The details of these proposals are set forth in the enclosed letter from the Director of the Office of Manage- ment and Budget. I concur with his comments and observations. D.C. 20503 The President The White House Sir: I have the honor to submit for your consideration proposed supplemental appropriations in the amount of $622,500 for the fiscal year 1976 and in the amount of $295,000 for the transition quarter for the National Commission on Supplies and Shortages, as follows: OTHER INDEPENDENT AGENCIES National Commission on Supplies and Shortages Salaries and Expenses For necessary expenses to carry out the provisions of the National Commission on Supplies and Shortages Act (Public Law 93-426), including personal services without regard to the provisions of law regulating the employ- ment and compensation of persons in the Government service, $622,500: Provided, That this appropriation shall be available only upon enactment into law of authorizing legislation. For necessary expenses for the period July 1, 1976, through September 30, 1976, to carry out the provisions of the National Commission on Supplies and Shortages Act (Public Law 93-426), including personal services without regard to the provisions of law regulating the employment and compensation of persons in the Government service, $295,000: Provided, That this appropriation shall be available only upon enactment into law of authorizing legislation. These proposed supplemental appropriations are needed to enable the National Commission on Supplies and Shortages to report on the possible need for institutional adjustments for the Government in order to deal with future materials shortages. 2 I have carefully reviewed the proposals for appropriations contained in this document and am satisfied that these requests are necessary at this time.
