Stewart Van Scoyoc President OFFICE OF THE DIRECTOR November 6, 1991 Dr. D. Allan Bromley Assistant to the President for Science and Technology Director, Office of Science & Technology Policy Old Executive Office Building 17th Street and Pennsylvania Avenue Room 360 Washington, D.C. 20500 RE: Meeting on November 12, 1991 at 2:00 p.m. Dear Dr. Bromley: Thank you so very much for agreeing to meet with a delegation from the Coalition of EPSCoR States on Tuesday, November 12, 1991 at 2:00 p.m. While there is intense interest throughout the Coalition in this meeting, in order to facilitate discussion we have kept the group as small as possible, consistent with giving you a good cross sectional view of our membership. Attendees will be as follows: 1. H. STEWART VAN SCOYOC President, Van Scoyoc Associates Washington Counsel Coalition of EPSCoR States DATE OF BIRTH: (b)(6) 2. DR. GENE D'AMOUR Chairman, Coalition of EPSCoR States DATE OF BIRTH: (b)(6) 3. DR. SAMMIE W. COSPER Commissioner for Higher Education of the State of Louisiana DATE OF BIRTH: (b)(6) 4. DR. ELISABETH ANN ZINSER President, University of Idaho DATE OF BIRTH: (b)(6) Bush Library Photocopy Dr. D. Allan Bromley November 6, 1991 Page 2 5. DR. MICHAEL P. MALONE President, Montana State University DATE OF BIRTH: (b)(6) 6. DR. DOUGLAS TREADWAY Chancellor, North Dakota University System DATE OF BIRTH: (b)(6) 7. DR. DONALD W. ZACHARIAS President, Mississippi State University DATE OF BIRTH: (b)(6) Enclosed with this letter is a copy of our "Proposal for a Federal-State Partnership to Stimulate Competitive Research Capacity" which will serve as the focal point for discussion at our meeting. The growth of the EPSCoR budget from $8 million at one agency when we first met with you two years ago, to, we expect, $50 million at seven agencies and Departments in FY '92, has created a critical need for coordination of this overall effort at your level. While this is clearly a much smaller program than the other initiatives you have so successfully provided leadership and coordination for, we are extremely hopeful that you will find it possible to make this one of your initiatives for FY '93. Sincerely, Stan Vaty H. Stewart Van Scoyoc cc: Mr. J. Thomas Ratchford Bush Library Photocopy
