Enclosed with this letter is a copy of our "Proposal for a
Federal-State Partnership to Stimulate Competitive Research
Capacity" which will serve as the focal point for discussion at our
meeting. The growth of the EPSCoR budget from $8 million at one
agency when we first met with you two years ago, to, we expect, $50
million at seven agencies and Departments in FY '92, has created a
critical need for coordination of this overall effort at your
level. While this is clearly a much smaller program than the other
initiatives you have so successfully provided leadership and
coordination for, we are extremely hopeful that you will find it
possible to make this one of your initiatives for FY '93.
