MEMORANDUM FOR MR. MURPHY
Subject: Point Four
At a meeting in Jack McFall's office this afternoon, the
following agreements and work assignments were arrived at:
1. Leadership in the fight to restore Point Four appropriations to
the full amount will be in the Department of State, which will work
in close coordination with the White House. That is, State will con-
tact men like General Marshall and General Eisenhower and request
them to make public statements. State will also contact the various
organizations associated with the President's Committee on Voluntary
Foreign Aid, and request their full support for a restoration of the
full amount.
2. State will consult Ambassador Austin and request him to issue a
statement, and stir up United Nations sentiment on behalf of the
Point Four program.
3. Assistant Secretary Barrett will work on the press and other public
relations media.
4. John Sherman Cooper has been requested to discuss the Point Four
matter with Republican members of the Senate and urge their support
for an enlarged appropriation. Dulles is luke-warm on Point Four,
and no effort will be made to enlist his support.
5. The White House will discuss with Secretary Brannan the matter
of contacting farm groups.
6. The White flouse will moice direct contact with various labor
organizations.
7. Averill Harriman will exert his own good offices wherever he can.
8. I stated that I would recommend the following actions to the President:
(a) that he request the full cooperation of the Cabinet,
at the regular Cabinet meeting on July 7, Friday,
