My dear Mr. Secretary:
I beg to bring to your attention, by the Presi-
dent's direction, the enclosed letter from Mr. E. W.
Johnston. The President requests me to state that
he regards Mr. Johnston highly and thinks some heed
should be paid to the protest. He will be glad to
have you bring the case to his attention.
