Mr. Acheson
The Ambassador called at his request.
He left with me the attached sealed copy of new letters of
credence directed to the President and signed by Queen Elizabeth.
In handing me this document, he explained the following background.
The Commonwealth Ambassadors are all presenting
similar letters. In a discussion which they had, the view was
expressed by some that they should all call upon the President
personally and present these letters as though they were presenting
their credentials for the first time. Fortunately, Sir Oliver was able
to inform them that when Sir Ronald Lindsay had presented
credentials from King George VI, he did so to the Secretary of
State and that he recommended that this precedent should be
followed. After doubts expressed by some on the ground that
Queen Elizabeth had personally received the Ambassadors upon
her accession, it was finally agreed to follow the procedure
recommended. I assured Sir Oliver that the new letters of
credence would be brought to the personal attention of the
President.
