Biographical Sketch of Reverend Doctor R.E. Price, Sr.
Reverend Doctor R.E. Price, Sr. has served as pastor of New Mount Zion Baptist Church of Dallas,
Texas, Inc. for over 36 years. He is known to be a man of true benevolence.
Since becoming pastor of New Mount Zion, Dr. Price has seen it grow from less than one hundred
members to more than 3,000 members. The church now has 25 religious, educational, business, and
technological ministries to meet the needs of all the members. The number of ministers who aid the
pastor in ministering to those in need ranges from 15-20. His dream of a day care center for the children
of members and the community was realized almost 30 years ago when the center was started. The center
now serves 110 families.
In 2000, his dream of having a credit union was achieved when the New Mount Zion Baptist Church
Credit Union was chartered. The credit union serves close to 700 members of New Mount Zion and is
now reaching out to the community.
Dr. Price graduated from Prairie View A&M University in 1954 with a degree in Agriculture and
Mathematics. He also attended Bishop College in Dailas, Texas for training in the field of Theology. In
November 2003, he received his Doctor of Divinity degree from Saint Thomas Christian College.
He worked 28 years for the Lomas and Nettleton Mortgage Banking Corporation and retired as Vice
President. He has been a resident of the Hamilton Park community for over 40 years. He's been an
integral part of the Hamilton Park Pacesetter School and the overall Richardson and Dallas Independent
School Districts for many years and has an allegiance to or holds office in:
Hamilton Park Civic League;
Presbyterian Village North Board of Directors (currently serves as Secretary);
Greater Rising Star District Association (currently serves as Vice Moderator);
Missionary Baptist General Convention of Texas;
National Missionary Baptist Convention of America;
Greater Dallas Council of Churches;
Dallas Ministers' Alliance (currently serves as 1st Vice);
Board of Directors of the Dallas Museum of Arts;
Dallas Black Chamber of Commerce;
Interdenominational Ministers Alliance;
Dallas Urban League;
Life Member of the N.A.A.C.P.;
Life Member of the Prairie View A&M National Alumni Association;
Member of the NDDC Chapter of the Prairie View A&M Alumni Association;
and any group that strives for excellence in the home, church, and community.
Dr. Price has been a community leader for over 50 years. To this end, legislation is in progress to name
the Hamilton Park Post Office in his honor. This legislation has already passed in the House of
Representatives and is awaiting approval by the Senate.
Dr. Price has been married to Deloris Brashear Price for over 50 years. They have three adult children
and three grandsons.

It is great that you are taking a swing through Latin America. It will
be good for you to get a break from the nightmare of the Middle East
and it will be very good for the Latinos, who tend to glow when the
Washington focus is directed at them.
Martha and I have been going to Guatemala every summer for the
last 40 years and we have a great affection for the place and its people,
particularly the Gringos who have gone there to do something
constructive. One of them is a Philadelphia rose grower (and a
supporter) named Joe DeCicco and he called after he learned of your
plans to visit Chimaltenango to say that he would be very proud to have
you come by the greenhouses of Beacon Farms, from which he ships
25,000 pounds of herbs to the USA every month.

Op-ed for the Tennessean on the National Parks Centennial Initiative

I used to imagine that if I were President I would tell the budget
director to give national parks all the money they need.
It looks like President Bush has done just that.
This is great news for the Great Smoky Mountains National Park and
Tennessee's nine other national park units including Natchez Trace
Parkway, Shiloh Battlefield and the Big South Fork Recreation Area.
To celebrate the 100th year of the National Park system in 2016, his
bold and creative Centennial Initiative would over ten years:
add $100 million a year for base operating funds and
add up to $100 million a year in government matching funds to attract
another $100 million from the private sector.
For the Great Smokies this means almost two million new dollars next
year, a 12 percent increase. The Smokies need the help. Nearly ten million
people visited the Smokies last year, more than three times the number that
visited Yellowstone. To handle the pressure, 2,000 volunteers worked
115,000 hours restoring trails and operating visitors' centers. The Friends of
the Smokies and Great Smoky Mountains Association contributed $3
million.
This volunteer tradition is not new. In the 1920's Governor Austin
Peay carried Tennessee legislators twice by train to Knoxville to persuade
them to appropriate $2 million to help buy 500,000 acres that include the
largest mountains in the eastern United States and one of the most
biologically diverse areas of the world. North Carolina did the same.
Citizens contributed another $1 million. John D. Rockefeller, Jr. matched
that $5 million. So in 1934, for $10 an acre, the Smokies became the only
national park donated to the country. We're lucky we got it when we did
since land adjacent to the Smokies in Blount County where I grew up hiking
sells for $20,000 an acre or even more today.
The President's proposal exceeds what park groups had requested.
And this is not his only recent decision that helps the Smokies. New clean
air rules reduce sulfur pollution that causes asthma and interferes with
visibility. Mercury is being regulated for the first time. The last Congress
provided bigger tax deductions for conservation easements. There is more
to do. With Democratic Sen. Tom Carper of Delaware I am introducing
clean air and climate change legislation to put new clean air rules into law,
to strengthen the mercury rule and to put carbon caps on emissions from coal
fired power plants.
Italy has its art, Egypt has the pyramids, and the United States has The
Great American Outdoors. And many national parks-like Shiloh-are
historic as well as scenic. To help our children understand that national
parks are part of our national character I have this suggestion. In 2003
Congress approved my legislation to create summer "Presidential
academies" for outstanding teachers and students of American history. Why
not have 100 of these academies each summer at one of the 390 national
park properties? Can you imagine a better lesson about what it means to be
an American than, for example, a week with David McCullough at the John
Adams house in Massachusetts?
Lamar Alexander is Tennessee's senior senator and a member of the
Interior Appropriations subcommittee with jurisdiction over national parks.

Dear Mr. President:
I would like to bring your attention to a critical situation facing America's
biopharmaceutical companies in Thailand. As you know, the military took power in a
coup last fall and ousted the democratically-elected government in that country. Since
that time, military rulers have put in place a number of onerous measures aimed at
foreign companies and favoring domestic interests.
From the perspective of research-based bio pharmaceutical companies, the most
egregious of these new measures is the effective expropriation of our patent rights in
Thailand. With no notice whatsoever to the companies involved, the Government of
Thailand has announced compulsory licenses eliminating patent protection for three
important medicines and is threatening ten more. The companies involved stand ready
and willing to work with the Thai Government to address the health needs of Thai
patients, but Thai officials have refused even to discuss the situation in a constructive
fashion.
Biopharmaceutical companies seek to be a partner with governments around the
world in enhancing access to needed medicines. Our companies contribute hundreds
of millions of dollars worth of medicines to developing countries to help them meet their
access goals. Compulsory licensing should always be a last resort in addressing these
issues, and is entirely inappropriate when innovator companies stand ready and willing
to work with the Government.
We greatly appreciated the positive engagement of the U.S. Embassy and the
Administration to date; however, as the situation continues to worsen, we greatly need
the strong support of the U.S. Government to convince Thailand to respect property
rights of U.S. companies and work in a collaborative fashion to most effectively address
the health needs of Thai patients.

November 11, 2006 at a community dinner celebrating his life in public service. We envision
this tribute as not only including people from Silicon Valley but individuals from throughout

attendance.
Mr. Yoshihiro Uchida, a long-time personal friend of Norm and 1, will chair this event.
Because of Norm's service as a Cabinet secretary to your administration and the previous one,
we are asking you and President Clinton to be the honorary co-chairs of this event. We are also
going to ask Vice President Gore and Senator Robert Dole to be honorary co-chairs. We hope
that you will be in attendance on this special night as well.
Norman Mineta is a heroic American figure. His decisive action on 9-11 was a compliment to
you and a tremendous benefit to the world. But there is so much more to this man. After
spending his childhood in an internment center, be served his country in the armed forces
during the Korean conflict, and went on to public office at the highest levels. Clearly, Norm
embodies the American spirit. Modest to a fault, he has agreed to this dinner with the

Museum in Los Angeles.

I submitting a request on behalf of the Arbor School in Houston, Texas. This school,
which provides and cares for children who are mentally challenged, can use some help.
The staff has met all their requirements for approval of Javits, Wagner, O'Day (JWOD).
The bad news is they were granted the least JWOD could do.
Their products, which are made as much as possible by the kids, go toward financing
what is a cost prohibitive care. The people at the Arbor School have worked very hard
for the past two years to gain JWOD procurement TGR Total Government Requirement.
They met all requirements for TGR, but were granted GSA which is very narrow and a
fraction of the TGR. This narrow approval is appreciated, but is a breakeven proposition
for the Arbor. Without the TGR approval there is no real financial benefit.
I ask for your office to look into the matter since all the members of the JWOD
Committee are presidential appointees and report to the President. Arbor School would
like to request that the JWOD staff and the JWOD Committee grant the Arbor Total
Government Requirement (TGR) and A-List status on the 37 stamp items Arbor currently
has on the JWOD procurement list.
I regret having to ask you given the load you carry, but these kids and their families move
me to do it.
I appreciate any inquiry from your office on behalf of the Arbor School. I understand if
they do not make the list with so many other deserving requests.

Dear Mr. President:
I am writing today to commend you for the incredible leadership that
you have shown this country with your vision related to renewable energy.
Recognizing America's "addiction to oil" in last year's State of the Union and
following up this year with your bold proposal to replace 30% of the fuel used
in this country with biofuels is a goal that I feel certain Florida can help
achieve.
Two years ago, I recognized Florida agriculture's potential to be a
leader in the renewable energy field given our mild winters and subtropical
climate, which allow for double or even triple cropping of biofuel feedstocks.
This, coupled with the outstanding research being conducted by the University
of Florida into cellulosic ethanol production, spurred me to start the Florida
Farm to Fuel Initiative. Florida Governor Jeb Bush's enthusiastic support
assured me that we were well on our way to achieving this vision. I strongly
believe that increasing our domestic ethanol production, coupled with
imported biofuels from our Central and South American trading partners, will

reduce our reliance on Middle East oil. In addition to greater economic
independence and national security concerns, the Farm to Fuel Initiative also
grew out of my desire to ensure Florida agriculture's viability well into the
future. Growing biofuel feedstocks may well be the buffer our producers need
to stay in business as agriculture trade becomes more and more global. And
finally, I also considered that plant pest and diseases, the biggest threat to our
farmers, will not be a major factor when they are growing a crop for fuel.
Today, I, along with Governor Charlie Crist's office and members of
the Florida House and Senate, will be announcing the first recipients of
Florida's renewable energy technology grants. I was gratified that the Florida
Legislature also saw the benefits of encouraging this burgeoning industry and
provided $15 million to promote and enhance renewable energy technologies
in the state. From a demonstration plant that uses citrus wastes for ethanol
production to a feasibility study for sugarcane waste as a feedstock, it is my
hope that these grants will be the first of many to come.
I want to applaud both you and United States Department of
Agriculture (USDA) Secretary Mike Johanns for the commitment to
renewable energy that is evident in USDA's recently released 2007 Farm Bill
proposal, particularly its emphasis on cellulosic ethanol production. I look
forward to working with Florida's Congressional Delegation to ensure these
important provisions are included in the legislation.

Your editorial of February 28, "Government by Law, Not Faith," mischaracterizes the
purpose of President Bush's Faith-based and Community Initiative, which is to eliminate
barriers to the equal participation of any nonprofit group, religious or secular, in publicly
funded social services. The executive order implementing the Initiative makes clear "the
paramount goal is compassionate results, and private and charitable community groups,
including religious ones, should have the fullest opportunity permitted by law to compete
on a level playing field."
Your editorial also repeats the claims that "faith-based initiatives favor religious
applicants for grants over secular applicants." This assertion is contrary to the
President's instructions (codified in federal regulations) that "[n]o organization should be
discriminated against on the basis of religion or religious belief in the administration of
Federal financial assistance under social service programs." Moreover, a review by the

General Accounting Accortability Office found no evidence of discrimination in favor of faith-based
organizations.
An accurate, complete account of the Initiative's goals and non-discrimination policies

Government by Law, Not Faith
The Supreme Court hears arguments today in a case that could have a broad
impact on whether the courthouse door remains open to ordinary Americans
who believe that the government is undermining the separation of church and
state.
The question before the court is whether a group seeking to preserve the
separation of church and state can mount a First Amendment challenge to the
Bush administration's "faith based" initiatives. The arguments turn on a
technical question of whether taxpayers have standing, or the right to initiate
this kind of suit, but the real-world implications are serious. If the court rules
that the group does not have standing, it will be much harder to stop
government from giving unconstitutional aid to religion.
Soon after taking office, President Bush established the White House Office of
Faith-Based and Community Initiatives, and faith-based offices in
departments like Justice and Education. They were intended to increase the
federal grant money going to religious organizations, and they seem to have
been highly effective. The plaintiffs cited figures showing that from 2003 to
2005, the number of federal grants to religious groups increased 38 percent.
The Freedom From Religion Foundation and several of its members sued.
They say that because the faith-based initiatives favor religious applicants for
grants over secular applicants, they violate the Estàblishment Clause of the
First Amendment, which prohibits government support for religion.
These are profound issues, but because the administration challenged the
right of the foundation and its members to sue, the courts must decide

whether the plaintiffs have the right to sue in this case before they can
consider the constitutionality of the faith-based programs. An appeals court
has ruled, correctly, that the plaintiffs have standing.
In many cases, taxpayers are not in fact allowed to sue to challenge
government actions, but the Supreme Court has long held that they have
standing to allege violations of the Establishment Clause. Without this sort of
broad standing, many entanglements between church and state would never
make it to court.
The Bush administration is pushing an incorrect view of standing as it tries to
stop the courts from reaching the First Amendment issue. Taxpayers can
challenge the financing of religious activity, the administration claims, only
when a Congressional statute expressly authorizes the spending. There is no
statute behind the faith-based initiative.
In his decision for the appeals court, Judge Richard Posner of the United
States Court of Appeals for the Seventh Circuit, in Chicago, convincingly
explained why this argument is inconsistent with the Supreme Court's
precedents on the Establishment Clause.
Procedural issues like standing can have an enormous impact on the
administration of justice if they close the courthouse door on people with valid
legal claims. The Supreme Court has made it clear that taxpayers may
challenge government assistance to religion. The justices should affirm Judge
Posner's ruling so the courts can move on to the important question: Do the
Bush administration's faith-based policies violate the Constitution?

Dear Karen Keller,
Please do not pass this along as someone else's problem. It can start from your
office and go from there. I am speaking of the lack of responsibility in our
country. You can make a difference. Our country seems to be getting way out of
hand. May I suggest that you push citizens to take responsibility for their
actions? Here are some examples of how our country is allowing people to put
the burden off onto the government or someone other than themselves,
Obviously I do not know the facts in each example but I can't imagine that there
are this many issues that seem to be lack of taking responsibility. From the local
license plates to our vice president there are instances where our country needs
to hold people accountable for their actions. Please do something or things are
going to get even worse.
A major issue is our vice president hunting without a hunting permit and ends up
shooting his friend. It really doesn't matter who committed the offence, this
person needs to spend time in jail and have a punishment for attempted murder.
You might say that it was an accident. Our vice president should have taken
responsibility and not gone hunting since he did not have a hunting license. He
chose to break the law by hunting anyway and ended up shooting someone.
Shouldn't that receive severe punishment? With this minimal punishment
everyone would be willing to break the law.
Then there is the lady who spilled hot coffee on herself while getting the coffee
from the drive through window at a McDonalds. How in the world did our country
find McDonalds at fault? If the customer did not grab the coffee correctly, it is her
fault for dropping it in her lap. After all, she is the one that chose to go to the
drive through not the counter. Don't try to tell me that McDonalds should have
labeled the cup "hot". The customer did not order cold coffee. Coffee is always
hot. Why would it need a label? If the customer had received cold coffee, she
would have complained that it was cold. Because some idiot found McDonalds
at fault, they now have to pass along that financial burden onto its customers, us.
Once again, we are allowing people not to take responsibility for their actions.
What kind of lawyer or judge would let this happen?

As a teacher I hold students accountable and responsible for their actions and
grades. If a child misbehaves for earns a poor grade, some parents want to
know why the teacher gave the poor grade or attempted to punish the student.
My statement is for the parent to take responsibility and raise the child with
correct behavior. I am held accountable for teaching educational standards not
raising children. After all, I am not a day care provider. It is a little difficult to
raise and teach children during the instructional day. If adults have made the
choice in life to make a baby, then it is their responsibility for raising that child.
Weather the child has two parents or one that was the choice of the adult. If
they have to work three jobs to support a child, then that was their choice when
they made the baby. Don't place the burden on others through public support in
any way.
Another school related issue that I have helped the government with is out is
state license plates. As families move here to the Myrtle Beach area, they enroll
their children in public school. Property taxes help pay for the schooling of
children. Months of having an out of state license plate indicates that the family
has not paid property tax on that vehicle. In the past ten years I have submitted
several license plate numbers and names of parents who have moved here but
still have the out of state license plate. This indicates to me that the government
has not followed up with the law that requires license plates be transferred within
a certain number of days. I realize there are a few exceptions but not to this
number of car owners that have children in public school.
The bottom line for this letter is that the punishment in our country needs to be
stricter. From the bottom up or the top down, everyone needs to be more
responsible. Our legal system is blaming other people for everyone's own
problems and issues. From the youngest child to the president of the United
States, take responsibility for you own actions. Now please, do not pass this
along as being someone else's problem. Since you are in a position to make a
difference at some level, do what it takes to get the ball rolling in your office.
Force the citizens of our country to be held accountable and take responsibility
for their own actions. Thank you and let me know if there is anything else I can
do.

I am writing to ask for help in honoring two great Americans, Roy Rogers and Dale Evans, for all
they did to inspire an entire generation. I would like them to be honored with the Medal of
Freedom and you are the only one who can do this. I could spend pages telling you all the things
they did to deserve this honor, but I am sure that you spent many Saturdays at the movies
watching Roy and Dale catch the bad guys and then ride off into the sunset. I'm also sure that
you did not miss many of their TV shows during the 1950's.
They influenced many by their example. They were Christians and not afraid to admit it. They
were always aware of the example they were setting and never did anything to spoil the image
we had of them. If this medal is to honor great Americans, if it is to say these people deserve to
be honored as examples of the way we all should strive to be, then you will not hesitate in
honoring Roy Rogers and Dale Evans with the Medal of Freedom.
I know that you are very busy and that you have many problems. But you are the only one who
can do this and I hope that you will consider this request. Roy and Dale's son and daughter are
in Branson, MO at the Roy Rogers and Dale Evans Museum. Thank you for your time.

After reading the numerous stories of the heroic actions of the passengers of
United flight 93, may I make a suggestion? I believe that every remaining relative of each
of those heroic passengers should receive the Medal of Freedom in their loved ones
name. I believe this is the highest medal any civilian can receive and it has been
demonstrated in numerous accounts that their heroic actions prevented the deaths of
untold more had the terrorists found their target.
I live 25 miles from New York city and the horror of 9/11/01 is still fresh in our
minds here. I worked at Battery Park city prior to the attacks and have visited the site
after only to feel not only sorrow, but tremendous loss for the victims and family left

Dr. Thibodeau has NO KNOWLEDGE of this letter, not, that I/we have
obtained "ON LOAN" a copy of his Annual Chaplain Report as we did.
I/we here especially feel certain, that after reading this enclosed
report, you will indeed agree with us, that Dr. Kenneth Boyd Thibodeau, is
MOST DESERVING of a special kind of Honor and RECOGNITION by our President.
Know that Dr. Thibodeau has started his 2005-2006 term, against the advice
of his many doctors, as he is unable to find the word no or slow down as
they feel he should. Because of his health concerns of late, he is now
slowing down, but only God knows just what is ahead for him, and his time
left with US. For certain his passing will be of great loss to us all,
and we all pray, that this day is years off!
I/we all sincerely appreciate in advance for your taking time to read
