My dear Mr. President: :- Il am sure you will remember how very anxious I was to secure the appointment of collector of Customs for the district of Alaska, for Hon. John W. Minto, one of Oregon's best men, and he was very earnestly and thoroughly recommended for the position by many of the best men in Oregon. In addition to his being a good man, thoroughly qualified, he is one man to whom I am under great political obligations, and I am exceedingly anxious to make some provision for him if possible. Now I am advised that there is a vacancy, and has been for a year past in a position in the Interior Department. It is known in the law as "Inspector of U. S. Surveyor General's and Local Land Offices". There are three of these positions provided for by existing law. Ap- propriation was made for these three offices at the session just ended. MM. Minto would make a most excellent officer for usch a place. I should feel under renewed obligations if the President and the Secre- tary of the Interior could see their way clear to appoint Mr. Minto to this position. I am, Yours very respectfully, "
