Smith Hempstone, a syndicated columnist since 1970, is
the newly appointed Ambassador to Kenya. He served as
Editor-in-Chief of The Washington Times in 1984-85. In
addition, he was a Nieman Fellow at Harvard University.
Ambassador Hempstone is departing for Kenya on Tuesday.
Chas Freeman, Ambassador to Saudi Arabia, joined the Foreign
Service in 1965. Since then he has served in numerous
positions at the State Department as well as in India,
Taiwan, China and Thailand. Chas was DCM in Beijing during
your 1982 visit there and, since 1986, has served as the
Principal Deputy Assistant Secretary of State for African
Affairs. Ambassador Freeman is departing for Saudi Arabia
Friday afternoon.

I. PURPOSE
To provide a photo opportunity for two U.S. Ambassadors
prior to departure for their posts.
II. BACKGROUND
Smith Hempstone, a syndicated columnist since 1970, is
the newly appointed Ambassador to Kenya. He served as
Editor-in-Chief of The Washington Times in 1984-85. In
addition, he was a Nieman Fellow at Harvard University.
Ambassador Hempstone is departing for Kenya on Tuesday.
Chas Freeman, Ambassador to Saudi Arabia, joined the Foreign
Service in 1965. Since then he has served in numerous
positions at the State Department as well as in India,
Taiwan, China and Thailand. Chas was DCM in Beijing during
your 1982 visit there and, since 1986, has served as the
Principal Deputy Assistant Secretary of State for African
Affairs. Ambassador Freeman is departing for Saudi Arabia
Friday afternoon.

The President and Mrs. Bush will present the National Medal of
Arts to eleven distinguished Americans and one corporation for
their important contributions to the cultural life of the Nation.
The awards ceremony will take place during a White House luncheon
honoring the recipients on November 17.
The 1990 National Medal of Arts will be awarded to:
Leopold Adler, preservationist/civic leader, Savannah, Georgia;
Dayton Hudson Corporation, corporate patron, Minneapolis,
Minnesota;
Katherine Dunham, dancer/choreographer, East St. Louis, Illinois;
Alfred Eisenstaedt, photographer, New York, New York;
Martin Friedman, museum director, Minneapolis, Minnesota;
Leigh Gerdine, civic leader/arts patron, St. Louis, Missouri;
John Birks "Dizzy" Gillespie, jazz trumpeter, Englewood, New
Jersey;
Walter Kirkland Hancock, sculptor, St. Louis, Missouri;
Vladimir Horowitz, pianist, (posthumous)
Czeslaw Milosz, writer, Berkeley, California;
Robert Motherwell, painter, Greenwich, Connecticut;
John Updike, writer, Beverly Farms, Massachusetts.
This will be the fifth annual presentation of the National Medal
of Arts, which unlike other arts awards is not limited to a
single field or area of artistic endeavor. The medal is designed
to honor those who have encouraged the arts in this country and
offered inspiration to others either through distinguished
achievement, support, or patronage.

The National Medal of Arts, proposed by former President Reagan,
was approved by Congress and enacted into law in 1984. It
specifically authorizes the President to award no more than 12
medals each year "to individuals or groups who in the President's
judgement are deserving of special recognition by reason of their
outstanding contributions to the excellence, growth, support, and
availability of the arts in the United States."
Sculptor Robert Graham designed the National Medal of Arts. The
four-inch sterling silver medal depicts six dancing figures and
the words "National Medal of Arts" in bas-relief on the obverse.
The reverse of the medal bears the cast words "United States of
America" and the engraved name of the individual recipient.
Nominations for the National Medal of Arts are sought annually by
the National Endowment for the Arts. Recommendations for
recipients of the Medal are made by the National Council on the
Arts, the Endowment's presidentially-appointed advisory body, of
the most qualified candidates; these recommendations are then
forwarded to the White House for final selection by the
President.
