CONFIDENTIAL 101 605 March 29, 1949 ARCHIVES "NATIONAL SERVICE" RECORDA AND Former Secretary of State James F. Byrnes telephoned the Secretary from Spartanburg, South Carolina, that a friend of his from Indiana had inquired of him if serious consideration had been given to the appointment of Philip Willkie (son of the late Wendell L. Willkle) as an Alternate to the fortheoming General Assembly in New York next month. Mr. Byrnes said he knew that all the Alternates had been named and that If consideration was being given to Mr. Willkie's appointment, it would involve send- ing his name to the Congress by itself. The Secretary replied that the question had been raised, but the plan was to have the Same Delegates and Alternates that had attended the previous session. He added that when another Dele- gation was appointed in September, perhaps something could be done at that time. Mr. Byrnes said he fully understood the situation, but had promised his friend that he would lock Into the matter. LDB DECLASSIFIED E.
