THANK YOU FOR YOUR MESSAGE OF MAY 9 ON CHALLENGE INSPECTIONS. I
FULLY AGREE THAT AN EFFECTIVE CHEMICAL WEAPONS CONVENTION MUST BE
CONCLUDED ON AN URGENT BASIS. IT IS THAT CONVICTION WHICH
UNDERPINNED THE COMPREHENSIVE INITIATIVE I ANNOUNCED MAY 13
ADDRESSING A NUMBER OF ISSUES, INCLUDING SOME RAISED BY YOUR
EXPERTS IN THE PAST.
I APPRECIATE YOUR WILLINGNESS TO TAKE THE U.S. POSITION AS THE
STARTING POINT IN WORKING TOGETHER ON THE ISSUE OF CHALLENGE
INSPECTIONS. YOU ARE RIGHT TO FOCUS ON VERIFICATION AS AN
IMPORTANT ELEMENT OF THE CONVENTION, AND I SUPPORT A STRONG AND
FORTHRIGHT VERIFICATION REGIME. OF COURSE, THE INTRUSIVENESS OF
INSPECTIONS MUST STRIKE A BALANCE BETWEEN THE ABILITY TO MONITOR
AN AGREEMENT AND THE RISKS OF COMPROMISE OF SENSITIVE INFORMATION
ENTIRELY UNRELATED TO THE PURPOSES OF THE CONVENTION. AS YOU
KNOW, WE HAVE MADE SIGNIFICANT CHANGES IN OUR CHALLENGE
INSPECTION POSITION TO ADDRESS YOUR CONCERNS AND THOSE OF OTHER
ALLIES ALREADY. WE BELIEVE OUR PRESENT POSITION STRIKES A
CAREFUL BALANCE BETWEEN THE COMPETING CONCERNS.
THE KEY ELEMENTS OF OUR RESPECTIVE APPROACHES TO CHALLENGE
INSPECTIONS ARE GENERALLY CONSISTENT, AND I AM CONFIDENT WE CAN

FINALLY, WE HAVE DONE FURTHER THINKING ON POSSIBLE JOINT
INITIATIVES TOWARD THE SOVIET UNION AND EASTERN EUROPE, WHICH WE
THINK HAS IMPORTANT PRACTICAL AS WELL AS SYMBOLIC BENEFITS. OUR
IDEA, WHICH WE HAVE TRIED TO KEEP AS SIMPLE AS POSSIBLE, WOULD BE
FOR A JOINT INITIATIVE ON NUCLEAR ENERGY SAFETY. SUCH AN
INITIATIVE SHOULD BE POLITICALLY VERY ATTRACTIVE, BOTH IN THE WEST
AND THE EAST. FOR GERMANY AND THE U.S. TO BE WORKING TOGETHER IN
THIS AREA WOULD BE ESPECIALLY MEANINGFUL. OUR SPECIFIC IDEA WOULD
HAVE FOUR ELEMENTS:
-
(1) A JOINT COMMITMENT TO DEVELOP AND COORDINATE ONGOING
PROGRAMS OF NUCLEAR OPERATIONAL SAFETY COOPERATION WITH THE
SOVIET UNION (REFERRING TO OUR EXISTING BILATERAL PROGRAMS BUT
NOT IMPLYING ANY MERGER OF THE TWO).
(2) U.S. -GERMAN FUNDING (AT A COST OF $200,000 EACH) IN SUPPORT
OF IAEA'S COMPREHENSIVE SAFETY REVIEW OF ALL FIRST GENERATION
NUCLEAR POWER REACTORS IN EASTERN EUROPE, TO BE CONDUCTED BY
TEAMS OF U.S., GERMAN AND OTHER EXPERTS. (AS OUR LEGISLATIVE
AUTHORITY EXTENDS ONLY TO EASTERN EUROPE, THE GERMAN SIDE MAY
WANT TO FUND SIMILAR SAFETY REVIEWS OF SOVIET REACTORS.)
(3) U.S.-GERMAN MATCHING COMMITMENTS (OF UP TO $500,000 EACH FOR
ONE YEAR OR $1 MILLION FOR TWO YEARS) IN SUPPORT OF FOLLOW-ON
MEASURES TO THE IAEA SAFETY REVIEW, SO THAT U.S. AND GERMAN TEAMS
(TOGETHER WITH OTHERS, AS APPROPRIATE) COULD UNDERTAKE CONCRETE
ACTIONS IN SUCH AREAS AS OPERATOR TRAINING, POWER PLANT
MAINTENANCE, AND SAFETY PROCEDURES.
(4) A JOINT CALL ON THE IBRD AND EBRD TO ESTABLISH A PRIORITY
FOCUS ON NUCLEAR ENERGY SAFETY AS PART OF THEIR PROGRAMS FOR
POWER SECTOR REFORM, PRIVATIZATION, AND MODERNIZATION. (THIS
MIGHT INCLUDE RELATED EFFORTS LIKE ENERGY EFFICIENCY MEASURES OF
PROVISION FOR ALTERNATIVE SOURCES OF ELECTRICITY DURING PERIODS
OF NUCLEAR REACTOR SHUT-DOWNS FOR SAFETY REPAIR).

WE SEE SEVERAL ADVANTAGES TO THIS PROGRAM: IT IS SIMPLE, IT DRAWS
ON EXISTING PROGRAMS, IT WORKS THROUGH INTERNATIONAL INSTITUTIONS
LIKE THE IAEA (THEREBY MINIMIZING ANY LIABILITIES THAT INDIVIDUAL
COUNTRIES MIGHT INCUR IN THE EVENT OF NUCLEAR ACCIDENT), AND IT
FOCUSES ON NUCLEAR ENERGY SAFETY RATHER THAN THE MORE CONTROVERSIAL
AREA OF NUCLEAR ENERGY DEVELOPMENT. WHILE IT WOULD BE IDEAL TO
AGREE ON ALL THE ABOVE DETAILS BEFORE MAY 20, IT WOULD BE QUITE
ACCEPTABLE TO MAKE THE INITIATIVE (AND ANNOUNCEMENT) MORE GENERAL
so LONG AS WE ARE BOTH BEHIND THE BASIC IDEA. LET'S NOT GET BOGGED

Attached is a message from David Gompert to Peter Hartmann,
following up on discussions last week of possible joint
initiatives that the President and Chancellor Kohl could announce
May 20. The message explains that we are ready to announce a
RIAS Foundation (using proceeds from the sale of Radio in the
American Sector equipment to fund U.S. -German exchanges) and asks
whether the German side is ready to announce the German air base
initiative. Finally, it describes a possible U.S. -German nuclear
energy safety initiative for the Soviet Union and Eastern Europe.
As time is short, we hope to get this out tonight, May 13. The
substance of the initiatives has been cleared with DOE and State,
including the Coordinator's Office.

This is to follow up on our discussion about concrete joint
initiatives that the President and the Chancellor might announce
May 20. I will be writing again this week with our thoughts on
more general issues, including our response to the Soviet

Foundation is ready to be announced as far as we are concerned.
This is mainly a U.S. initiative, responding to exchange programs
your side has already implemented. It would focus exclusively on
the new German Laender and demonstrate U.S. interest and
engagement in the part of Germany from which we have been cut off
for two generations. We would of course welcome and encourage a
German contribution to the Foundation, but we are prepared to
announce the initiative regardless.
On the German air base initiative, the remaining questions on the
U.S. side appear manageable and would not preclude announcement
on May 20, but we understand that you may need more time to deal
with logistical and financial problems on your side. We will do
all we can to help resolve those issues, but your Government
needs to decide whether this initiative is ready for announcement
now. While we continue to believe this step will be a strong
reminder and reinforcement of our security interdependence, we
should defer any public steps if we cannot agree by Friday to a
May 20 announcement. (You may have seen that Bundestag Members
Wilz and Hoyer revealed publicly that this idea was under
consideration during their recent visit to Washington.)
Finally, we have done further thinking on possible joint
initiatives toward the Soviet Union and Eastern Europe, which we
think has important practical as well as symbolic benefits. Our
idea, which we have tried to keep as simple as possible, would be
for a joint initiative on nuclear energy safety. Such an
initiative should be politically very attractive, both in the
West and the East. For Germany and the U.S. to be working
together in this area would be especially meaningful. Our
specific idea would have four elements:
(1) A joint commitment to develop and coordinate ongoing
programs of nuclear operational safety cooperation with the
Soviet Union (referring to our existing bilateral programs
but not implying any merger of the two).

(2) U.S.-German funding (at a cost of $200,000 each) in
support of IAEA's comprehensive safety review of all first
generation nuclear power reactors in Eastern Europe, to be
conducted by teams of U.S., German and other experts. (As
our legislative authority extends only to Eastern Europe,
the German side may want to fund similar safety reviews of
Soviet reactors.)
(3) U.S.-German matching commitments (of up to $500,000
each for one year or $1 million for two years) in support of
follow-on measures to the IAEA safety review, so that U.S.
and German teams (together with others, as appropriate)
could undertake concrete actions in such areas as operator
training, power plant maintenance, and safety procedures.
(4) A joint call on the IBRD and EBRD to establish a
priority focus on nuclear energy safety as part of their
programs for power sector reform, privatization, and
modernization. (This might include related efforts like
energy efficiency measures of provision for alternative
sources of electricity during periods of nuclear reactor
shut-downs for safety repair).
We see several advantages to this program: it is simple, it
draws on existing programs, it works through international
institutions like the IAEA (thereby minimizing any liabilities
that individual countries might incur in the event of nuclear
accident), and it focuses on nuclear energy safety rather than
the more controversial area of nuclear energy development. While
it would be ideal to agree on all the above details before May
20, it would be quite acceptable to make the initiative (and
announcement) more general so long as we are both behind the
basic idea. Let's not get bogged down in the details now.
If you agree, we would propose to announce these initiatives
during the joint press availability following the expanded
meeting on May 20. Our suggestion would be for the President to
begin by making points on NATO and the European security identity
along the lines of the one-page paper that we gave you last week,
and then to announce briefly (one or two sentences each) these
three concrete initiatives in the names of both leaders.
As time is short, we would appreciate your reactions to these
proposals as soon as possible. Should you or someone on your

so FAR, MOST OF THE SOVIET UNION'S "NEW THINKING" IN FOREIGN POLICY
HAS SURVIVED THE TWISTS AND TURNS OF DOMESTIC POLITICS. DESPITE
THE CLEAR TURN TO THE RIGHT LAST FALL, MOSCOW COOPERATED WITH US UP

BUILD A LASTING PEACE IN THE REGION.
ON THE BALTICS, GORBACHEV IS STILL LARGELY PURSUING A PATH OF
NEGOTIATION RATHER THAN REPRESSION, ALTHOUGH SOVIET SECURITY FORCES
HAVE AT TIMES GONE PAST THE EDGE. THE SOVIETS ALSO CONTINUE THEIR
PULL-OUT IN EASTERN EUROPE. FARTHER AFIELD, THE RECENT NEGOTIATING
PROGRESS IN EL SALVADOR MIGHT WELL NOT HAVE BEEN POSSIBLE HAD THERE
BEEN A SOVIET REVERSION TO PREVIOUS POLICY. SIMILARLY, WE ARE VERY
PLEASED THUS FAR WITH BOTH THE SUPPORT THE SOVIETS ARE GIVING OUR
MIDDLE EAST POLICY AND THE SYMPATHY THEY ARE DEMONSTRATING TOWARD
WHAT WE ARE DOING IN NORTHERN IRAQ.
DOMESTICALLY, GORBACHEV'S POLITICAL POSITION REMAINS PRECARIOUS
DESPITE HIS RECENT AGREEMENT WITH THE NINE REPUBLIC LEADERS, WHICH
SEEMS TO BE AN "UP" IN HIS FAMILIAR PATTERN OF UPS AND DOWNS.
ECONOMICALLY, I AM QUITE PESSIMISTIC. GORBACHEV'S RECENT PACKAGE
OF REFORMS IS UNLIKELY TO ARREST THE SOVIET UNION'S STEADY DECLINE,
AND THE COUNTRY'S EXTERNAL PAYMENTS POSITION HAS GONE FROM BAD TO
WORSE.
THERE IS ONE SPECIFIC POINT ON OUR FOREIGN POLICY AGENDA WITH
MOSCOW THAT DOES CONCERN ME, HOWEVER. I KNOW YOU AGREE THAT THE
SOVIETS MUST BE BROUGHT INTO COMPLIANCE WITH THE PROVISIONS OF THE
CFE TREATY AS SIGNED. THAT IS THE PURPOSE OF THE PROPOSAL I
RECENTLY MADE TO GORBACHEV AND ON WHICH YOUR REPRESENTATIVES HAVE
BEEN BRIEFED.
I HAVE PROPOSED TO PRESIDENT GORBACHEV A PRACTICAL SOLUTION WHEREBY
THE SOVIETS WOULD ENSURE THAT THE AMOUNT OF THEIR EQUIPMENT IN
EUROPE, WHETHER ASSIGNED TO NAVAL INFANTRY, COASTAL DEFENSE OR ANY
OTHER BRANCH OF THE MILITARY SERVICES, WOULD NOT EXCEED THE LIMITS
SET OUT IN THE TREATY. THE PROPOSAL ALSO ASKS GORBACHEV TO CONFIRM
THAT THE EXCESS EQUIPMENT WOULD BE DESTROYED OR CONVERTED, AND
THAT HE RECONFIRM PREVIOUS SOVIET ASSURANCES THAT A SUBSTANTIAL
PROPORTION OF THE EQUIPMENT THEY HAVE WITHDRAWN EAST OF THE URALS
WILL BE DESTROYED OR CONVERTED. AT THE SAME TIME, IT AVOIDS
DIRECTLY CONFRONTING THE UNJUSTIFIABLE SOVIET INTERPRETATION OF
ARTICLE III OR REQUIRING GORBACHEV TO ACKNOWLEDGE EXPLICITLY A
REVERSAL OF THE SOVIET POSITION. WE HAVE JUST RECEIVED A
DISAPPOINTING ORAL REPLY FROM FOREIGN MINISTER BESSMERTNYKH TO
JIM BAKER. THE RESPONSE WAS NOT SPECIFIC, BUT THE SOVIETS HAVE
NOT YET ACCEPTED THE FACT THAT EQUIPMENT HELD BY NAVAL INFANTRY
IS CLEARLY COVERED BY CFE LIMITS.
IT MIGHT WELL SWAY GORBACHEV IF YOU WERE TO TELL HIM YOU ARE

INCREASINGLY LOOKS AS THOUGH JORDAN MUST PLAY A KEY ROLE. WE SHALL

Dear Francois,
As you know, Jim Baker and Aleksandr Bessmertnykh just met in the
USSR. I thought this would be a good time to share with you our
most current assessment, particularly in view of your upcoming
visit to Moscow.
So far, most of the Soviet Union's "new thinking" in foreign
policy has survived the twists and turns of domestic politics.
Despite the clear turn to the right last fall, Moscow cooperated
with us up to and through the war and is now working
constructively to try to build a lasting peace in the region.
On the Baltics, Gorbachev is still largely pursuing a path of
negotiation rather than repression, although Soviet security
forces have at times gone past the edge. The Soviets also
continue their pull-out in Eastern Europe. Farther afield, the
recent negotiating progress in El Salvador might well not have
been possible had there been a Soviet reversion to previous
policy. Similarly, we are very pleased thus far with both the
support the Soviets are giving our Middle East policy and the
sympathy they are demonstrating toward what we are doing in
northern Iraq.
Domestically, Gorbachev's political position remains precarious
despite his recent agreement with the nine Republic leaders,
which seems to be an "up" in his familiar pattern of ups and
downs. Economically, I am quite pessimistic. Gorbachev's recent
package of reforms is unlikely to arrest the Soviet Union's
steady decline, and the country's external payments position has
gone from bad to worse.
There is one specific point on our foreign policy agenda with
Moscow that does concern me, however. I know you agree that the
Soviets must be brought into compliance with the provisions of
the CFE Treaty as signed. That is the purpose of the proposal I
recently made to Gorbachev and on which your representatives have
been briefed.
I have proposed to President Gorbachev a practical solution
whereby the Soviets would ensure that the amount of their
equipment in Europe, whether assigned to naval infantry, coastal
defense or any other branch of the military services, would not
exceed the limits set out in the Treaty. The proposal also asks
Gorbachev to confirm that the excess equipment would be destroyed
or converted, and that he reconfirm previous Soviet assurances
that a substantial proportion of the equipment they have
withdrawn east of the Urals will be destroyed or converted. At
the same time, it avoids directly confronting the unjustifiable
Soviet interpretation of Article III or requiring Gorbachev to
acknowledge explicitly a reversal of the Soviet position. We

have just received a disappointing oral reply from Foreign
Minister Bessmertnykh to Jim Baker. The response was not
specific, but the Soviets have not yet accepted the fact that
equipment held by naval infantry is clearly covered by CFE
limits.
It might well sway Gorbachev if you were to tell him you are
convinced that this proposal has gone as far as is legally and
politically possible. We have tried to accommodate his needs
while bringing the Soviet Union into practical compliance with
its treaty obligations. You might wish to point out that
continuing Soviet unwillingness to honor a treaty they have
already signed could end up doing significant damage to Moscow's
image and to its relations with the West.
I also want to give you a sense of where things stand on the
Middle East peace process. Jim Baker has met the sort of
resistance to the notion of a peace conference one would expect,
especially from Syria and Israel. Nevertheless, we are narrowing
the gap on conference structure and on Palestinian
representation. Here it increasingly looks as though Jordan must
play a key role. We shall persevere, and Jim may head back to
the area soon. I think we are fast approaching the point for
closure; either we will convene a conference (with the EC there),
or we must try another approach. What I will not accept is for
the process to be delayed by the intransigence of one or more of
the parties.
I wish you a very successful trip, and I will look forward to

The President is very pleased with the degree of cooperation
that now exists between the US and French forces in Operation
Provide Comfort. The situation in Zakhu has been stabilized and
the refugees are now beginning to return in considerable numbers.
Our commander on the scene believes that it is time to begin
slowly extending our efforts up the valley to the east toward
Al Amadyah, and in due course beyond Al Amadyah to the town of
Suri, twenty kilometers further east. He proposes using
coalition forces to provide the security environment in these two
areas to allow refugees to flow back into the valley and home to
their original villages.
The plan has been briefed to your commander in the field and
I know that Admiral Lanxade has discussed it with General Powell.
This plan has our support here and we hope you concur it is the
right course to pursue.

- THE CAMP CONSTRUCTION IN THE ZAKHU AREA IS PROGRESSING.
- INITIAL OPERATIONS TO CONSTRUCT THE HUMANITARIAN CAMP HAVE

- Initial operations to construct the humanitarian camp
have brought our forces into close contact.
- However, no untoward incidents have occurred in the Zakhu
area. We note further that Iraqi forces are getting repositioned
to preclude an unintended incident.
- At the same time, a large number of Iraqi security

- The net effect has been to create an atmosphere of

and return the area to normalcy as soon as possible.
- Should we encounter Iraqi military or security personnel
