The Secretary told me on his return from the White House
today, in response to my question, that the President had not
spoken to him again about the Gibson appointment as Director
of PICMME.
I told the Secretary of the calls which Mr. Dawson had made
to Mr. Humelsine and said we felt we had to go ahead with
Ambassador Gibson since the Secretary was under specific
instructions to do so. The Secretary told me most emphatically
that we should. He said he could not be running back and asking
the President every day or two whether he had changed his mind.
We are to proceed with Ambassador Gibson.
I have not shown the Secretary the attached cable. In the
light of his comment I should not think it necessary, but will
do so if Mr. Hickerson and Mr. Humelsine think it is.
