Sir:
I ask the Congress to consider a proposed supplemental
appropriation for the transition quarter in the amount of
$200 million to liquidate contract authority for the
Environmental Protection Agency.
The details of this proposal are set forth in the
enclosed letter from the Director of the Office of Management
and Budget. I concur in his comments and observations.

Sir:
I have the honor to submit for your consideration a
proposed supplemental appropriation for the transition
quarter in the amount of $200,000,000 for the liquidation
of contract authority for the Environmental Protection
Agency. Details of this proposal are contained in the
enclosure to this letter.
I have carefully reviewed this budget request and
I am satisfied that it is necessary at this time. I
recommend, therefore, that this proposal be transmitted to
the Congress.

ENVIRONMENTAL PROTECTION AGENCY
CONSTRUCTION GRANTS
For an additional amount for liquidation of obligations,
"Construction grants", for the period July 1, 1976,
through September 30, 1976, $200,000,000.
This request will provide cash to liquidate contract
obligations in the transition quarter by the Environmental
Protection Agency for the construction of municipal sewage
treatment facilities. These additional funds are necessary
because the demand to liquidate obligations in the transition
quarter is greater than was originally estimated.
