The Dominican Foreign Minister was received at his
request. He stated that he had asked for this appoint-
ment because of the importance his Government attaches
to the problem of marketing Dominican sugar, his country's
principal export. He stated that his Government desires
to obtain an increase in the quota for Dominican sugar in
the United States market, and presented a note setting
forth in detail the Dominican Government's position in
this regard and the reasons it feels this request is
justified.
I told the Foreign Minister that we would be glad to
look into this matter with representatives whom he might
designate. I stated that we were sympathetic to the
problem of the Dominican Republic in this connection, but
that I knew he appreciated the fact that the basic sugar
quotas for each of the several producers supplying the
United States market are set by the Congress in the Sugar
Act, and that the Act is administered by the Department
of Agriculture. I said that in preparation for the next
