Nov. 23#-1903, actly His Excellency, Theodore Roosevelt, seul go President of the United States, Washington, one Nuith me My dear Mr. President: I received a call from J R Congressman Vreeland, Senator Fancher and Mr. Whipple, Clerk of the Senate, last evening. They explained to me their desires in relation to the granting of a permit by the Secretary of the Interior for the laying of a pipe line through the oil fields of the Indian Territory. As you are doubtless aware, there are many oil operators who have gone from Pennsylvania Ohio and Indiana into this new field for the purpose of developing its resources and of course, also, for personal gain. I know that you are a firm believer in the developing of the resources of our country, and this cannot be done successfully in the oil fields except with the most modern facilities for transportation, There might, perhaps, be objections raised to granting ean exclusive pipe line to the Prarie oil & Gas Coo, but I cannot see any objection to granting a franchise that is not exclusive, inasmich as the M. K. & I. R.Re, under existing rulings, are given an absolute monopoly of whatever oil transportation there is in this field, If you can consistently favor the wishes of my friends
