MR. ACHESON:
A very large part of our time so far in these discussions has been takenn up
with a relatively snall part of the vorld and a relatively small part of the
human race and our relations with them, but it is a very important
part. We've been talking mostly about our problems in trying to establish
stability and strength and a military position with our Furopean allies and
in dealing with an armed attack which was made on us in the Far Tast, in Korea.

In both of these cases we were dealing with a small part of the human race,
a small part of the geographic area of the globe, and with a population which
the ADMEN
for the most part except in Korea was white. Vast part of the world which is
colored and which is in Asia, the Middle Bast, and Africa, we haven't talked
about. What we've been talking about are the peoples, and our relations with
the peoples, who are called "advanced". The great mass of poor, backvard, Apr

colored and, until recently, subject peoples have presented to us the most
baffling questions, and the areas in which they live have produced
the most affling strategic problems. I should think that sometine in the
course of this discussion we can talk a bit about the strategic aspects of

sent to me and which X have here. This whole area is the area of the Middle
East, Africa, Southeast Asia, and South Asia. I think it will come out that it
has the most important strategic aspects for us; it has economic aspects which
interests and
are very important; and it has political/aspects. I think as this develops a
little bit we will see that eside from the strategic and from some of the
economic aspects of it, its "mein concern has been as a source of great trouble.
I don't believe, thatfthe current view that there's a great competition between
the communists and the west for this whole area is really the authentic and
true picture of it. It is mostly that things are going on in that part of the
