SUBJICT:
Possible Conferonces of the Secretary wath
Various Foreign Mänisters at the timo of
the CN General Ausembly.
Ás you know, the Secrotary has indicated that he thinks it 18
worth exploring the possibility of arranging for him to have a sartos
of conferences with forsign ministers who will be in this country
at the time of the UN General Ausenbly which begãns on October lith.
The purpose would be particularly to arrango for such contacts with
the Mänistere from the areas nhich he has not been able to visit
porsonally; namely, Latin America, the Honr Kast and the Far Dast.
During hia trips to Europe and particularly in connection with the
NATO meetings he has hnd an opportunity to noet with the Foroign
Manisters of a good many of the European countries.
Then the Secretary is attending a session of the Genoral
Assembly he normally consults with as many of the other dolegations
as possible on the business of the denoral Asserbly. The suggestion
for special conferences with foroign ministers would not in any way
supplant these norenl and necessary UM consultations but would be
in addition thoreto. Thay would not be for the purpose of further
discussion of items on the General Assenbly agenda but for the
discussion of problens which arise in the bilateral relations between
the United States and varioua solected other countries.
Although the Secretary has had such consultations during
previous assemblies as did Secretary Marshall, ay om feeling is that
we have nover taken full advantage of the opportunitios afforded
by General Asseablies to pronate the kind of ministerial discussions
auggested above.
It is recogniaed that the plan might load to so many complications
and to such a heavy burden on the Secretary as to nate it impracticable.
The Secretery, horever, mould like to have the satter explored.
