Hie Excellency H. T. Andrews, Ambassador Designate of
the Union of South Africa, called upon me at 3:30 p.m. to-
day to pay his respects and to leave with me a copy of his
Letter of Credence and of the Remarks to be made when he is
received by the President. He was presented by Mr. Woodward,
Chier of Protocol.
During the course of our brief conversation the Ambas-
sador said that his Government was at present negotiating
with "Wall Street" for a loan to develop the resources of
his country, and that the bankers thom the South African
Government had approached were discussing the loan with the
Export Import Bank, which is apparently considering partici-
pation. The amount of the loan was not specified.
