The details of this proposal are set forth in the enclosed letter from the Director of the Office of Management and Budget, with whose comments and observa- tions I concur. Details of this proposed amendment are contained in the enclosure to this letter. I have carefully reviewed the proposal for appropriations contained in this document and am satisfied that this request is necessary at this time. Lynn T.b Director Enclosure DEPARTMENT OF THE INTERIOR Budget 1976 1976 1976 appendix Request Proposed Revised page Heading Pending Amendment Request 584 TERRITORIAL AFFAIRS Trust Territory of the Pacific Islands $81,000,000 $3,000,000 $84,000,000 (Amend the first paragraph under the above heading by inserting the following immediately after "Provided," ":) That $3,000,000 shall be available for an ex gratia payment to the people of Bikini Atoll pursuant to Public Law 94-34: Provided further, This proposed amendment will provide for the payment of $3,000,000 ex gratia to the people of Bikini Atoll in the Marshall Islands, Trust Territory of the Pacific Islands. The payment is for the hardship they have endured from 1946 to the present time as a result of having been relocated from Bikini to other islands so that Bikini could be used for U.S. atomic testing. The legislation authorizing this payment was signed on June 13, 1975 (P.L. 94-34).
