Conversation with the President
Subject: Gubitchev
1 referred to the conversations between the State and Justice
Departments on Gubitchev resulting in the suspended sentence
announced by the judge today, and informed the President that
subject to his approval I was going to call in the Russian Am-
bassador and talk to him along the lines indicated in Mr. Perkins'
memorandum of March 8.
The President said that he had already approved this
course in conversation with the Attorney General and directed
me to proceed with the matter.
