize the importance
of no publicity of the Philip Morris gift. Feeling
certain that Hugh had no such intentions, I was a bit
uncomfortable about writing him on the point but did SO
to avoid any misunderstanding.

Dear Mr. Org:
Mr. Horowitz asked me to give you the list of
items Mr. Austin told Amb. Bush he could provide
for the 4th of July celebration in Peking.
We presume that you will be having this shipment
sent from Hong Kong. We have found in the past
that it can take as long as from five to seven
weeks to get things to Peking so as you can see
we are working within a rather tight time frame.
Amb. Bush and the USLO staff greatly appreciate
your help in this matter.

Dear Mr. Austin:
We are a little confused on the 4th of
July project. A Mr. Org, from of all
places Australia, contacted our Herb
Horowitz asking him what it was he was
supposed to provide for the celebration
in Peking.
In order to keep things straight, I am
enclosing a copy of the letter we have
mailed to him.
The USLO staff is most grateful to you
for what you are doing to help us have
a fabulous 4th of July.

Enclosure: Letter to Mr. Org
UNITED STATES LIAISON OFFICE
Peking, People's Republic of China
May 2, 1975
Mr. Bill Fleischell,
RNC,
310 1st Street, S.E.,
Washington, D.C. 20003.
Dear Bill:
Special favor department (to be done in spare
time so as not to incur wrath of GOP hierarchy):
On July 4th we will have a big National Day
reception to which we will invite certain Chinese
officials and certain foreign diplomats.
The theme will be "an old-fashioned 4th of July
Picnic" - informal Cola, Beer, Hot Dogs.
Here are the basics:
Place - USLO (United States Liaison Office, Peking
Time - 6 pm to 7:30 pm
Date - July 4, 1975 - Celebrating our 199th year
Dress - - Casual
We will be having a movie in the small theater at the
International Club. We will have two showings: the
first at 3:00 pm; the second at 8:00 pm. Some picnic
guests will attend the 3:00 pm, others the 8:00 pm.
All will come to the picnic.
Now for my request. Could you design for me an
invitation card for the picnic and a 4th of July Movie
Ticket.
First, on the invitation card:
A card with red/white/blue border like the
ones I had at RNC might be great. The invite should
be informal, but it should read:
Mr. and Mrs. George Bush
invite you to our 199th birthday . - or,
to a July 4th picnic
-2-
Perhaps it would be better just to have the
invitation on a colorful 8 x 10 sheet with little
Uncle Sam figures shouting "beer", "coke", "hot
dogs", etc. It is okay to use the American Flag.
I would not use any China references.
Second, on the Theater Tickets:
We will need 500 red tickets (numbering
not required), Time 3:00 pm;
and 500 blue tickets, Time 8:00 pm.
The Movie should simply be billed as "An American Classic"
since I don't yet know what film we will get.
The Place: The International Club
A little footnote should read: Movie will begin promptly
at 3:00 pm, or 8:00 pm.
While designing, maybe you could design a children's
ticket, say for 10:30 a.m. (maybe we should to to three
showings in entertainment-starved Peking).
At the picnic we will have little booths (bunting-
draped) to pass out the cokes, beer, and dogs. This
will be a real first for Peking . so unlike the stuffy
receptions here. The invitation will really set the
theme and that is why I need the Fleischell touch.
Could you send me a sketch or two. It would
probably be better to get things printed back there
and then the family can bring them out when they come
in July.
I hope this isn't a terrible imposition. Don
Rhodes can give you the dope on how to send your reply.
If you are too damn busy to fool with this I will cer-
tainly understand, but tell me as soon as possible.
Mail takes forever. In fact, in replying, have Don
use both pouch and international mail to reply.
All's Well here. Spring in Peking is unbelievably
beautiful.
Thanks, Bill.
Sincerely,
George Bush
