My Dear Sir: Replying to your letter, referring to the en- closed copy of Assistant Secretary Ryan's letter, will say that I had understood that charges had been preferred against the present incumbent. Mr. Alexander's name was submitted as a suitable candidate for the place, if a change should be made. The Department will doubtless know best whether it is necessary to make a change at this time, and, if they do not think it necessary, I think it would be satisfactory to let it go until the expiration of the term.
