regard to economic matters, that there was to be an equitable distribution of commodities
between the zones, and free movement of goods between the zones, and that a central German
administration in the economics field was the first thing to be set up, and that was to be
done right away, and to be strengthened and encouraged. Then there were policies laid down
in regard to prohibited and restricted industries - those were to carry on the demilitari-
zation. Some industries were altogether prohibited, others were restricted to certain kinds
of production and certain amounts. Cartels and concentrations of power were to be prohibited.
Reparations were to be collected only out of industrial capital equipment, and not out of
current production, and this industrial capital equipment for reparations purposes was to
be carried out by a dismantling program, which was fitted in with the prohibited and res-
