MEMORANDUM OF CONVERSATION WITH THE PRESIDENT
Item 1. - Iranian Loan
I reminded the President that he had returned to me
the file merely with a notation that he was returning it
and inquired whether he had any instructions for me in regard
to the matter.
The President said that he would be glad to give me a
mernorandum if I wished it; however, he had believed that at
the Cabinet meeting he had clearly indicated his view, which was
that of the rest of the Cabinet also, that we should proceed in
accor ance with NEA's memorandum. He had kept the file at
my request in order to read carefully all the documents and
review his judgment. He had done so and had-zemained of the
same mind.
I told the President that we would proceed without the
necessity of a written memorandum from him.
