755 AND : SERVICEAS 249 CONI IDENTIAL September 1, 1950 MEMORANDUM FOR S/S The Secretary called Senator Green of Rhode Island this afternoon on the recommendation of Mr. McFall's office. The Secretary said he was calling at the President's request regarding the matter of possible postponement of the Torquay negotiations. The Senator said that he had talked to the President yesterday and that he had decided that he would not introduce the resolution which the President had been opposed to, which would have called for postponement of these negotiations. The Senator said, however, that he hoped that the Department would be able to help him. The Senator mentioned Schedule 9 of the General Agreement on Tariffs and Trade which concerns cotton manufactured goods. He said that most of the items covered under this Schedule were produced in New England and the greater portion were manufactured in Rhode Island. He said that Rhode Island was being discriminated against in terms of the proportion which these items represented in relation to the over-all manufacturing industry in the country. The Senator said that there were already large numbers of people out of work and that further reductions in duty on Schedule 9 items would result in some 60,000/people being put out of work. more Senator Green said he would like to have a letter from the Secretary saying that we have in mind the considerations he had set forth. He did not feel it was necessary to mention specifically the cotton manufacturing example but felt that we must consider the effect of reductions in tariff on specific parts of the country and in his opinion Rhode Island was being badly treated.
