Clearances with Coordinator for Eastern Europe
As announced December 6, Deputy Secretary of State Lawrence S.
Eagleburger has been designated as the President's Coordinator
for U.S. assistance to Eastern Europe. In that capacity, he will
oversee and coordinate the programs and activities authorized by
the Support for East European Democracy (SEED) Act of 1989,
assure effective follow-up to the Presidential Mission to Poland
in cooperation with the Mission's leaders, and coordinate any
additional U.S. assistance or initiatives in support of
democratic reform in Eastern Europe.

In order for this coordination to be carried out effectively, all
agencies should clear in advance with Deputy Secretary
Eagleburger's office any relevant speeches, Congressional
testimony, travel, program initiatives and press statements
consistent with procedures to be disseminated by the
Coordinator's office.

Program (NLP) as recommended by the Executive Agent for the
National Communications System (Defense Department) and the
Executive Order 12472

SUBJECT:
Telecommunications Service Priority System
Your June 29 status report on the implementation of the
Telecommunications Service Priority (TSP) system is appreciated.
It is important that we achieve initial operating capability date
as close as possible to the September 1, 1990 date.
To facilitate timely achievement of IOC, we requested the
departments and agencies to report on the status of the actions
taken or planned to implement the TSP within their organizations.
This request was made in a December 1, 1988 memorandum. A copy
is attached (Tab A). Copies of the individual department and
agency responses have already been provided to you.
A second set of TSP status reports by the departments and
agencies was requested by September 30, 1989. In order to
facilitate the development of these reports, you are requested to
reiterate the requirement through the National Communications
System interagency organizations, the Committee of
Representatives and the Committee of Principals.

SUBJECT:
FY 1988 Annual Report
The National Communications System (NCS) annual report for fiscal
year 1988 has been reviewed. With respect to the first of the
three issues raised in the report, the funding mechanism is being
reviewed within the Executive Office of the President. Until
such time as a new funding mechanism is approved, continue to use
the current mechanism as stated in the August 22, 1988 memo from
the Director of the Office of Management and Budget to the
NCS member agencies.
The second issue, extension of the National Security
Telecommunications Advisory Committee beyond September 30, 1989
will require development of an Executive Order. It is our
understanding that a proposed Executive Order is being developed
by the NCS. Given the clearance times required for Executive
Orders and the possible need to coordinate this with decisions on
other advisory committees, the proposal should be submitted as
soon as possible.
The third issue involves the need to reconsider and possibly
modify the telecommunications planning process. NCS is
encouraged to review the process and resolve any associated
policy issues through the PCC on National Security
Telecommunications.

SUBJECT:
National Level Program Sensitivity Analysis
The December 29, 1989 NSEP National Level Telecommunications
Program Assessment responds to the July 25, 1988 request for a
"performance sensitivity analysis." Based upon the report, a
number of questions have been raised and have been sent to the
Manager, NCS, by the Office of Science and Technology Policy.
Answers to these questions in these areas will be required to
characterize fully the survivability of the network. The
questions generally deal with the following factors:
Survivability of communications elements against
electromagnetic pulse,
Availability of power/fuel to the system after damage
has been sustained,
Sensitivity of call completion probability to level of
damage inflicted on the system.
The July memo required a NETS cost reduction study which is still
pending. The study must explore options such as the competitive
purchase of equipment, the use of low-cost operating concepts,
and the reduction of call routing costs. Because of ever-
tightening budget constraints, we need to look for ways to reduce
costs of the program significantly.
A final decision on a post-FY 1990 NETS program funding will be
predicated on the results of the survivability issues and the
presentation of options for reducing life cycle system costs, as
stated in the July memo and reiterated in the NCS FY 1990
National Level Program Funding Guidance, dated August 22, 1988.
Pending those responses, implementation of the National Level
Program as recommended by the Interagency Group Committee of
Principals and as approved by the Steering Group in its December
1987 guidance should be continued.
