Mexican Oil Loan When the Secretary returned from the White House today, he said that he had nothing to dictate on his appointment with the President. He said that he did leave with the President the memorandum on the return of Mexican-United States battle flags (item 1 of the briefing book) and the mémorandum on the Mexican oil loan (item 2 of the briefing book).
