Enclosed herewith is a memorandum prepared by Dr. Nancy Maynard of my staff
that provides background information on the planning underway for U.S. participation
in the UN's sponsored Conference on the Environment and Development scheduled for
Rio de Janeiro, Brazil in June 1992.

UNCED Update
As you know, the second Preparatory Committee meeting on the UNCED recently
concluded in Geneva, and briefings were presented both to a small White House
group and to the PCC last Friday. I will summarize below the background, results
of the second PrepCom, recent US activities, and some concerns and possible actions.
Background
The UN Conference on Environment and Development (UNCED) will be held at the
Head of State level in Rio de Janeiro, June 1-12, 1992 to set world priorities in
environment and development issues and their linkages well into the 21st century.
The June 1992 UNCED commemorates the 20th anniversary of the Stockholm
Conference on The Human Environment which set the tone for the international
environmental agenda for the last 20 years. Stockholm issued a declaration of
principles and established the UN Environment Programme (UNEP) to coordinate
international environmental work.
The Conference agenda, established by UNGA Resolution 44/228 (December 1989),
seeks to take up all environmental issues, and other cross-cutting issues such as
public access to information, legal mechanisms, technology transfer and financial
assistance. UNCED will also consider how to integrate environmental objectives with
economic development.
Four preparatory meetings are planned:
August 1990 - Nairobi
March 1991 - Geneva
August 1991 - Geneva
February/March 1992 - New York
Conference Secretary Maurice Strong (Canada)
Chair, Preparatory Committee . Tommy Koh (Singapore)
Work in the remaining Preparatory Committee meetings will take place in four
bodies:
The Plenary - will also deal with cross-cutting issues, such as the provision of
financial resources for environmentally sound projects in developing
countries and the transfer of environmentally-appropriate technology to
those countries
WG 1. Atmosphere and climate change, land resources, and biodiversity
(Chair, Sweden)
WG 2. Oceans, fresh water, wastes and toxics (Chair, Nigeria)
WG 3. legal and institutional issues - mechanisms for international
agreements (Chair, Czechoslovakia)
PrepCom March 18-April 5, 1991 - Summary of Results:
Delegates (110 countries) set up a flexible procedure for accrediting NGO's (resulting
in participation of 134 environmental and developmental groups). Working Group
III was set up with strong terms of reference. Constructive debate began on a number
of issues - e.g., marine pollution, hazardous wastes, toxic chemicals and soil loss.
Good discussion on technology transfer occurred including a well-received US
statement.
The most satisfying progress on substantive issues was the momentum built for
signing a separate forest agreement at Rio, which the Houston Summit endorsed.
Unresolved issues from 2nd PrepCom:
The US received only limited response to action-oriented US initiatives on ocean and
toxic chemicals. There was no agreement regarding UNCED's role in climate change
(as opposed to the ongoing negotiations in the Framework Convention). Work has not
really begun on the the conference's 2 major outputs - "Earth Charter" (statement of
principles) and "Agenda 21" (program of action).
Recent US Activities in Preparation for UNCED
a. US Government Preparations
Department of State (OES) is the US Government lead in preparing for this
conference. Curtis (Buff) Bohlen, Assistant Secretary of State, set up an UNCED
Coordination Center and appointed Ambassador Robert Ryan (Senior Foreign Service
Officer, an economist and former Ambassador to Mali) as Director and David
Williams (former Chief of Planning and Environment, BLM) as Deputy Directory.
The total 7 person staff is located in the top floor of CEQ.
A total of 37 position papers and 3 background papers were circulated just prior to
the PrepCom for review. (Tab A - list of papers)
b. US National Report
Each country is preparing a National Report (a self study of national resource base
and current environment/development policies) for submission in July 1991. CEQ is
preparing the US report with major support from EPA and is presently circulating a
draft of this report to agencies for review and comment. In conjunction with this
project CEQ is setting up public hearings throughout the US on issues covered in the
report. (Schedule of hearings - Tab B)
c. Congressional Hearings
Congressional hearings are also underway on UNCED with the first hearing on April
16 before the House Subcommittee on Human Rights and International
Organizations. Buff Bohlen (DOS) and Mike Deland (CEQ) will be testifying.
Concerns/Possible Actions
In our small White House meeting last Friday on this issue, a number of concerns
were expressed:
1. It is important to establish an orderly, regular process at the policy level
in the White House to follow the progress of UNCED in a more detailed way.
(Receiving a stack of 40 papers to review a few days prior to the start of the
PrepCom is not conducive to good policy-making.)
2. We (WH) need to determine exactly what US objectives are in
UNCED and then work to steer the process so that our objectives are fulfilled.
3. A better, tighter system needs to be set up by the US Secretariat (Ryan) to
coordinate the 41 issues/papers among all agencies over the coming months
and to determine consistency with US policy, etc.
4. Maurice Strong (Canada) is evidentally running a very strong Secretariat
and has firm control of output. There is concern that he will control most of
the final products. To avoid this, we must become more involved in the work
of the Secretariat (presently, we have one American (quite good) among the
15 Secretariat employees. However, it is said that much of the work is being
done off-line by consultants, etc.)
5. The UNCED Secretariat will be producing a draft declaration of principles
("Earth Charter") and a detailed program of action ("Action 21"). We should
find a way to work agressively on those documents as soon as possible.
6. Contingency plans need to be made in case the President decides to join
other Heads of States at the Conference because nearly all of the hotel rooms
have been booked already (7,000 rooms).
7. Given the amount of attention that this Conference will receive and its
timing, this is a potential major opportunity (or risk) and we need to work
hard to insure that it is fully developed and maintained as a "win".
