My dear Mr. Secretary
By direction of the President I send you the en-
closed letter from Mr. F. A. Schicker, Receiver of
the United States Land Office at Canden, Arkansas,
relative to certain transactions of his in land scrip
and warrants. The President requosts mé to ask you
to be good enough to send over a report on this matter
by to-morrow morning.
