I. PURPOSE

economy and a series of economic growth packages. Scheduled

STATEMENT BY THE PRESS SECRETARY
The President and Nelson Mandela, President of the African
National Congress, met for approximately 30 minutes in the Oval
Office. They had a very good meeting, during which they
discussed recent developments in South Africa. The President
said that the announcement that the Convention for a Democratic
South Africa would begin on December 20 is very promising news.
He noted that South Africa's political parties appear to be
finding common ground and share many principles and objectives.
The President also emphasized that the South African economy will
be a key factor in a successful transition to democracy and that
a growing economy that can attract investment will be crucial in
the months ahead.

To recognize the Marine Corps Reserve "Toys For Tots"
Program.
II. BACKGROUND
Since 1947, the Marine Corps Reserve "Toys For Tots" Program
has been providing new toys to needy children at Christmas
time. They collect new, unwrapped toys and deliver them to
less fortunate children during the holidays. Although the
"Toys For Tots" Program is an annual nationwide campaign,
the program is tailored to fit local needs by emphasizing
the uniqueness of each community. The program also receives
support from major corporations, local businesses, community
organizations and individual citizens throughout the
country.

THE PRESIDENT: We certainly wish you well and we're
proud of the way you've been received by the General Assembly and the
Security Council. And we wish you all the best in the future. And
the U.N. is so much more relevant now given its leadership and whole
peacekeeping and peacemaking field. And I just think you're coming
in at a most interesting time. The U.N. is very fortunate you are
there.
SECRETARY GENERAL GHALI: Thank you, Mr. President.

fourth quarter aren't looking so great.
THE PRESIDENT: You missed what I said earlier. I know

Administration's initiatives intended to promote economic
growth.
II. BACKGROUND:
You are meeting with the National Association of
Manufacturers' (NAM) executive committee composed of CEOs
from manufacturing companies across the U.S. NAM is a
voluntary business association of more than 12,500 member
companies and subsidiaries, large and small, located in
every state. A major emphasis of NAM is export promotion of
manufactured goods. NAM member companies employ 85 percent
of all workers in manufacturing and produce more than 80
percent of the nation's manufactured goods.
NAM has been very supportive of Administration initiatives
over the past three years including the Gulf vote,
capital gains, fast track, opposition to mandated
benefits and striker replacement legislation. NAM led the
civil rights effort for the Fair Employment Coalition, but
did not support the final legislation.
Secretary Mosbacher will chair the meeting after you depart.
