Mr. President:-
I hand you herewith a proposition made by Davis &
Riddle of Gainesville, Texas, who are Attorneys for owners of
live stock in the Chickasaw Nation, Indian Territory, these In-
dians are threatening to remove the cattle from that Territory
belonging to these men, unless they pay a tax of twenty five
cents a head thereon, they have refused to do so on the ground
that recent acts of Congress have repealed all Indian Laws and
that the Indians as a tribe cannot now collect taxes from white
men holding cattle in their country.
Suits are now pending in the Courts there testing this
question but it seems that the Secretary of the Interior (Mr.
Hitchcock) has pre-emptorily ordered these cattle removed by
the indian police and by force, this is liable to bring on blood
shed and trouble in that country because gathering together large
herds of cattle and driving and herding at this season of the
year will greatly damage them, besides they will be driven either
