are important considerations which suggest the expediency of de-
laying negotiations with these Indians until Congress shall pro-
vide the means necessary to execute the law, but as to these, I
hope to confer with you as early as may be practicable.
Inspector McLaughlin has been engaged in adjusting the
Standing Rock and Cheyenne River leases, for reasons with which
you are familiar, but that there might be no delay in complying
with Public Resolution No. 31, Inspector Jenkins was directed
to proceed to the Uintah Reservation for the purpose of investigat-
ing and correcting the roll of the Uintah and White River Utes
entitled to participate in the payment, Indian Agent Myton, in
charge of that Agency, having submitted a roll which the Indian
Office regarded as imperfect and unsatisfactory. The corrected
roll, as reported by Inspector Jenkins, is now under examination
in the Indian Office, the purpose of the Department being, unless
otherwise directed by you, to promptly make, and complete, the
payments to the Indians found to be entitled thereto, as the law
directs, under Public Resolution No. 31.
Inspector McLaughlin, who recently completed his invest-
igation of the Cheyenne River leases, is now engaged in negotiat-
ing with certain allottees located on the cattle trail establish=
ed across the northern end of the Cheyenne River Reservation more
than a year ago as an outlet for cattle men to the Missouri River,
and cannot be withdrawn from that service, for which he is special
without injury to the interests of the Indians and
