Almost the entire conversation dentered around
the text of Article 5 and the various redrafts that
had been euggested.
Both BENATORS and referred
to the unscheduled debate whica had arisen in the
benate this afternoon on the sub Jeot of the extent
of U.S. obligation under the past. Both Benatore
vere even pore strongly than heretofore of the opinion
that 11 muet be mañe olear 1n Article 6 that there
vas no obligation, moral or otherwise, to go to anr.
SENATOR CONNALLY even questioned the advissbility
of a statement in Article 5 that an attack on one would
be as an attaok on all. He proferred that
this phould read "an attsek on one would be regarded
es a threat to the pease of all.*
BENATOR VANDENBERO did not go as far as Senator
Connelly on this point and felt thet einee the state-
ment that an attsok on one was an attack on all wes
in the Rio treaty 1t anould be left in. He was most
