(Memorandum prepared by industry members (Copy) at the request of Dr. Steelman) Pages 28, 29, 30, and 31 entitled "Summary of Recommendations accompanying the March 20, 1952 recommendations of the Wage Stabilization Board contained 18 recommendations. At the collective bargaining conference between the steel workers and the six companies (Bethlehem, Inland, Youngstown, Jones and Laughlin, Republic, and United States Steel), Thursday April 3, Mr. Murray declared essentially as follows: "He wants to make it very clear that he will take not less than the full recommendations." At a later point in the afternoon of April 3 Mr. Murray referred to the summary of recommendations and explained that a motion earlier put by him involved acceptance "of each and every recommendation" Mr. Patton inquired whether he was correct in his understanding that the companies were being asked to consumuate an agreement on each and every recommendati on without qualification of any kind. Mr. Murray replied that he meant each and every one in principle. On behalf of the companies, Mr. Stephens later in the conference made the following proposal: "After giving serious consideration to the recommendations of the WSB, the six companies make the following proposal for settlement of the steel wage dispute: (1) General increase in wage rates of 9 per hour effective March 1, 1952. (2) Six paid holidays, double time for holiday work. (3) Increase in shift differentials to 60 per hour for second shift and 9c per hour for third shift.
